MINUTES
1. CALL TO ORDER - The regular meeting of the Planning Commission
of the City of Rosemead was called to order by Chairman Lowrey
at 7:00 p.m. in the council chambers of the Rosemead City Hall,
8838 E. Valley Boulevard, Rosemead.

(MO) It was moved by Commissioner Ortiz, seconded by Commissioner
Breen, to approve the minutes of the regular meeting of May 2,
1994, as presented. Vote resulted:

4. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS - City
Attorney Stanton Price explained the public hearing process and
the right to appeal decisions of the Planning commission to the
City Council.
5. ADMINISTRATION OF OATH - The secretary administered the oath to
members of the audience wishing to speak.
PUBLIC HEARINGS
6. CONDITIONAL USE PERMIT 94-611 - Request from Kieu Thi Hoang to
establish a sewing factory located at 8905 E. Garvey Avenue,
#B3 dba K & K Fashion (Cont'd from 5-2-94).
Mr. Lyons presented the staff memorandum with the
recommendation to approve for one (1) year, subject to
conditions outlined on Exhibit A.
Mr. Lyons explained to the Commission that for continuances,
reminder letters are sent to the applicants to attend the
meeting. And in addition to this, applicants are called the
week before the meeting to make sure they attend. And
sometimes, inspite of all this, the applicants fail to come but
staff will continue this procedure.
The Chairman opened the public hearing. There was no one
wishing to address the Commission and the public hearing was
closed.
Discussion by the Commission:
Commissioner Ruiz was in favor of granting approval of the
project, but expressed concern with condition #9 referring to
litter and trash. Upon inspection of the site, he noticed that

the front of the entrance was totally littered with trash; the
concrete car wheel stop was moved back and out of position in
order to accomodate larger cars; and the interior of the
garment factory was filled with garments on the floor. For
emergency and safety purposes of the employees, the aisleways
needed to be cleaned and cleared.
The Chairman reopened the public hearing to ask the applicant
to respond.
Kieu Thi Hoang, the applicant, was in attendance but was
represented by her son Kit Jib, of 2227-B Muscatel Avenue. Mr.
Jib stated that he understood Commissioner Ruiz's concern and
responded that in regards to cleaning and clearing the place of
all the trash and litter, he will see to it that the site will
be maintained clean and litter free. Concerning the concrete
car wheel stop, the landlord of the property will resolve the
problem.
Commissioner Ortiz called staff's attention to condition #12
(The number of persons inside the unit shall not exceed sixteen
(16) employees.), and instructed staff to monitor the number of
persons inside the unit. Commissioner Ortiz was pleased and
satisfied on how the electrical systems were installed and he
was in agreement to making the aisle litter free for safety
purposes.
(MO) It was moved by Commissioner Ortiz, seconded by commissioner
Ruiz, to approve Conditional Use Permit 94-611 for a period of
one year, subject to the conditions. Vote resulted:

Mr. Lyons continued that staff will make sure that the
conditions of approval will be explained and clarified to the
applicant and an affidavit of agreement agreeing to all the
conditions of approval will be signed.
7. TENTATIVE PARCEL MAP 23902 - Request from Tony Lee to subdivide
an existing lot into two parcels to facilitate construction of
two single family dwellings meeting the Rosemead flag lot
ordinance requirements for property located at 9504 Ralph
Street.
Mr. Troyer presented the staff report with the recommendation
to approve, subject to conditions of approval outlined in
Exhibit "A".
The Chairman opened the public hearing.

Mr. Chairman, members of the Commission, my name is Engles Shen
representing the owners. And actually this is a...a...straight
forward project and a..a..simplified layout. And we actually spent
a lot of time to work out the detail with the staff. So, I'm here
just to answer any questions you may have.
LOWREY: The gentleman's on the floor, do any of the Commissioners
have any questions of him?

RUIZ: Mr. Chairman.
LOWREY: Commissioner Ruiz.
RUIZ: I this project to me looks like it's going to
benefit the community. The current residence is and I was told are
in disarray and I think that any improvement would be welcome. I
move that we a..., I move the approval for Parcel Map 23902.

