A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ROSEMEAD GRANTING' CONDITIONAL USE
PERMIT 94-611 ALLOWING THE OPERATION OF A
SEWING FACTORY AT 8925 E. GARVEY AVENUE, #B3,
ROSEMEAD.
THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The Planning Commission of the City of
Rosemead does hereby find and determine that an application was duly
filed by Kieu Thi Hoang to operate a sewing factory, dba K & K
Fashion, located at:
8925 E. Garvey Avenue, #B3,
and that a public hearing

and purpose of the aforesaid

was duly scheduled for May 16, 1994, at
Chambers of the Rosemead City Hall, 8838
and that notice of the time, date, place,
hearing was duly given according to law;
was duly conducted at the aforementioned
Section 2. The Planning Commission further finds and
determines that facts do exist as required by Section 9181, et seq.
of the ordinance of the City of Rosemead justifying the granting of a
Conditional Use Permit.
Section 3. The Planning Commission further finds:
1. The project is in harmony with the elements and objectives
of the General Plan.
2. The project will not be detrimental to the surrounding
properties.
3. The project is desirable to the public convenience.

On the basis of evaluation, this project
qualify for a Class 9 Categorical Exemption
California Environmental Quality Act.
Based on the above findings, the Planning

effective ten (10) days after this decision by the Planning
Commission, unless within such time a written appeal is filed with
the City Clerk for consideration by the Rosemead City Council as
provided in the Zoning Ordinance.
Section 7. This resolution is the result of an 'action
taken by the Planning Commission on May 16, 1994, by the following
vote:

Section 8. The secretary shall certify to the adoption
of this Resolution and shall transmit copies of same to the applicant
and Rosemead City Clerk.

K & K FASHION - 8905 GARVEY AVENUE, #B3,
CONDITIONS OF APPROVAL
MAY 16, 1994
1. This conditional use permit is approved for one (1) year, at
which time it shall be reviewed by the Planning Commission for an
extension. The occupant shall file a request for extension at
least 30 days before expiration with the Planning Department.
This approval shall expire after one (1) year without progress
towards completion of the use authorized by this conditional use
permit.
2. The following conditions must be complied with to the
satisfaction of the Director of Planning, prior to final approval
of associated maps, building permits, occupancy permits, or any
other appropriate request.
3. The applicant shall sign a notarized affidavit agreeing to these
conditions within ten days of approval.
4. The conditions listed on this Exhibit shall be copied directly
onto development plans submitted to the Planning and Building
Departments,for review.
5. The property shall be developed in accordance with the site plan,
marked Exhibit B. Any modification shall require prior Planning
Department approval.
6. The property shall comply with all appropriate Building, Fire,
and Health Department regulations.
7. Adequate lighting shall be provided in the parking area.
Motion-activated lights shall be installed where deemed
appropriate by the Director of Planning. All exterior lighting
shall be directed away from adjacent properties.
8. The applicant shall obtain a Certificate of Occupancy permit and
any applicable City of Rosemead business license prior to
beginning business operations.
9. The site shall be maintained in a clean, weed and litter-free
state in accordance with Sections 5401-5415 of the Rosemead
Municipal Code, which pertains to the storage, accumulation,
collection and disposal of garbage, rubbish, trash and debris.
All trash containers shall be stored in the appropriate trash
enclosure.
10. The site shall be maintained in a graffiti-free state. Any new
graffiti shall be removed within twenty-four (24) hours.
11. The parking space markers shall be re-painted periodically to
City standards to the satisfaction of the Planning Department,
including double-striping and wheel stops.
12. The number of persons inside the unit shall not exceed sixteen
(16) employees.
13. A copy of the "Garment Manufacturing License" from the State of
California Department of Industrial Relations shall be submitted.
14. All inoperable automobiles shall be removed from the site.
15. All work related to the garment manufacturing business shall be
performed inside the building.
