PC - 1993-46 - Granting Conditional Approval of Design Review 93-59PC RESOLUTION 93-46 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD GRANTING CONDITIONAL APPROVAL OF DESIGN REVIEW 93-59 APPROVING THE RENOVATION OF AN EXISTING SHOPPING CENTER LOCATED AT 8855 VALLEY BOULEVARD, ROSEMEAD. THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS FOLLOWS: Section 1. The Planning Commission does hereby find and determine that an application was duly filed by Sun West Management Company to remodel the exterior facade of Universal Savings, located within a Design Overlay area located at: 8855 Valley Boulevard and that a public hearing was duly scheduled for August 16, 1993 at 7:00 p.m. in the Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California; and that notice of the time, date, place, and purpose of the aforesaid hearing was duly given; and that a public hearing was duly conducted at the aforementioned time and place. Section 2. The Planning Commission further finds and determines that facts do exist as required by Section 9119. et seq. of the Ordinance of the City of Rosemead, justifying the granting of approval of the design review application. Section 3. The Planning Commission further finds: 1. The plans indicate proper consideration for the relationship between the proposed remodel and site developments that exist or have been approved for the general neighborhood; 2. The proposed site development is not, in its exterior design and appearance, so at variance with the appearance of other existing buildings or site developments in the neighborhood as to cause the nature of the local environment to materially depreciate in appearance and value; 3. On the basis of evaluation, this project has been determined to qualify for a Categorical Exemption in accordance with CEQA and local regulations. Section 4. Based on the aforementioned findings, the commission hereby approves the design review application with respect to the property described in Section 1 of this resolution, subject to the conditions contained within the attached Exhibit A. Section 5. This action shall become final and effective ten (10) days after this decision by the Planning Commission unless within such time a written appeal is filed with the City Clerk for consideration by the Rosemead City Council. Section 6. The property shall be developed in accordance with the site plan & Elevations dated 6-8-93, marked Exhibit B. 2. Where appropriate, all utilities shall be placed underground. 3. The lot shall be reslurried concurrently with the implementation of the proposed project. 4. The stop sign controlling traffic egress at Ivar Avenue shall be uprighted. 5. A landscape and irrigation plan shall be submitted, showing: A. Replacement shrubbery, of the size and kind as that currently existing, added to the planters: 1) immediately north to the flower kiosk (shown as "1 Hr. Photo" on Exhibit B.) 2) adjacent to the Doug's Liquor entrance 3) adjacent to the Round Table Pizza entrance (southeast portion) 4) adjacent to Jean's Hallmark shop (south planter) 5) adjacent to photo store 6) southeast of Universal Savings 7) northwest of Universal Savings 8) east of easterly post office entrance 9) near southeast corner of post office 10) west of westerly post office entrance 11) behind the Valley Grill Restaurant 12) in southwest corner of Universal Square B. Shrubbery in new planters matching that of existing perimeter landscaping. To the extent feasible, larger, mature plants shall be used. All landscaping and irrigation detail plans shall incorporate both automatic timing and moisture sensing devices. 6. Repaint market basket storage area posts. 7. Trash bins shall be kept within their enclosures exclusive of trash collection day. 8. Repair northerly block wall behind post office. 9. All graffiti shall be eradicated within 24 hours of discovery. 10. Repaint rear entry doors as needed. 11. New speed bumps shall be installed across the entire width of each driveway access from Valley Boulevard at a point approximately equidistant between the opposite ends of the respective landscaping planter immediately adjacent thereto. 12. New signage shall not be installed until the plans are approved by the Planning Department. 13. All roofing material shall be U.L. approved Class A. 14. No construction and/or grading. work shall be conducted before 7:00 a.m. and after 6:00 p.m., Monday through Saturday. No work shall be conducted on Sunday. 15. Motion-sensor lights with timing devices shall be installed along the walkways as needed, pursuant to the approval of the Planning Department. 16. An affidavit of agreement to these conditions shall be signed within ten (10) days of the time the design is granted. VDR59