Mr. Lyons stated that the applicant proposes to place all of
the 80 parking spaces within the main parking area, and will
slurry-seal and re-stripe the parking area as approved by the
Planning Commission.
It was ascertained that the applicant was present.
Discussion by the Commission.
(MO) Commissioner Breen agreed with staff's recommendation and moved
to approve the extension of conditional Use Permit 88-448 which
includes modification of condition #7, subject to the
conditions of approval. Seconded by Commissioner Ruiz. Vote
resulted:

9. EXTENSION OF CONDITIONAL USE PERMIT 92-561 - Request from Thao
Quynh Manh Pham to continue the sale of on-site beer and wine
at 9143 E. Valley Boulevard (Saigon Rendezvous).
Mr. Troyer presented the staff memorandum and recommended a two
(2) year extension, subject to conditions of approval outlined
in Exhibit "A".
Discussion by the Commission.
Commissioner Ortiz expressed concern in respect to the storage
room where the electrical panel was located. He stated that a
small individual can barely fit to get in there, and at the
same time, it needed to be cleaned up.
In response, Mr. Troyer stated that he and the building
inspector would go to the site and would make sure that the
electrical box complies with the building code.
Commissioner Ortiz continued that he always had concern in
areas where combustible items are stored. He was, however,
pleased with the place and the environment and it certainly is
an asset to the community. He was in favor of approving the
extension of conditional use permit 92-561, subject to
conditions of approval and the review of the electrical panel.
Commissioner Breen praised the place and was wholeheartedly in
support of the extension.
(MO) It was moved by Commissioner Ortiz, seconded by Commissioner
Breen, to approve the extension of Conditional Use Permit
92-561. Vote resulted:

10. EXTENSION OF CONDITIONAL USE PERMIT 93-588 - Request from Dung
Nguyen to continue the operation of an appliance repair
business at 9614 E. Valley Boulevard (Valley Appliance).
Mr. Troyer presented the staff memorandum and recommended a two
(2) year extension, subject to conditions of approval outlined
in Exhibit "A".

Commissioner Ruiz stated that he found the place to be clean
and well maintained and was in favor of granting approval of
extension of conditional use permit 93-588.
Commissioner Ortiz concurred with Commissioner Ruiz, but he
needed clarification with Condition #6 referring to the
cleaning of merchandise being done inside the site or
completely off-site. He stated that upon his inspection of the
place, he found cleaning of merchandise being done outside of
the building structure in the parking lot. And he wanted to
know what off-site meant and he addressed this question to the
City Attorney.
Mr. Price replied that off-site means off the property and
cleaning merchandise some place other than the parking lot of
the property.
Mr. Troyer pointed out that when staff originally approved the
conditional use permit, the applicant was instructed to wash
merchandise inside the property as water would go towards the
street or into an adjacent business. This condition, however,
would be enforced with the Code Enforcement Officer monitoring
this item periodically.
(MO) It was moved by Commissioner Ruiz, seconded by Commissioner
Ortiz to approve extension of Condtional Use Permit 93-588.

11. ORAL COMMUNICATION FROM THE AUDIENCE - On any matter - None
12. MATTERS FROM CITY OFFICIALS AND STAFF
A. Commissioner Ruiz brought to staff's attention a place
located at the southeast corner of Valley and Strang. A
gray building seemed to have a garment factory but without
signs of a business. Referring to Commissioner Ruiz's
concern, Mr. Lyons responded that the Code Enforcement
officer or one of the staff members will go and inspect the
site the following day and check for the occupancy permit
of the alleged business.
B. Chairman Lowrey had some concern with the parking area at
Montgomery Wards. The stop signs were down and people park
whichever way they feel like. Staff was advised to check
on this item. Mr. Wagner responded that he was aware of
the problem, but the property owner is presently overseas.
However, he assured the Commission that this will be
resolved.
13. ADJOURNMENT
There being no further business before the Commission, the
meeting was adjourned at 7:30 p.m. The next meeting will take
place on June 6, 1994, at 7:00 p.m.
