CC - Item 3B - Resolution 2003-18 Casting it votes for representation on the Cities without prescribe pumping rights - Box 070TO: HONORABLE MAYOR AND MEMBERS ROSEMEAJ) CITY COUNCIL FROM: BILL CRO , IT CITY MANAGER DATE: JUNE 10, 2003 RE: RESOLUTION NO. 2003-18 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD CASTING ITS VOTES FOR MAYOR PRO TEM MARGARET CLARK TO REPRESENT CITIES WITHOUT PRESCRIPTIVE PUMPING RIGHTS ON THE BOARD OF THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY Mayor Pro Tern Margaret Clark currently serves on the San Gabriel Basin Water Quality Authority as the Board member representing cities without prescriptive pumping rights. The election of the Authority's Board member and alternate from cities without pumping rights will take place at the regular meeting of the Board set for July 21, 2003, at 5:00 p.m., at the Authority's office in Covina, California. At the regularly scheduled meeting of April 22, 2003, the City Council adopted Resolution No. 2003-12 nominating Mayor Pro Tern Margaret Clark for the board member representing cities without prescriptive pumping rights. Each city has one vote for each 10,000 residents, thereby, giving Rosemead five votes to cast. Resolution No. 2003-18 authorizes the casting of Rosemead's five votes for Mayor Pro Tern Margaret Clark to serve as the board member representing cities without prescriptive pumping rights on the San Gabriel Basin Water Quality Authority's. RECOMMENDATION: Adopt Resolution No. 2003-18. GOUNClt. JUN 10 2003 ITEM No. RESOLUTION NO. 2003-18 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA. CASTING ITS VOTES FOR MAYOR PRO TEM MARGARET CLARK TO REPRESENT CITIES WITHOUT PRESCRIPTIVE PUMPING RIGHTS ON THE BOARD OF THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY WHEREAS, on September 22, 1992, Senate Bill 1679 was signed into law by Govemor Pete Wilson authorizing the creation of the San Gabriel Basin Water Quality Authority; and WHEREAS, the Board of the San Gabriel Basin Water Quality Authority is composed of seven members with three appointed members from each of the three municipal water districts, one elected city council person from cities with prescriptive pumping rights, and one of elected city council person from cities in the San Gabriel Basin without prescriptive pumping; and WHEREAS, the City of Rosemead is one of the cities in the San Gabriel Basin without prescriptive . water prescriptive pumping rights; and WHEREAS, the City of Rosemead may cast its vote for a representative by resolution delivered to the Authority no later than July 18, 2003, at 5:00 p.m. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1. The City Council ofRosemead casts its full votes for Mayor Pro Tem Margaret Clark, as the representative for cities in the San Gabriel Basin without prescriptive pumping rights. The resolution must be received at the above address by July 18, 2003 at 5:00 p.m. via certified mail or hand delivery only. Our office hours are Monday through Friday 8:00 a.m. to 12:00 noon and 1:00 p.m. to 5:00 p.m. Votes will be officially counted during the Water Quality Authority's regular meeting on July 21, 2003 at 5:00 p.m. Each city has one vote for each 10,000 residents or majority thereof, as determined by the 2000 U.S. census data.
