APPROVAL OF MINUTES It was moved by Commissioner Baffo, seconded by Commissioner Quintanilla, to approve the minutes for May 3, 2001. ORAL COMMUNICATIONS FROM THE AUDIENCE - NONE . HI. OLD BUSINESS - NONE IV. NEW BUSINESS A. REQUEST FOR STOP SIGN ON MUSCATEL AVENUE AT SCOTT STREET Traffic Engineering Deputy Itagaki presented the staff report. RECOMMENDATION: The installation of Stop signs on Muscatel Avenue at Scott Street is not recommended at this time. Caltrans guidelines, including a favorable reported accident history, and field observations indicate motorists as well as pedestrians negotiate the intersection with due care. However, staff does recommend selective enforcement of Muscatel Avenue by Sheriff's officers. Speaking before the Commission was: William Boyd 8712 Scott Street Rosemead, California 91770 Mr. Boyd stated that he has lived in Rosemead for approximately 14 years, and at least once a day he walks he dog from Scott Street across Muscatel to Ralph's Market and back. Mr. Boyd thanked the Commission for installing rumble strips and slowing down traffic. He feels there is a problem at this location and would like to take preventative measures before someone gets hurt, and feels a stop sign would help rectify the situation. Commissioner Knapp stated that she empathizes with Mr. Boyd, however, the Commission has to follow the Cal-Trans guidelines. It was moved by Commissioner Knapp, seconded by Commissioner Baffo, and carried unanimously to approve the Traffic Engineer's recommendation. Chairman Ruiz stated that he would like to send this item to the City Council letting them know that statistically the findings show that the guidelines fall under the Cal-trans regulations, however, he feels the numbers are close enough to re-consider this item for a stop sign. Commissioner Baffo encouraged Mr. Boyd when attending the City Council meeting regarding this item, he should bring residents in the area that also support the installation of a stop sign. Vote Results: Yes: Commissioner Knapp, Commissioner Baffo, Commissioner Quintanilla & Commissioner Herrera Noes: None Absent: None Abstained: Commissioner Ruiz Commissioner Ruiz abstained his vote because he does not feel that 72 vehicles is that much of a factor to deny the installation of a stop sign. An additional motion was made by Commissioner Quintanilla, seconded by Commissioner Baffo, to extend the rumble strips from one end of the curb gutter to the other end of the curb gutter. STAFF REPORTS Administrative Assistant Wilkinson stated that at the City Council on May 22, 2001, denied the installation of red curb on San Gabriel Boulevard adjacent to Diamond Square. Their main concern was that the red curb would take away parking for the customers of the Diamond Square Shopping Center, especially during peak hours. VI. Commissioner Knapp invited everyone to come out to the Parade on Saturday, June 30'h, at 10:00 a.m. Commissioner Herrera stated that on Wells Street, just west of Walnut Grove and Edmond, some nice shrubs were planted there, however, there seems to be a lot of trash and debris along the fence near the walkway. Commissioner Herrera also stated that around Janson where the buses use to go through, the parents of the students have been nice enough to help traffic go through and move them along for more efficiency. Commissioner Quintanilla stated that at the s/e corner of Vane and Marshall, behind Savannah School, cars are parking around the corner, causing visibility problems. Chairman Ruiz stated that this problem is occurring throughout the City, where cars are wrapping themselves around the corner, causing visibility problems everywhere. He would like to have the motorcycle officers do some citing for improper parking. The Commission discussed the scheduling of the July meeting, due to the 4'h of July holiday. It was the consensus of the Commission to change the July meeting from July 5, 2001 to July 12, 2001. Staff informed the Commission that they would have to check the availability of the Council Chambers on July 12"i, and staff would get back to the Commission. VII. ADJOURNMENT There being no further business to come before the Commission, the meeting was adjourned at 7:33 p.m. Staff Report Rosemead Traffic Commission TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSSION FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY DATE: June 26; 2001 RE: Request for a Traffic Study of the Marshall Street Curve between Bartlett Avenue and Muscatel Avenue REQUEST Councilmember Bruesch has requested a traffic study be made of the curve on Marshall Street between Bartlett Avenue and Muscatel Avenue. He has made this request on behalf of Ms. Ana Lemon who lives on the southeast corner of Marshall Street and Dubonnet Avenue. Ms. Lemon has expressed to Councilmember Bruesch her concern regarding eastbound vehicles colliding with the railing to the Rubio Wash, which is in front of her home. She is concerned that vehicles may eventually collide with her home. CONDITIONS Marshall Street is a 36-foot wide east-west local collector street with fronting residential uses in the vicinity of Bartlett Avenue and Muscatel Avenue. There is double yellow striping separating opposing traffic on