ROSEMEAD TRAFFIC COMMISSION
November 1, 2001
A regular meeting of the Rosemead Traffic Commission was called to order by Chairman Ruiz at
7:00p.m., in the Council Chambers, 8838 East Valley Boulevard, Rosemead.

CALL TO ORDER
The Pledge of Allegiance was led by Commissioner Baffo
The Invocation was delivered by Commissioner Knapp
1. INSTALLATION OF NEW TRAFFIC COMMISSIONER
The Commission Secretary administered the oath to the newly appointed Traffic
Commissioner Brandan Matsdorf.
II. REORGANIZATION- SELECTION OF COMMISSION VICE-CHAIR
Chairman Ruiz turned the meeting over to the Associate Planner Jessica Wilkinson for
nomination and election of the new vice-chairperson.
Commissioner Baffo nominated Commissioner Knapp, there being no further
nominations heard, Associate Planner Wilkinson closed the nominations and declared
Commissioner Knapp the new Vice-Chairperson.
Commissioner Knapp thanked the Commission for her newly appointed seat as Vice-
Chairperson.
III. APPROVAL OF MINUTES
It was moved by Commissioner Knapp, seconded by Commissioner Baffo and carried
unanimously to approve the minutes for October 4, 2001.

Commissioner Quintanilla abstained his vote because he was not present at the October
Meeting.

VI. NEW BUSINESS
A. REOUEST FOR ADDITIONAL TRAFFIC CONTROLS ON ELLIS LANE
AT DE ADALENA STREET
Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
The placement of the speed trailer and subsequent follow-up with enforcement
personnel is recommended on Ellis Lane between Marshall Street and Ralph
Street. It is anticipated that this will serve as a reminder to motorists as to the
appropriate speed on Ellis Lane.
The previous recommendations are summarized below:
• The installation of stop controls on Ellis Lane at DeAdalena Street is not
recommended at this time.
• The installation of school zone signs on Ellis Lane is not recommended.
The installation of speed bumps on Ellis Lane is not recommended at this
time.
Commissioner Knapp inquired if a full packet was sent to Mr. Robert Lazo and
did he respond to the notification. Associate Planner Wilkinson stated that a
packet was sent to him and he did not respond to the notification.
She also asked if there was a school warning sign close to Marshall Street.
Deputy Traffic Engineer Itagaki stated that there is not one installed at Marshall
Street, she would have to see if one was suppose to be installed at this location.
Vice-Chairperson Knapp suggested that when that sign gets installed, it gets
installed closer to De Adalena, so that traffic going southbound will see that sign
quicker.
It was moved by Vice-Chairperson Knapp, seconded by Commissioner Baffo and
carried unanimously to approve the Traffic Engineer's recommendation with the
suggestion that when the school warning sign be installed that it be installed
closer to De Adalena. -
B. REQUEST FOR RED CURB ON THE EASTSIDE OF WILLARD
AVENUE SOUTH OF GARVEY AVENUE
Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
The installation of 20 feet of red curb on both sides of the first driveway on the
eastside of Willard Avenue south of Garvey Avenue is recommended.
It was moved by Commissioner Baffo, seconded by Commissioner Quintanilla to
approve the Traffic Engineer's recommendation.

Chairman Ruiz abstained his vote because he does not like red curbs. He feels red
curbs cost the City a lot of money for upkeep, he would rather see signs posted
with the arrows.
VII. STAFF REPORTS
A. UPDATE ON CITY COUNCIL ACTION TAKEN ON OCTOBER 9, 2001
Deputy Traffic Engineer Itagaki stated that the extension of red curb on Grand Street by
the California American Water was passed by the City Council.
VIII. COMMISSIONER REPORTS
Commissioner Quintanilla wished everyone a Happy Thanksgiving.
Chairman Ruiz stated that the signs on the island on Temple City Boulevard off-ramp,
have been knocked down by a truck that couldn't make the turn and need to be replaced.
Chairman Ruiz also stated that there are several truck routes in Rosemead that go through
residential areas, he feels the truck routes should be re-evaluated because of what's been
happening within the United States. He feels trucks can be used as a weapon, terrorists
will use them, and he is uncomfortable that there are over 300 trucks that go through
Rosemead on residential areas.
He would like to note to the City Council that in today's world, the truck routes should be
re-evaluated so that they don't go through residential areas. He feels that a truck is a legal
weapon and is endangering the citizens in this Community
Vice-Chairperson Knapp stated that after speaking with Ms. Hahn from Williams School,
she took a tour of the site with the Principal, regarding the parking situation at this
location. Vice-Chairperson Knapp made several recommendations to the Principal, one
being to have a white arrow on the driveway for the entrance and one on the northern end
for the exit. Secondly, she recommended that the crosswalk be moved from the north to
the south side of the street for more visibility. Lastly, she would like to see the lane
change sign farther south, and paint a white strip, similar to the one on Walnut Grove.
In addition, she noticed the signs were covered with graffiti and would like staff to have
them cleaned up.,
Vice-Chairperson Knapp encouraged everyone to donate a turkey for "People for
People", for their "Annual Turkey Basket Give-Aways": They will be giving out
approximately 147 baskets for Thanksgiving and approximately 200 baskets at Christmas
time.
Vice-Chairperson Knapp invited everyone to the Annual Pancake Breakfast by "People
for People" on November 17`h, tickets are $ 3.00 each.
IX. ADJOURNMENT
There being no further business to come before the Commission, the meeting was
adjourned at 7:48 p.m. There were 7 people in the audience. The next regularly
scheduled meeting is scheduled for December 6, 2001.

RE: Request for Study of Truck Routes Throughout the City
REQUEST
During last month's Traffic Commission meeting, Chairman Ruiz requested staff
to review the truck routes throughout the City. Chairman Ruiz's primary concern
was the safety of residential areas along these truck routes and the possibility of
transporting of bombs along these routes in the aftermath of the events of
September 11, 2001.
DISCUSSION
For your information, staff has been attempting to find a recent newspaper article
regarding truck travel in the Daily Breeze. The City Engineer relayed to staff that
this article indicated that a court decision went in favor of the trucking industry
and would allow trucks to travel on roadways despite restrictions placed by
various agencies. The article further indicated the decision was being appealed
to a higher court. Staff has made email contact with the Daily Breeze and
continues to search the web for information regarding this decision. As of this
date, no specific information has been obtained.
A study of the truck routes by staff would require extensive time and materials
beyond current responsibilities. As such, a request needs to be made to the City
Council to approve such additional work. This agenda item provides the Traffic
Commission that opportunity.
RECOMMENDATION
The Traffic Commission is provided this opportunity to make a recommendation
to Council.
