PC - 1993-27 - Denying Request for zone change 93-192 and general plan amendment 93-03 at 3029, 3031, 3031 1/2, 3033 and 3035 Jackson• PC RESOLUTION 93-27 A RESOLUTION OF OF THE CITY OF FOR ZONE CHANGE AMENDMENT 93-3 PROPERTY LOCATED 1/2, 3033 and ROSEMEAD. THE PLANNING COMMISSION 2OSEMEAD DENYING REQUEST 93-192 AND GENERAL PLAN FROM P to R-2 FOR AT 3029, 3031, 3031 3035 JACKSON AVENUE, THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS FOLLOWS: Section 1. That an application was duly filed by Yuk Shing Chan to change the underlying zoning designation from P (Parking) to R-2 (Medium Density Residential) in order to preserve residential use of property slated for future commercial development at: 3029, 3031, 3031 1/2, 3033 & 3035 Jackson Avenue and that a public hearing was duly scheduled for May 3, 1993, at 7:00 p.m. in the Council Chambers of the Rosemead City Hall, 8838 E. Valley Boulevard, Rosemead, and that notice of the time, date, place, and purpose of the aforesaid hearing was duly given according to law, and that a public hearing was duly conducted at the aforementioned time and place. Section 2. The Planning Commission further finds that facts do not exist justifying the granting of a Zone Change. Section 3. The Planning Commission further finds that the character of the surrounding land uses does not support the request, to include: 1. That the proposed zone change does not further the, objectives of the city's General Plan in that the residential use sought will adversely affect adjoining properties as to value or precedent and will be detrimental to the area. 2. That there are other alternate means of developing the subject property which may not require a change of zone. Section 4. NOW, THEREFORE, BE IT RESOLVED, that, based on the above findings, the Planning Commission hereby denies the request. Section 5. This action shall become final and effective ten (10) days after this decision by the Planning Commission, unless within such time a written appeal is filed with the City Clerk for consideration by the Rosemead City Council as provided for within the Rosemead Zoning Code. Section 6. This resolution is the result of an action taken by the Planning Commission on May 3, 1993, by the following vote: YES: Lowrey, Ruiz, Young, Breen, Ortiz NO: None ABSENT: None ABSTAIN: None AOPTED this 17th day of May, 1993.
