A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ROSEMEAD RECOMMENDING ADOPTION OF AN
OPTIONAL ELEMENT REGARDING AIR QUALITY INTO THE
ROSEMEAD GENERAL PLAN (GENERAL PLAN AMENDMENT
93-4).
WHEREAS, the City of Rosemead recognizes the vital role that
local governments must play in the attainment of state and federal
air quality standards; and
WHEREAS, the City of Rosemead is committed to achieving
healthful air standards in the Subregion and other parts of the South
Coast Air Basin at the earliest possible date; and
WHEREAS, the 1989 Air Quality Management Plan and 1991
revisions requires local governments to implement 24 of the 126
control measures contained in the Plan, including the adoption of an
air quality element or its equivalent; and
WHEREAS, the areawide Air Quality Plan was accepted in
principle by the South Coast Air Quality Management district pursuant
to the adoption of policy mechanisms and implementing ordinances by
the individual cities; and
WHEREAS, the Southern California Association of Governments
and the South Coast Air Quality Management District were involved in
the development of the Air Quality Plan; and
WHEREAS, the State Law authorizes cities to include an air
quality element or its equivalent as part of their General Plan; and
WHEREAS, the proposed Air Quality Element is the result of
an extensive, cooperative effort between the sixteen cities of the
West San Gabriel Planning Council in the preparation of an Areawide
Air Quality Plan; and
WHEREAS, the Air Quality Element promotes the health, safety
and welfare of the public by seeking attainment of state and federal
ambient air standards; and
WHEREAS, environmental documentation has been completed in
accordance with the California Environmental Quality Act and local
environmental guidelines; and
WHEREAS, all of the required local control measures
contained in the AQMD are addressed in the Air Quality Element; and
WHEREAS, The Planning commission has determined that
following conditions for self-certification have been met:
1.
Consistency
with
the Regional Air Quality Management Plan
2.
Consistency
with
the Regional Mobility Plan
3.
Consistency
with
the Regional Growth Management Plan
4.
Consistency
with
the Regional Housing Needs Assessment
5.
Adoption
and
implementation of a Congestion Management
Program consistent with SCAG criteria; and
WHEREAS, on August 16, 1993, the Planning Commission duly
considered, approved and recommended adoption of the Negative
Declaration and General Plan Amendment No. 93-4 based upon the
following findings:
1. The state and federal ambient air standards for carbon
monoxide, nitrogen dioxide, ozone and particulates are
routinely exceeded in the West San Gabriel Valley.

2. That exceedances of these standards pose health threats to
residents in the West San Gabriel Valley.
3. That exceedances of these standards reduce the quality of
life in the West San Gabriel Valley
4. That continued degradation of the air quality in the West
San Gabriel Valley will eventually impose undesirable
economic costs on residents, employees and businesses.
5. That coordinated action by the participants in the Regional
Air Quality Plan process will be substantially more
effective in achieving air quality improvements than would
independent and unrelated action by the individual
jurisdictions.
6. That the goals, policies and actions contained in the West
San Gabriel Valley Air Quality Plan in conjunction with
ongoing efforts by SCAQMD will promote attainment of state
and federal air quality standards.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission
does hereby recommend to the City Council that those policies as
enumerated in attached Exhibit "A" should be adopted as the Air
Quality Element of the Rosemead General Plan as Amendment 93-4.
