MINUTES
1. CALL TO ORDER - The regular meeting of the Planning Commission
of the City of Rosemead was called to order by Chairman Young at
7:00 p.m. in the Council Chambers of the Rosemead City Hall,
8838 E. Valley Boulevard, Rosemead.
The Pledge of Allegiance was led by Commissioner Breen.
The Invocation was delivered by Chairman Young.
2. ROLL CALL - Present: Lowrey, Ruiz, Young, Breen, Ortiz
Ex Officio: Wagner, Price, Lyons, Tarr, Troyer,
Pitzer
3. APPROVAL OF MINUTES - Regular Meeting of March 1, 1993.
(MO) It was moved by commissioner Ortiz, seconded by Commissioner
Breen, to approve the minutes of the regular meeting of March 1,
1993, as presented. Vote resulted:
Yes: Lowrey, Ruiz, Young, Breen, Ortiz
4. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS - City
Attorney Stan Price explained the public hearing process and the
right to appeal decisions of the Planning Commission to the City
Council.
5. ADMINISTRATION OF OATH - The secretary administered the oath to
members of the audience wishing to speak.
PUBLIC HEARING ITEMS
6. CONDITIONAL USE PERMIT 93-581 - 8150 E. Garvey Avenue, Suite 101
Request from Full-Key BBQ Seafood Restaurant to offer beer and
wine sales at its existing location.
Mr. Tarr presented the staff report with the recommendation to
deny.
The Chairman opened the public hearing.
There was no one in the audience wishing to address the
Commission, and the public hearing was closed. The applicant
was in the audience.
Commissioner Ortiz expressed concern about over-accumulation of
licenses for the sale of alcohol in the center, and concurred
with the finding stated in the staff report that the saturation
level for the center has been reached. Furthermore, it was
commissioner Ortiz, opinion that the restaurant is doing a good
business without the sale of beer and wine.
(MO) It was moved by Commissioner Ortiz, seconded by Commissioner
Lowrey, to deny Conditional Use Permit 93-581. Vote resulted:

7. CONDITIONAL USE PERMIT 93-579 - 8810-12 E. Garvey Avenue -
Request from Zoila De Lemus to accept transfer for a beer and
wine license at Tonia's Market.
Mr. Troyer presented the staff report with the recommendation to
approve.
The Chairman opened the public hearing.
Addressing the Commission in favor of the project was:
Marianne Lemus Martinez, speaking on behalf of the applicant,
Zoila De Lemus, 4750 Kenmore, Baldwin Park. Ms. Martinez stated
that she was in agreement with all the conditions, and requested
approval.
There being no one else wishing to speak, the public hearing was
closed.
Discussion by the Commission:
Commissioner Ruiz requested clarification on conditions 11 and
12 which seemed to be almost identical. The Commission agreed
on deletion of condition #12.
(MO) It was moved by Commissioner Breen, seconded by Commissioner
Ruiz, to approve Conditional Use Permit 93-579 for a period of
six months and deletion of Condition #12. Vote resulted:

8. TENTATIVE PARCEL MAP 23701 - 3050 Sullivan Avenue - Request from
Quang T. Thai to subdivide an existing lot into two (2) parcels
to facilitate single-family dwelling construction.
Mr. Tarr presented the staff report with the recommendation to
approve.
The Chairman opened the public hearing.
Addressing the Commission in favor of the request was:
Tom Cao, of Tritech Associates, 735 W. Emerson Avenue, Monterey
Park, representing the owner. Mr. Cao stated that he was
present to accept the conditions and to answer questions the
Commission might have.
There being no one else wishing to address the Commission, the
public hearing was closed.
Without further discussion, it was moved by Commissioner Ruiz,
seconded by Commissioner Lowrey, to approve Tentative Parcel Map
23701. Vote resulted:
Yes: Lowrey, Ruiz, Young, Breen, Ortiz
OTHER BUSINESS
9. EXTENSION OF CONDITIONAL USE PERMIT 89-485 - Request to continue
the sale of alcoholic beverages at 8606 E. Garvey Avenue
(Leonard's Liquor) (continued from 2-16-93).
Mr. Tarr presented the staff memorandum and recommended a three-
year extension.
Commissioner Lowrey requested addition of a condition requiring
motion-detector lights. There was no objection.

