REGARDING QUADRUPLE HOMICIDE
At the August 24, 1999 Meeting, after a lengthy discussion, the Council approved an expenditure
of $20,000 for defraying the cost of the victims family's funeral expenses with the remaining
funds to be used as a reward. Attached is a copy of the minutes from that Meeting. Please note
that the Council's final action is indicated on page six of the minutes.
In November of 2000, the City issued a check in the amount of $8,995.96 to Marta Pacheco to
cover the funeral expenses not reimbursed by the State of California. Attached is copy of that
check with the backup information.
Under separate cover you received a confidential memorandum from the Sheriffs Homicide
Bureau requesting that the City pay the reward, which would be $11,004.04. Because of the
sensitive nature of the investigation and subsequent conviction of the murderer, Evelio Zacarias,
Sheriff's Homicide will arrange for payment to the two informants, who reside in Mexico.
RECOMMENDATION
It is recommended that the City Council authorize payment of $11,004.04 from appropriated
reserves and direct staff to make the necessary payment arrangements with the Sheriff's
Homicide Bureau.

Mayor Bruesch responded that the murderer has been convicted and is in jail.
Mr. Nunez stated that the laws should be changed between the United States and Mexico.
Councilmember Clark responded that due to the efforts of her and Mayor Pro Tern
Vasquez, they were able to get the California League of Cities and the National League of Cities
to pass resolutions to call upon Presidente Fox of Mexico to redo our extradition treaty with
them, Currently, Mexico does not extradite criminals for murders committed in tht U. S if we
are asking for the death penalty or for life in prison. Ms. Clark continued that II the cities in the
United States now demanding that Mexico change their extradition policy regarding capital /
offenses. is

VII. MATTERS FROM OFFICIALS
Councilman Imperial requested that the small banquet room be called The Frank Tripepi
Room, and that Mr. Tripepi's name be added to the two bronze plaques at the Garvey Senior
Housing and Community Center. Mr. Imperial continued that he is requesting that the Emeritus
status be bestowed upon Mr. Tripepi as a retired City Manager, and for being the longest serving
City Manager,for one City in the State of California.
