1. CALL TO ORDER - The regular meeting of the Planning Commission
of the City of Rosemead was called to order by Chairman Young
at 7:04 p.m. in the Council Chambers of the Rosemead City Hall,
8838 E. Valley Boulevard, Rosemead.
The Pledge of Allegiance was led by Commissioner Lowrey.
The Invocation was delivered by Commissioner Breen.
2. ROLL CALL - Present: Lowrey, Ruiz, Young, Breen, Ortiz
Ex Officio: Wagner, Price, Lyons,
Troyer, Pickett, Pitzer
3. APPROVAL OF MINUTES - Regular meeting of November 15, 1993
(MO) It was moved by Commissioner Ortiz, seconded by Commissioner
Breen, to approve the minutes of the regular meeting of November
15, 1993, as presented. Vote resulted:
Yes: Lowrey, Ruiz, Young, Breen, Ortiz
4. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS - City
Attorney Stanton Price explained the public hearing process and
the right to appeal decisions of the Planning Commission to the
City Council.
5. ADMINISTRATION OF OATH - The secretary administered the oath to
members of the audience wishing to speak.
PUBLIC HEARINGS
6. CONDITIONAL USE PERMIT 93-601 - 3357 N. San Gabriel Boulevard -
Request from Royce Wijesekara for the transfer of an ABC license
for the sale of beer and wine at Al's Quality Meat Market.
Mr. Troyer presented the staff report with the recommendation to
approve.
The Chairman opened the public hearing.
Addressing the Commission in-favor' of the project was:
Royce Wijesekara, 3357 N. San Gabriel, Rosemead. Mr.
Wijesekara, who is the applicant, stated his name and address
for the record.
There being no one else wishing to address the Commission, the
public hearing was closed.
(MO) It was moved by Commissioner Breen, seconded by Commissioner
Lowrey, to approve Conditional Use Permit 93-601 for a period of
one (1) year, subject to the original conditions. Vote resulted:

7. CONDITIONAL USE PERMIT 93-602 - 8205 Hellman Avenue - Request
from Myung Sang Park for the transfer of an ABC license for the
sale of liquor at Double 8 Liquor Market.
Mr. Lyons presented the staff report with the recommendation to
approve.
The Chairman opened the public hearing.
Addressing the Commission in favor of the request was:
John Park, 1936 Flintrock Road, Diamond Bar. Mr. Park stated
that he represented the applicant, Myung Sang Park, and
requested approval.
Commissioner Ortiz expressed concerns about the electrical
panels and the insulation. Mr. Park responded that an
inspection had taken place and that, depending on the outcome,
appropriate action to comply would be taken.
There being no one else wishing to address the Commission, the
public hearing was closed.
Discussion by the Commission:
Commissioner Ortiz expressed concern about the insulation of one
of the electrical panels and the storage of cardboard in front
of another panel.
The Commission agreed to add the following condition: "The
electrical panel areas shall be cleaned up and maintained in a
legal and safe manner."
(MO) It was moved by Commissioner Ortiz, seconded by Commissioner
Ruiz, to approve Conditional Use Permit 93-602 for a period of
one (1) year, subject to the original and added conditions.
Vote resulted:

OTHER BUSINESS
8. EXTENSION OF CONDITIONAL USE PERMIT 92-571 - Request to continue
the operation of a church at 9200 Glendon Way.
Mr. Troyer presented the staff memorandum and recommended a six
(6) month extension.
Commissioner Ortiz requested that it be brought to the
applicant's attention that he is not allowed to cut more
branches from the oak tree on the property.
(MO) It was moved by commissioner Lowrey, seconded by Commissioner
Breen, to extend Conditional Use Permit 92-571 for a period of
six (6) months, subject to conditions 1 through 19. Vote
resulted:
Yes: Lowrey, Ruiz, Young, Breen, Ortiz
9. EXTENSION OF CONDITIONAL USE PERMIT 88-435 - Request to continue
the sale of off-site alcoholic beverages at 8210 E. Garvey
Avenue, dba Los Toros Meat Market.
Mr. Troyer presented the staff memorandum and recommended a two
(2) year extension.

