PC - 1993-17 - Granting Conditional Approval of Tentative Parcel Map 23701PC RESOLUTION 93-17 Ll A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD GRANTING CONDITIONAL APPROVAL OF TENTATIVE PARCEL MAP 23701 FOR PROPERTY LOCATED AT 3050 SULLIVAN AVENUE, ROSEMEAD. THE PLANNING HEREBY RESOLVE AS FOLLOWS: Section 1. Rosemead does hereby find filed by Quang T. Thai parcels to facilitate property located at: COMMISSION OF THE CITY OF ROSEMEAD DOES The Planning Commission of the City of and determine that an application was duly to subdivide an existing lot into two (2) single-family dwelling construction for 3050 Sullivan Avenue, or more specifically known as: In the City of Rosemead, County of Los Angeles, State of California, being a subdivision of the western 231 feet of northern 565 feet of lot 12, as per map recorded in M.R. 61, pages 94 and 95 of maps, in the office of the County Recorder of said county, and that a public hearing was duly scheduled for March 15, 1993, at 7:00 p.m., in the Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California; and that notice of the time, date, place, and purpose of the aforesaid hearing was duly given according to law; and that a public hearing was duly conducted at the aforementioned time and place. Section 2. The Planning Commission further finds and determines that this request is in conformance with the Land Use Element of the General Plan, and; 1. The proposed map is consistent with the applicable General Plan of the City of Rosemead. 2. The design of the proposed lot consolidation and improvements is consistent with the applicable General Plan. There is no specific plan. 3. The site is physically suitable for the type of development. 4. The site is suited for the proposed density of development. 5. The design of the subdivision will not conflict with public easements. 6. The design and proposed improvements of the subdivision will have no significant adverse effects on the environment, and, therefore, a Negative Declaration was prepared and adopted in compliance with Rosemead Resolution 79-77, CEQA, and the guidelines for the implementation of CEQA. 7. Discharge of wastes from the proposed subdivision will not result in the violation of existing requirements as prescribed by the California Regional Water Board. Section 3. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Rosemead does approve the request for the subdivision of this parcel of land described in Section 1, subject to the conditions contained in the attached Exhibit "A". EXHIBIT A TENTATIVE PARCEL MAP 23701 3050 SULLIVAN AVENUE CONDITIONS OF APPROVAL MARCH 15, 1993 1. The property shall be developed in accordance with Tentative Parcel Map 23701 dated 3-8-93, marked Exhibit B and floor plans dated 1-21-93, marked Exhibit C, and approved by the Planning Commission on 3-15-93. 2. The project shall comply with the conditions as set forth in the City Engineer's report dated 3-11-93, and the Fire Department's recommendations dated 2-8-93. That all conditions shall be completed to the City Engineer's and Director of Planning's satisfaction prior to recordation of the final map. 3. The interior property line of the newly created lots, and where designated by the Director of Planning, the perimeter property line, shall be fenced with a six-foot (61) high masonry or wooden fence ending at the rear of the dwelling unit on Lot 1. If a wooden fence is installed, the fence shall be supported by steel posts set in concrete. Said fence shall be installed prior to recordation of the parcel map or at the time of issuance of building permit be made a matter of condition. All masonry walls shall have finished surface on both sides. 4. Each newly created lot shall be provided with a 15-gallon tree subject to the approval of the Director of Planning. 5. All utilities shall be underground including appropriate wiring for Cable Television. 6. Demolition of the portion of 3052 Sullivan shall be completed within 90 days of the granting of this tentative parcel. 7. The property shall be kept cleared of weeds, debris and abandoned vehicles, and maintained to the L.A. County Fire and Health codes until it is developed. All trash shall be contained in dumpsters and removed on an as-needed basis. No trash shall be visible from outside the dumpster. Surplus construction materials shall be stored so as to be screened from view when not actually in use. 8. A covenant shall be reviewed and approved by the City Attorney assuring that the private, common driveway shall be continually maintained and that any costs associated with such maintenance shall be equally shared by lots 1 and 2 in accordance with Section 9104.21 1, 5(g). This covenant shall be recorded prior to or in conjunction with the final parcel map. 9. A drainage easement shall be recorded on Parcel 1 for the benefit of Parcel 2 and shall be shown on the final map. 10. This map shall be finaled and recorded within two (2) years of tentative approval. Failure to do so may result in the map's expiration and the need for another tentative map application. Any request for extension must be submitted, in writing, together with ten (10) copies of the map and corresponding plans, to the Planning Department before the expiration date.
