PF UBLIC HEARING - REGARDING COMMUNITY DEVELOPMENT
PROPOSED CDBG AND HOME ALLOCATION FOR FISCAL. YEAR 2003-
2004
A Public Hearing to receive public input regarding needs in the City of
Rosemead.
Reconhmendation: It is recommended that after the public testimony, review anti
after any amendments, that the City Council approve the City's proposed CDBG
and HOME- programs and projected use of funds for FY 2003-04 and authorize

staff to include this in the Annual Funding Plan and that the Council consider the
public service applications and award funding, within the 15% cap amount
available to public service agencies that have submitted applications.

DRIVE
Nevis Homes has submitted applications for the subdivision of three existing lots
into sixteen parcels for the development of sixteen single-family residences, each
with a living area over 2,500 square feet located at 8719 Mission Drive in the R-I
(Single-Family Residential) zone.
Recommendation: Approve Tentative Tract Map 53447; Conditional Use
Permits 02-885 through 02-894.

The conference will include sessions on Slate Budget, Sales and Use Tax,
Property Taxes, Telecommunications, and legislative updates on Municipal
Revenues and Taxation and Employee Retirement and I3eneGts.

Manager, City Attorney and staff as assigned by the City Manager.

Southern California Watcr Companyhas filed an application with the Public
Utilities Company for a 37.3% rate increase for 2003.
Recommendation: Authorize opposing the proposed rate increase.
M / CC-D AUTHORIZATION FOR CODE ENFORCEMENT OFFICER TO AT'T'END
25... ANNUAL ASIAN ORGANIZED CRIME CONFERENCE, MAY 25-30,
2003, 13OSTON, MASSACHUSETTS
At Ihe.Ianuary 28°i meeting, the Council authorized the attendance of Councilman
Imperial and Deputies Valcnzucla and Zarate. Authorization is being requested
for the Code Enforcement Officcr to attend also.
Recommendation: Authorize the attendance of the Code Enfol-cement Officer.
CC-E RELEASE OF BONDS- PARCEL MAP 25892; 9229 PITKIN AVENUE
A Faithful Performance Bond and a Labor and Material Bond was required to
guarantee construction of a sewer house lateral, drive approaches, curb and gutter,
sidewalk, and planting of parkway trees. In lieu of bonds, a Certificate of Deposit
was issued to the City in the amount of $15,000. 'I'hc improvements have been
installed satisfactorily.
Recommendatimi: It is recommended that the City Council accept the public
improvements and release the Certificate of Deposit.
CC-F APPROVAL OF PROPOSAL TO PROVIDE ENGINEERING SERVICES FOR
TRAFFIC SIGNAL UPGRADES
This proposal provides for engineering design and construction management
services for traffic signal upgrades. The project will provide for the replacement
of obsolete traffic signal controller equipment and the installation of ADA
compliant pedestrian push buttons.
Recommendation: Approve the engineering proposal and direct staff to begin
the preparation of the necessary plans and specifications.
W CC-G APPROVA1, OF PROPOSALTO PROVIDE ENGINFER ING SERVICES FOR
CONCRETE REPAIRS AT VARIOUS LOCATIONS AND CHARLOTTE
AVENUE TREE REPLACEMENT
This proposal provides for engineering design and construction management
services for concrete repairs at various locations throughout the City as well as the
removal and replacement of parkway trees on Charlotte Avenue.
Recommendation: Approve the engineering proposal and direct staff to begin
the preparation of the necessary plans and specifications.

CC-1-1 REQUEST FOR REMOVAL OF PARKING RESTRICTIONS ON HELLMAN
AVENUE IN THE VICINITY 01, PROSPECT AVENUE
A resident has requested the removal of red curb on the north side of Hallman
Avenue in the vicinity ofProspecl Avenue. The Traffic Commission also
reconnnended changing the yellow curb (20 minute loading and unloading to a
while curb immediate loading and unloading on the south side of the street.
Recommendation: It is reconnncnded that the City Council approve the
removal of 40 feet of red curb on the north side of Hcllman Avenue at Prospect
Avenue and the repainting of the yellow curb on the south side of Hellman
Avenue with white curb.

LEGISLATIVE ACTION DAYS, MAY 14-15,2003, SACRAMEN-1'0
This seminar will consist of briefings on budget issues, keynote speakers from the
Administration and Legislature, and an analysis by the League of the Governor's
May Rcvisc.
Recommendation: It is recommended that the City Council authorize the
attendance of any CouncHnicrnli, My Attorney, 'T'emple Station Commander,
the City Manager and staff designee.

Due to the resignation of Robert W. Bruesch, a vacancy exists on the City
Council. The COmlcll may make an appohilmcnt for the unexpired term of office
or direct staff to prepare the necessary documents to hold a special election to fill
the vacancy.,