Commissioner Ortiz expressed concern about the absence of
fencing around the construction site, and requested addition of
the following condition: "That a 61-high fence, composed of
chain link or other approved material, shall enclose the
perimeter of the property under construction."
Annother concern expressed by Commissioner Ortiz resulted in the
addition of a condition requiring that the electrical panel area
be cleaned up and maintained in a legal and safe manner. Mr.
Lyons will request an inspection by the Building Inspector.
A third concern of Commissioner Ortiz had to do with the
neighboring property, the Melody Lounge, where the door
continues to stay open during business hours. Mr. Lyons will
contact the owner of this property about adherence to their
conditions of approval.
Commissioner Lowrey suggested, and the Commission agreed to
addition of the following condition: "That motion-activated
lights shall be installed where deemed appropriate by the
Director of Planning."
(MO) It was moved by Commissioner Ruiz, seconded by Commissioner
Ortiz, to extend Conditional Use Permit 88-435 for a period of
two (2) years, subject to conditions 1 through 10. Vote
resulted:

10. PC RESOLUTION 93-57 - A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ROSEMEAD GRANTING CONDITIONAL USE PERMIT 93-599
ALLOWING THE OPERATION OF A SEWING FACTORY DBA G.J. FASHION
LOCATED AT 8821 E. GARVEY AVENUE, #C-2, ROSEMEAD.
11. PC RESOLUTION 93-58 - A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ROSEMEAD DENYING CONDITIONAL USE PERMIT 93-600 FOR
THE ON-SITE SALE OF BEER AND WINE IN CONJUNCTION WITH A
RESTAURANT DBA PHO 54 RESTAURANT LOCATED AT 8450 VALLEY
BOULEVARD, #111 & 112.
Mr. Price presented the resolutions by title only.
(MO) It was moved by Commissioner Breen, seconded by Commissioner
Ruiz, to waive further reading and adopt. Vote resulted:

12. ORAL COMMUNICATION FROM THE AUDIENCE - On any matter - None
13. MATTERS FROM CITY OFFICIALS AND STAFF
A. Mr. Lyons welcomed Josephine Pickett to the Planning
Department. She is going to be the secretary following
Olga's retirement on December 23, 1993.
B. Gary Chicots is expected to return to work for half days
starting December 7, 1993, following his injury.
C. Commissioner Ortiz requested that Mr. Lyons report on the
recent birth of his twins and THAT IT BE PRINTED VERBATIM IN
THE MINUTES.

LYONS: Yes, there are two, a boy and a girl. If you looked in
your mailbox you'll find the announcements. The boy was 7 lbs.
6 oz. and the girl was 6 lbs. even and they now almost weigh
more than my wife normally does. After seven hours of labor
they unfortunately had to resort to a C-section because the boy
was so big. Things are going well now, even though I have not
slept much. Everyone is home, my wife is home but she feels as
if she never sleeps, and everyone here in the office is giving
me pointers. This whole experience left me with a feeling of
respect for what women have to do - bear children. I'll give you
all the fine details later. END VERBATIM
D. Commissioner Lowrey requested staff to go to Tony's Liquor
and inspect the windows which again present a severe safety
problem because of the many signs obscuring the view.
E. Commissioner Lowrey commented on the produce center on the
south/east corner of walnut Grove and Garvey. Mr. Lyons
responded that Code Enforcement is looking into that
situation.

There being no other business to come before the Commission, it
was requested by Commissioner Lowrey at 7:45 p.m. that the
meeting be closed in honor of Peter's new twins and that a copy
of the minutes be sent to his wife. The next meeting will take
place on December 20, 1993, at 7:00 p.m.
