A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD
RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF ROSEMEAD, A
CHANGE OF ZONE FROM A-1, AGRICULTURE TO C-3D, MEDIUM COMMERCIAL-
DESIGN OVERLAY, FOR THAT AREA SET FORTH BY ZONE CHANGE 79-113.
THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES HEREBY
RESOLVE AS FOLLOWS:
Section 1. The Planning Commission does hereby find and determine
that an application was duly filed by the Rosemead Redevelopment Agency with
respect to real property described as:
a 9+ acre parcel of land, lying approximately 1,200 feet south of
Rush Street, on the westerly side of Walnut Grove Avenue;
requesting a change of zone from A-1 to C-3d; and that a public hearing was
duly set for December 3, 1979, at 7:30 p.m. at Rosemead City Hall, 8838 Valley
Boulevard, Rosemead, California, and that a notice of the date, time, place
and purpose of the aforesaid hearing was duly given; and that a public hearing
was duly held at the aforementioned time and place.
Section 2. The Planning Commission further finds and determines that
facts do exist as required by Section 9185 et. seq. of the Ordinance of the City
of Rosemead to justify a granting of a change of zone and that the general
welfare will be served and good zoning practices will be followed if the requested
zone change is approved.
Section 3. The Planning..Commission further finds that:
1. A Negative Declaration was prepared in compliance with the
California Environmental Quality Act of 1970, Public Resources
..Code No. 21100 et. seq. and follows the EIR Guidelines adopted
by the State Secretary of Resources, as amended.
2. This zoning conforms with the General Plan.
3. The proposed zone change will not have a significant effect on
the environment.
Section 4. Based on the aforementioned findings, the Commission is
hereby recommending to the City Council, a change of zone with respect to the
property described in Section 1 of this Resolution, subject to the following
conditions:
1. Install full street improvements along Walnut Grove Avenue.
2. Construct a six-foot high, decorative block wall along the west
property line.
3. Any lights installed in the parking area for security should be
directed away from the residences adjacent to the west property
line.
Section 5. The Secretary shall certify to the adoption of this
Resolution and shall transmit copies of same to the applicant and Rosemead City
Clerk.
