In response, Mr. Lyons explained that the City tries to refrain from recommending the use of sump pumps, but unfortunately, with in fill projects such as this with restrictions on grading and with relatively narrow lot, it is difficult to drain naturally out in the street, and, the best way to drain this property would be through the use of a sump pump. Another option for the applicant would be to acquire an approved drainage easement, a drainage over another neighboring property owner. Mr. Lyons also stated that there was an agreement between the developer's engineer and the City Engineer prior to the Planning Commission meeting, but unfortunately, there was no communication between the developer and his engineer.
