Attached for your consideration is information regarding the aforementioned conference.
Several members of the Council attended Part I of this conference January 8-10, 2003. Part II
includes sessions on City Departments, Conducting Effective Meetings, Ethics and Media Skills.
RECOMMENDATION
It is recommended that the Council authorize the attendance of any Councilmember, City
Manager and staff as assigned by the City Manager.

ETHICS: BUILDING AND MAINTAINING THE PUBLIC'S TRUST
As part of the Dlavors and Council 7\1embers Academy series on ethics in government,
the members of die Institute for Local Self Government ethics advisory panel will offer
ethical insights and perspectives.
IMPROVING THE RELATIONSHIP BETWEEN COUNCIL AND CITY MANAGER
To be successful on the council, an effective relationship among council members as
well as with your city manager is needed. Learn how to enhance this "marriage" so
that each understands the other and is able to provide what the other needs to be

ADVANCED MEDIA SKILLS FOR ELECTED OFFICIALS
This final session will offer practical ideas on addressing the media, t\dth emphasis on
radio and TV. It will include consideration of what the media needs, how to deal with
"electronic" reporters; how to use radio and Tl% to get }your message out, and what NOT
to do with the electronic media.

The Ralph M. Brown Act does not apply to conferences simple because a majorin, of the city
council or other covered body attends. However, a majorin- of the body may not discuss among
themselves specific substantive issues at such conferences. Any such discussion is subject to the
Brown Act and must occur in a meeting that complies with its requirements.

The Sheriffs Homicide Bureau is requesting payment of the rew
conviction of Evelio Zacarias for the quadruple murder that occ
Rosemead in August of 1999.

and direct staff to make the necessary payment arrangements with the Sheriff's

V CC-B APPROVAL OF UNDERTAKING AGREEMENT FOR PARCEL MAP 26583 -
9325 PITKIN AVENUE
The applicant for Parcel Map 26583 has submitted an Undertaking Agreement
and Certificate of Deposit to guarantee the construction of miscellaneous right-of-
way improvement and for the installation of sewer laterals subsequent to the
recordation of the parcel map. Pursuant to the Subdivision Map Act, the subject
parcel map does not require City Council approval.
Recommendation: Approve the Undertaking Agreement.
CC-C APPROVAL OF CONCESSION STAND LICENSE AGREEMENT -
ROSEMEAD YOUTH ASSOCIATION
The Rosemead Youth Association (R.Y.A.) has requested the use of the
concession stand at Rosemead Park.
Recommendation: Approve the License Agreement and authorize its execution
by the Mayor.
CC-D APPROVAL OF 4T11 OF JULY/CITY ANNIVERSARY CELEBRATION AND
CARNIVAL AGREEMENT FOR 2003
The City has utilized J.A. Blash Shows, Inc., in the past to conduct the carnival at
Rosemead Park in conjunction with the City's activities.
Recommendation: Authorize the execution of the Agreement by the Mayor as
well as approve the $3.00 admission charge for adults on Friday, July 4, 2003.
CC-E AUTHORIZATION TO ATTEND THE CITY CLERKS ASSOCIATION OF
CALIFORNIA (CCAC) ANNUAL INSTITUTE, APRIL 16-18,2003, SAN
FRANCISCO
This year's conference will include such topics as Negotiation-Conflict
Resolution, Managing Electronic Records, Ethical Decision Making and
Confidence in the Media.
Recommendation: Authorize the attendance of thee/ City Clerk.
