THE PLANNING. COMMISSION OF THE CITY OF ROSEMEAD DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The Planning Commission does hereby find
and determine that an application was duly filed by Lan-Khanh Tan to
refurbish an existing service station building located at:
8548 E. Valley Boulevard
and that a public hearing was duly scheduled for March 1, 1993 at
7:00 p.m. in the Council Chambers of Rosemead City Hall, 8838 Valley
Boulevard, Rosemead, California; and that notice of the time, date,
place, and purpose of the aforesaid hearing was duly given; and that
a public hearing was duly conducted at the aforementioned time and
place.
Section 2. The Planning Commission further finds and
determines that facts do exist as required by Section 9119. et seq.
of the ordinance of the City of Rosemead, justifying the granting of
approval of the design review application.

1. The plans indicate proper consideration for the
relationship between the proposed building and site
developments that exist or have been approved for the
general neighborhood;
2. The proposed building or site development is not, in
its exterior design and appearance, so at variance with
the appearance of other existing buildings or site
developments in the neighborhood as to cause the nature
of the local environment to materially depreciate in
appearance and value;
3. On the basis of evaluation, this project has been
determined to qualify for a Categorical Exemption in
accordance with CEQA and local regulations.

CONDITIONS OF APPROVAL
MARCH 1, 1993
1. Walkways shall be illuminated by low voltage ground level motion-
detector lights, as deemed appropriate by the Planning Director.
2. All exterior lighting shall be directed away from adjacent
properties.
3. All utilities shall be underground.
4. All roofing material shall be U.L. approved Class A.
5. All paving shall be 4" of AC over 6" base, or 6" of concrete.
6. A six-foot perimeter block wall shall be constructed along the
southerly property line. Height shall be measured from the
existing adjacent property line.
7. All irrigation plans shall incorporate both automatic timing and
moisture sensing devices.
8. Postbox location and type shall be approved in writing by the
U.S. Postal Service before a building permit is granted.
9. Any modification to the plan design approved by the Planning
Commission shall be submitted to the Director of Planning for
consideration.
10. An affidavit of agreement to these conditions shall be signed
within ten (10) days of the time the design approval is granted.
11. This Design Review approval shall expire after one (1) year that
there is no progress towards completion of the authorized use.
12. The conditions listed on this Exhibit shall be copied directly
onto development plans submitted to the Planning and Building
Departments for review.
13. The property shall be developed in accordance with the plans,
dated 1-25-93 (marked Exhibit B), except as may be amended by the
Planning Commission.
14. The property shall comply with all appropriate Building, Fire,
and Health Department regulations.
15. The numbers of the address signs shall be at least 6" tall with a
minimum character width of 1/411, contrasting in color and easily
visible at driver's level from the street. The location, color
and size of such sign shall be subject to the approval of the
Planning Director.
16. The applicant shall obtain a Certificate of Occupancy permit and
any applicable City of Rosemead business license prior to
beginning business operations.
17. The block wall adjacent to the garage shall be repaired or
rebuilt to the satisfaction of the Planning Director.
