RE: ACCEPTANCE OF EASEMENT - 9117 GARVEY AVENUE
As you know, the City recently installed a traffic signal on Garvey Avenue to
serve the new Garvey Community Center. The traffic signal includes left-turn
phasing from Garvey Avenue into the Community Center as well as into the
property across the street at 9117 Garvey Avenue. The driveway at 9117
Garvey Avenue lies within the intersection and thus, must be controlled as part of
the intersection. Therefore, to facilitate traffic signal operations and traffic safety,
traffic signal loop detectors were placed in the driveway.
In order to perform maintenance activities on the traffic signal loops in the private
driveway to ensure the integrity of the operational characteristics of the traffic
signal, the City requested an easement dedication from the property owner to
allow proper access. Attached for your consideration and approval is the
easement deed and accompanying sketch granting the City a 23' x 28' easement
in the driveway at 9117 Garvey Avenue for traffic signal maintenance purposes.
RECOMMENDATION
It is recommended that the City Council accept the easement deed and direct the
City Clerk to record the deed together with the certification of acceptance.

and incidental purposes in the real property in the City of Rosemead, County of Los Angeles,
State of California, described as follows:
The Westerly 23.00 feet of the Northerly 28.00 feet of the Southerly 48.00 feet of
Lot 9 of E. J. Baldwin's First Subdivision in the Rancho Potrero Grande, in the
City of Rosemead, County of Los Angeles, State of California, as per map
recorded in Book 66, Pages 94 and 95 of Miscellaneous Records, in the office of
the County Recorder of said County.

Councilman Imperial stated that he is in favor of this item with the revised funding
recommendation for this year only. Mr. Imperial stated that in view of the budget crisis in the
State and the uncertainty of how much money will be withheld from the cities, it would be
unwise to consider any future amounts other than for this year.

Juan Nunez, 2702 Del Mar, Rosemead, reported that there are wires sticking out the
asphalt on both ends of the driveway entering the Garvey Community Center.
Mayor Vasquez replied that staff will check into this matter.

that the Council accept the easement deed and direct the City Clerk to record the deed together

VII. MATTERS FROM OFFICIALS
Councilmember Clark requested that the study session scheduled for May 20, 2003 at
7:00 p.m., be changed to 6:00 p.m. instead.
Councilman Taylor stated that he may not be able to attend that meeting.
VIII. ORAL COMMUNICATIONS FROM THE AUDIENCE - None
Juan Nunez, 2702 Del Mar, Rosemead, asked what will be discussed at the study session.
Don Wagner, Assistant City Manager, replied that the items discussed will be City Hall
remodel, esthetics of the Garvey Avenue Bridge, and authorization to proceed with public
meetings regarding the installation of medians on San Gabriel Boulevard.
Mr. Nunez pointed out that building medians on San Gabriel is not a good idea since the
State is in such a bad condition financially.
Councilman Taylor stated that most street improvements funding comes from federal
grant money, which is allocated to the cities. If the City does not spend it, then their money is
allocated to another city.
