SEPTEMBER 20, 1993
MINUTES
1. CALL TO ORDER - The regular meeting of the Planning Commission
of the City of Rosemead was called to order by Chairman Young at
7:00 p.m. in the Council Chambers of the Rosemead City Hall,
8838 E. Valley Boulevard, Rosemead.
The Pledge of Allegiance was led by Commissioner Lowrey.
The Invocation was delivered by Commissioner Breen.
2. ROLL CALL - Present: Lowrey, Ruiz, Young, Breen, Ortiz

3. APPROVAL OF MINUTES - Regular meeting of September 4 , 1993
(MO) It was moved by Commissioner Ortiz, seconded by Commissioner
Breen, to approve the minutes of the regular meeting of
September 20, 1993, as presented. Vote resulted:
Yes: Lowrey, Ruiz, Young, Breen, Ortiz
4. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS - City
Attorney Stanton Price explained the public hearing process and
the right to appeal decisions of the Planning Commission to the
City Council.
5. ADMINISTRATION OF OATH - The secretary administered the oath to
members of the audience wishing to speak.
PUBLIC HEARINGS
6. CONDITIONAL USE PERMIT 93-580 - 7940 Garvey Avenue - Request
from Jean Hung to continue the operation of a Karaoke (KTV)
Studio dba Charming KTV.
Mr. Troyer presented the staff report with the recommendation to
approve.
The Chairman opened the public hearing.
Addressing the Commission in favor of the request was:
Lucy Polo, Architecture & Radius Map Services, 160 N. Holliston
Ave., #5, Pasadena, representing the applicant. Ms. Polo stated
that she was in agreement with the conditions of approval.
There being no one else wishing to address the Commission, the
public hearing was closed.
Discussion by the commission:
Commissioner Lowrey suggested approval for a period of six
months rather than the proposed one year, based on the number of
incidents listed in the Sheriff's Report.
(MO) It was moved by Commissioner Lowrey, seconded by Commissioner
Breen, to approve Conditional Use Permit 93-580 for a period of
six (6) months.

Commissioner Ruiz commented that there was nothing in the
Sheriff's Incident Report that could be attributed to the KTV
studio being in that location. He also commented on loitering in
the area and inquired whether the Sheriff's could alleviate the
problem.
The Chairman polled the Commission and the majority was in favor
of granting the conditional use permit for a period of one year.
No vote was taken following the motion for a six (6) month
approval, and a subsequent motion was made as follows:
(MO) It was moved by Commissioner Breen, seconded by Commissioner
Ruiz to approve Conditional Use Permit 93-580 for a period of
one year. Vote resulted:
Yes: Lowrey, Ruiz, Young, Breen, Ortiz
7. TENTATIVE TRACT MAP 51321 - 3370 Bartlett Avenue - Request from
Haro Engineering and Construction to subdivide three existing
parcels into five parcels to facilitate single-family home
development.
The Chairman opened the public hearing.
Addressing the Commission in favor of the request was:.
Joe Haro, from Haro Engineering & Construction, 901 W. Arrow
Hwy., Glendora. Mr. Haro stated that he was available to answer
any questions the Commission might have.
There being no one else wishing to address the Commission, the
public hearing was closed.
Discussion by the Commission:
Commissioner Ruiz inquired if the proposed storage building
would be a manufactured building. Mr. Haro responded that the
building is already existing as a residence and will be
converted into a storage area.
(MO) It was moved by Commissioner Ruiz, seconded by Commissioner
Ortiz, to approve Tentative Tract Map 51321. Vote resulted:
Yes: Lowrey, Ruiz, Young, Breen,,,Ortiz
8. TENTATIVE PARCEL MAP 23731 - 7760 Hellman Avenue - Request from
Bang Bach Trinh to subdivide an existing lot into two parcels to
facilitate single-family home development.
Mr. Troyer presented the staff memorandum which stated that the
tentative map was not submitted to staff in final form by the
deadline date and that it was recommended to continue the item
to the next regular meeting of October 4, 1993.
There being no objection, the Chairman so ordered.
9. TENTATIVE PARCEL MAP 23864 & MODIFICATION OF CONDITIONAL USE
PERMIT 92-573 - 7833 & 7839 Emerson Place - Request from
Godakalana Gunaratana to consolidate two parcels into one to
facilitate development of a library/meeting room addition for
the existing temple.
Mr. Tarr presented the staff memorandum which stated that the
tentative map was not submitted to staff in final form by the
deadline date and that it was recommended to continue the item
to the next regular meeting of October 4, 1993.
There being no objection, the Chairman so ordered.

