PC - Minutes 5-2-94CITY OF ROSEMEAD 8838 VALLEY BOULEVARD ROSEMEAD, CALIFORNIA PLANNING COMMISSION REGULAR MEETING May 2, 1994 MINUTES 1. CALL TO ORDER - of the City of Lowrey at 7:00 City Hall, 8838 E. The regular meeting of the Planning Commission Rosemead was called to order by Vice Chairman p.m. in the Council Chambers of the Rosemead Valley Boulevard, Rosemead. The Pledge of Allegiance was led by Chairman Lowrey. The Invocation was delivered by Commissioner Ortiz. 2. ROLL CALL - Present: Young, Lowrey, Breen, Ortiz Absent (excused): Ruiz Ex Officio: Wagner, Price, Lyons, Chicots, Pickett 3. APPROVAL OF MINUTES - Regular meeting of April 18, 1994 (MO) It was moved by Commissioner Ortiz, seconded by Commissioner Breen, to approve the minutes of the regular meeting of April 18, 1994, as presented. Vote resulted: Yes: Young, Lowrey, Breen, Ortiz No: None Abstain: None Absent: Ruiz 4. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS - City Attorney Stanton Price explained the public hearing process and the right to appeal decisions of the Planning Commission to the City Council. 5. ADMINISTRATION OF OATH - The secretary administered the oath to members of the audience wishing to speak. PUBLIC HEARINGS 6. CONDITIONAL USE PERMIT 94-611 - Request from Kieu Thi Hoang to establish a sewing factory located at 8905 E. Garvey Avenue, #B3 (K & K Fashion). Mr. Lyons presented the staff report with the recommendation to approve for one (1) year, subject to conditions outlined on Exhibit A. The Chairman opened the public hearing. There was no one wishing to address the Commission and the public hearing was closed. Discussion by the Commission: It was ascertained that the applicant was not in attendance inspite of being notified for tonight's meeting. Commissioner Ortiz commented that due to the applicant's absence, there were some questions that needed to be addressed and due to the fact that there was no one to answer them, he was in favor of continuing the item to the May 16th meeting. Commissioner Young seconded the motion of Commissioner Ortiz. Mr. Lyons assured the Commission that the applicant or his representative will be in attendance for the coming May 16th meeting. • 0 PC Minutes 5-2-94 page 2. There being no objection, the item was continued to the regular meeting of May 16, 1994. OTHER BUSINESS: 7. EXTENSION OF CONDITIONAL USE PERMIT 84-291 - Request to continue the on-site sale of beer and wine at 9544 E. Valley Boulevard (Casa Carlos, cont'd. from 4-18-94). Mr. Lyons presented the staff memorandum and recommended a one (1) year extension, subject to the conditions outlined in Exhibit A. It was noted that the applicant's representative was in attendance for any questions that needed to be addressed. (MO) It was moved by commissioner Breen, seconded by Commissioner Ortiz, to extend Conditional Use Permit 84-291 for a period of one year, subject to the conditions. Vote resulted: Yes: Young, Lowrey, Breen, Ortiz No: None Abstain: None Absent: Ruiz 8. EXTENSION OF CONDITIONAL USE PERMIT 83-278 - Request to continue the sale of alcoholic beverages for on-site consumption at 7813 E. Garvey Avenue (Patrick's). Mr. Chicots presented the staff memorandum and recommended a one (1) year extension. Mr. Lyons stated that the applicant called and wanted the Commission to know that due to some unavoidable circumstances, he would not be able to attend tonight's meeting. (MO) It was moved by commissioner Breen, seconded by Commissioner Young to extend conditional use permit 83-278 for a period of one (1) year. Vote resulted. Yes: Young, Lowrey, Breen, Ortiz No: None Abstain: None Absent: Ruiz 9. EXTENSION OF CONDITIONAL USE PERMIT 93-587 - Request to continue the operation of a sewing factory at 9010 E. Garvey Avenue, #A & #B (Rosemead Fashion, Inc.). Mr. Chicots presented the staff memorandum and recommended a two (2) year extension. (MO) Commissioner Ortiz commented that he went to the location and was very impressed with the cleanliness of the place and compliance of the business and, therefore, moved to approve conditional use permit 93-587 for two (2) years subject to the conditions, seconded by Commissioner Young. Vote resulted: Yes: Young, Lowrey, Breen, Ortiz No: None Abstain: None Absent: Ruiz 10. PC RESOLUTION 94-11 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD GRANTING CONDITIONAL USE PERMIT 94-610 TO INSTALL AN ELECTRIC VEHICLE CHARGER TESTING STATION FOR PROPERTY IN THE C-3 ZONE LOCATED AT 2244 WALNUT GROVE AVENUE, ROSEMEAD. PC Minutes 5-2-94 page 3. Mr. Price presented the resolutions by title only. (MO) It was moved by Commissioner Breen, seconded by Commissioner Ortiz, to waive further reading and approve. Vote resulted: Yes: Young, Lowrey, Breen, Ortiz No: None Abstain: None Absent: Ruiz 11. ORAL COMMUNICATION FROM THE AUDIENCE - On any matter - None 12. MATTERS FROM CITY OFFICIALS AND STAFF Chairman Lowrey instructed staff that it be brought to applicants' attention to be present at the meeting before any project is approved since the Commission may have some concerns that need to be addressed. Mr. Lyons agreed with the Chairman's comment and he assured Commission that the applicants will be in attendance at the next meeting. 16. There being no further business before the commission, the meeting was adjourned at 7:25 p.m. The next meeting will take place on May 16, 1994, at 7:00 p.m. i'
