RE: COALITION FOR PRACTICAL REGULATION (CPR) MEMBERSHIP
DUES FOR JANUARY THRU JUNE 2003
The Coalition is now billing for six-month periods rather than annually. It is now time
for the City Council to approve the payment for January 1 to June 30, 2003. During the
last six months, CPR has been very active. The USC study has just been completed and
settlement discussions with the State Board have been ongoing. Meetings with LA
County regarding the restaurant inspection program have been held and education and
communication with the public and media has increased. Renewed discussions have been
held with EPA Administrator Wayne Nastri, the State Board, the County and,others about
our concerns with the stormwater regulations. Most recently, CPR prepared a lawsuit in
response to the denial of our appeal of the previously issued stormwater permit.
The ongoing effort by the CPR will assist Rosemead to demonstrate to the public the high
cost of new stormwater programs and their extreme economic consequences. In addition,
the Coalition attempts to provide individual communities like Rosemead with a more
meaningful voice when it comes to influencing the manner in which the stormwater rules
and regulations are developed and implemented.
RECOMMENDATION
It is recommended that the Rosemead City Council approve the payment to CPR in the
amount of $5,000 for membership dues for January 1 to June 30, 2003.