OTHER BUSINESS
10. EXTENSION OF CONDITIONAL USE PERMIT 92-569 - Request to continue
the sale of beer and wine for off-site consumption at 3357 N.
San Gabriel Boulevard (Al's Quality Meat Market - continued from
9-7-93).
Mr. Troyer presented the staff memorandum and recommended a
one-year extension.
The business-owner, Faruque H. Skider, was informed by
commissioner Ortiz that he had observed people drinking in the
parking lot. Mr. Skider responded that he would keep a closer
watch in the future and notify the Sheriff's Department each
time such behavior is in progress.
(MO) It was moved by commissioner Ortiz, seconded by Commissioner
Lowrey, to extend Conditional Use Permit 92-569 for a period of
one (1) year, subject to conditions 1 through 10. Vote
resulted:
Yes: Lowrey, Ruiz, Young, Breen, Ortiz
11. EXTENSION OF CONDITIONAL USE PERMIT 88-443 - Request to continue
the sale of beer and wine for off-site consumption at 8729 E.
Valley Boulevard (Kawa Supermarket) - continued from 9-7-93).
Mr. Troyer presented the staff memorandum and recommended that
the item be continued to the regular meeting of October, 4, 1993
to ensure compliance with the Uniform Building Code in respect
to the location of computer equipment.
Commissioner Ruiz reported that he had noticed compliance and
recommended to approve the extension request.
(MO) It was moved by Commissioner Ruiz, seconded by Commissioner
Lowrey, to extend Conditional Use Permit 88-443 for a period of
two (2) years, subject to conditions 1 through 10. Vote
resulted:
Yes: Lowrey, Ruiz, Young
No: Breen, Ortiz
Commissioners Breen and Ortiz voted against granting the
extension at this time based on observations that plastic
hangers with clothing on them were hanging from the electrical
panel.
12. EXTENSION OF CONDITIONAL USE PERMIT 83-278 - Request to continue
the sale of alcohol for on-site consumption at 7813 E. Garvey
Avenue (Patrick's).
Mr. Troyer presented the staff memorandum with the
recommendation to continue the item to the reguler meeting of
October 4, 1993, due to the extensive incident report.
Mr. Lyons stated that he preferred to extend the item to the
second meeting in October, which will be held on the 18th, in
order to allow more time to deal with existing problems.
Commissioner Lowrey advised staff to inform the applicant to
keep the doors closed at all times.
There being no objection, the item was continued to the regular
meeting of October 18, 1993.

13. PC RESOLUTION 93-47 - A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ROSEMEAD GRANTING CONDITIONAL APPROVAL OF TENTATIVE(
PARCEL MAP 23843 AND ZONE CHANGE 93-197 FOR PROPERTY LOCATED AT
3343 SAN GABRIEL BOULEVARD, ROSEMEAD.
14. PC RESOLUTION 93-48 - A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ROSEMEAD GRANTING CONDITIONAL APPROVAL OF PLANNED
DEVELOPMENT REVIEW 93-5 AND ZONE VARIANCE 93-258 FOR THE
RENOVATION AND EXPANSION OF THREE EXISTING CLASSROOMS AND THE
INSTALLATION OF FOUR TEMPORARY CLASSROOM TRAILERS AT DON BOSCO
TECHNICAL INSTITUTE LOCATED AT 1151 SAN GABRIEL BOULEVARD,
ROSEMEAD.
15. PC RESOLUTION 93-49 - A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ROSEMEAD GRANTING CONDITIONAL USE PERMIT 93-596
ALLOWING THE SALE OF BEER AND WINE IN CONJUNCTION WITH A
RESTAURANT DBA MEIZE RESTAURANT LOCATED AT 8450 VALLEY
BOULEVARD, ROSEMEAD.
Mr. Price presented the resolutions by title only.
(MO) It was moved by Commissioner Breen, seconded by Commissioner
Lowrey, to waive further reading and adopt. Vote resulted:
Yes: Lowrey, Ruiz, Young, Breen, Ortiz
16. ORAL COMMUNICATION FROM THE AUDIENCE - On any matter - None
17. MATTERS FROM CITY OFFICIALS AND STAFF
A. Brad Tarr bid farewell to the Commission as this was his
last meeting before leaving the City on 9-22-93.
B. Mr. Lyons took reservations for the West San Gabriel Valley
Council Meeting of 9-29-93.
C. Commissioner Lowrey commented on the many items that needed
to be continued during the last few meetings, and encouraged
staff to make sure that applications are complete prior to
submittal.