Marshall Street. Marshall Street is stop controlled at its intersections with Bartlett Avenue and Muscatel Avenue. The posted speed limit on Marshall Street in the vicinity of Bartlett Avenue and Muscatel Avenue is 25 mph when children are present. During other times, the speed limit is 30 mph. The horizontal curve on Marshall Street between Bartlett Avenue and Muscatel Avenue is posted with curve warning signs and advisory speed signs (20 MPH). Parking is prohibited on the north side of Marshall Street. Marshall Street travels over the Rubio Wash between Bartlett Avenue and Muscatel Avenue. A railing exists on the south side of Marshall Street on the eastbound approach to the wash. This railing is in front of Ms. Lemon's property on City right-of-way. Exhibit 1 depicts the general conditions of Marshall Street between Bartlett Avenue and Muscatel Avenue. Request for a Traffic Study of the Marshall Street Curve Between Bartlett Avenue and Muscatel Avenue Page 2 of 3 DATA The reported accident history on Marshall Street between Bartlett Avenue and Muscatel Avenue was reviewed for the period between January 1, 1998 through December 31, 2000. Two accidents were reported during this period and are summarized below: Location & Description Time, Day & Date 1. 57 feet east of Dubonnet Avenue 7:00 PM, Thursday & Westbound vehicle traveling in the opposing 11/2/00 lane collided head-on with an eastbound stopped vehicle. (P.C.F. = Driver alcohol/drugs & wrong side. No injuries reported.) 2. 176 feet east of Dubonnet Avenue 10:55 AM, Saturday & Eastbound vehicle passing sideswiped an 8/26/00 eastbound parked vehicle. (P.C.F. = None stated. No injuries reported.) P.C.F. = Primary Collision Factor Exhibit 2 depicts the general location of these reported accidents. Vehicle speeds were also recorded on Marshall Street between Bartlett Avenue and Muscatel Avenue. This data was recorded on Wednesday, June 13, 2001 from 10:30 to 11:00 AM. A summary of the recorded speeds follows: • Number of recorded vehicles • Highest recorded speed • Lowest recorded speed • 85 h percentile speed • Average speed • Posted advisory speed 173 (91 EB, 82 WB) 36 mph EB & 38 mph WB 20 mph EB & WB 30 mph EB & WB 27 mph EB & WB 20 mph EB & WB The total traffic volume on Marshall Street is approximately 7,500 vehicles per day. This information is based on counts taken in 1998. DISCUSSION Field observation of the curve on Marshall Street between Bartlett Avenue and Muscatel Avenue were made during the late morning hours. During this time, vehicles were observed traversing the curve with little difficulty and at controllable speeds. There were no "screeching" brakes or tires observed. Marshall Street did not reveal any specific skid marks in the vicinity of the curve. Request for a Treffic Study of the Marshall Street Curve Between Bartlett Avenue and Muscatel Avenue Page 3 of 3 Staff has had previous discussions with Ms. Lemon regarding her concerns for vehicles running off the road and colliding with her home. These telephone conversations and site meetings included discussions of what the City could install to protect her home. Based on initial review of the location, staff did not believe installation of additional protection such as guardrail within the City right- of-way would satisfy guidelines. Other non-traffic type installations outside of the City right-of-way were discussed at these initial conversations including planters and bollards. The guidelines for the installation of guardrail are found in the Caltrans Traffic Manual. Guardrail is installed to reduce the severity of run-off-road accidents. The guardrail redirects a vehicle away from embankment slopes or fixed objects and dissipates the energy of the errant vehicle. It is important to note that guardrail will reduce accident severity only for those conditions where striking the guardrail is less severe that going. down an embankment or striking a fixed object. "Guardrail should only be installed where it is clear that accident severity will be reduced." The existing recorded accident history on Marshall Street between Bartlett Avenue and Muscatel Avenue is relatively minor in number. In addition, of the two reported accidents in the three-year period reviewed, neither accident reported' any injuries occurring. This would indicate that a guardrail is not necessary at this location and could cause more injuries than are currently experienced. The recorded vehicle speeds in the vicinity of the curve on Marshall Street are higher than the posted advisory speed. However, the 85th percentile speed of 30 mph indicates the majority of vehicles are traveling within the posted speed limit. In addition, vehicles appeared to negotiate the curve at this 30 mph speed with little difficulty. With regards to other non-traffic type installations outside of the City right-of-way, approvals might require some review by the Planning Department depending on the installation. RECOMMENDATION The installation of guardrail on Marshall Street on the southeast corner of Dubonnet Avenue is not recommended at this time. This recommendation is based on the reported accident history, field observation and guidelines for the installation of guardrail not being satisfied.