Commissioner Ortiz requested addition of the following condition
based on the display of adult video's in the store: "Newspapers,
magazines, video tapes, or any other material containing
'harmful matter' as defined in Sec. 6808, shall have their lower
two-thirds covered by blinder racks when displayed in public
places which do not exclude minors." There was no objection.
The applicant, Calvin Chang, was given a copy of Section 6808 of
the RMC and he agreed to make the necessary changes.
(MO) It was moved by commissioner Lowrey, seconded by Commissioner
Ortiz, to extend Conditional Use Permit 89-485 for a period of
three (3) years, subject to conditions 1 through 11.
10. EXTENSION OF CONDITIONAL USE PERMIT 89-460 - Request to continue
the sale of beer and wine at 7540 Garvey Avenue (Seafood City
Restaurant).
Mr. Lyons presented the staff memorandum and recommended a two
(2) year extension.
Commissioner Lowrey ascertained that the applicant was not in
the audience.
(MO) It was moved by Commissioner Lowrey to extend Conditional Use
Permit 89-460 for a period of two years.
Commissioner Ortiz expressed concerns regarding the parking lot
and the adjacent lot at 2139 Jackson, which is being used as a
commercial property, with a connecting gate between both lots.
Commissioner Ortiz suggested further investigation of the two
properties and the existing storage shed
Commissioner Lowrey withdrew his motion. The Chairman continued
the item to April 5, 1993.
11. EXTENSION OF CONDITIONAL USE PERMIT 92-558 - Request to continue
the sale of alcoholic beverages at 2125 San Gabriel Boulevard
(Vito's Liquor)
Mr. Troyer presented the staff memorandum and recommended a two
(2) year extension.
(MO) It was moved by Commissioner Breen, seconded by Commissioner
Lowrey, to extend Conditional Use Permit 92-558 for a period of
two (2) years, subject to conditions 1 through 17.
Commissioner Ortiz stated that he had noticed addition of
structural walls at the site and addition of two different
rooms, and requested that staff check if there are building
permits on file for the addition.
The makers of the motion withdrew the motion. The Chairman
continued the item to the regular meeting of April 5, 1993.
12. PC RESOLUTION 93-13 - A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ROSEMEAD GRANTING CONDITIONAL APPROVAL OF TENTATIVE
TRACT MAP 51544, ZONE VARIANCE 93-248, ZONE CHANGE 93-193 AND
GENERAL PLAN AMENDMENT 93-1 ALLOWING THE CONSTRUCTION OF NINE
(9) SINGLE FAMILY DETACHED HOMES ON A .94 ACRE PLANNED
DEVELOPMENT FOR PROPERTY LOCATED AT 8445-8463 MISSION DRIVE.
13. PC RESOLUTION 93-14 - A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ROSEMEAD GRANTING CONDITIONAL APPROVAL OF DESIGN
REVIEW 93-58 ALLOWING THE REFURBISHING OF AN ABANDONED SERVICE
STATION LOCATED AT 8548 VALLEY BOULEVARD.

Mr. Price presented the resolutions by title only.
(MO) It was moved by commissioner Ortiz, seconded by Commissioner
Lowrey to waive further reading and adopt. Vote resulted:

14. ORAL COMMUNICATION FROM THE AUDIENCE - On any matter - None
15. MATTERS FROM CITY OFFICIALS AND STAFF
A. Follow-up reports by Mr. Tarr dealing with concerns
expressed by Commissioner Ortiz on March 1, 1993, regarding
a storage shed and platform behind the BBC Restaurant, 7621
E. Garvey and a mezzanine at H&C Fashion, 8515 Garvey, Unit
B. Both items were referred to the Building Department for
investigation.
B. Follow-up report by Mr. Lyons regarding concerns expressed
by Commissioner Ortiz on March 1, 1993 on access to the
homes behind the old Ole's site on Valley Boulevard. The
item was referred to the Building Department to review the
access and the accumulation of building materials.
C. Commissioner Ortiz requested that the parking lot at Garvey
and Walnut Grove be investigated in regards to parking of
commercial vehicles and a forklift, which is detrimental to
parking access of other tenants.
D. Commissioner Breen inquired about the required number of
handicapped parking spaces at Lloyds Transmission on Valley
Boulevard. Mr. Tarr to investigate and report on it at the
next meeting.
16.
There being no further business to come before the Commission,
the meeting was adjourned at 7:50 p.m. The next meeting will
take place on April 5, 1993.
