STUDY SESSION
AUGUST 17, 1981
MINUTES
1. CALL TO ORDER The Study Session was called to order by Chairman Lowrey
at 10:00 p,m.., in the Conference Room of Rosemead City Hall, 8838 Valley
Boulevard, Rosemead, California.
2. ROLL CALL - Present: De Cocker, Schymos, Lowrey, Ritchie, Mattern
Absent: None
Ex Officio: Kress, Carmona, de Zara
3. MATTERS DISCUSSED - Parking Ordinance, Part XXII, Section 9122
The consideration of the Parking Ordinance began with a discussion re-
garding Section 9122,6 of the Rosemead Municipal Code. Commissioner
Mattern pointed out that this section of the Code gives the authority
to approve parking plans to the City Administrator. He expressed his
desire to amend this section to give the authority of approval to the
Director of Planning. There was a discussion by the Commission regarding
the procedures followed by staff in securing the approval of parking plans,
and the proposed change. Commissioner Schymos indicated his disagreement
with this proposal, and stated that he felt much of the problem was with
the improper parking of vehicles by their drivers, He suggested that the
parking spaces be required to be outlined with double lines placed 6 inches
apart from each other. This would allow for an additional foot in width
and would discourage people from taking up two spaces in order to avoid
other car doors being opened into their car doors,' There was a discussion
with regard to this proposal, as well as raising the minimum parking
space requirement,
Also considered during the. discussion was the larger size of the compact
cars being manufactured, and the adequacy of the existing-minimum-parking
stall size for compact cars. At the conclusion of this discussion, it was
the consensus of the Commission to recommend the following standards-to
the City-Council, for incorporation into the Parking Ordinance:
a. Standard car parking stall shall be a minimum of 10' X 20', and striped
with double lines 6 inches apart. Interior lines shall be 9 feet
apart and exterior lines shall be 10 feet apart.
b. Compact car parking stalls shall be a minimum of 8' X 20', and striped
with double lines 6 inches apart. Interior lines shall be 7 feet
apart and exterior lines shall be 8 feet apart,
The Commission also considered the problem of mixed land use, (i.e., a
commercial use and residential use on the same property), It was the
consensus of the Commission that in these cases, the ultimate use should
be considered. In addressing this matter, the commission agreed upon the
following standards:
a.. Inclusion of the compact car parking stalls. is applicable in commercial
and manufacturing zones only,
b. In cases of multiple use occupancies, (i.e „ commercial use with a
residential use), all parking stalls shall be for standard size cars.
There was also a brief discussion regarding the parking requirements to
be utilized in the Montebello Regional Shopping Center, Mr; Carmona was
requested to inform the commission of the decision in this matter.
.In'.addition,to the above recommendations, it was agreed that Section 9122;6
would be amended to delete "City Administrator", and include "Director of
Planning" wherever applicable, as requested by Commissioner Mattern.

d4. ADJOURNMENT - There being no further discussion by the Commissionewith
regard to.the Parking ordinance, Chairman Lowrey adjourned the Study
Session to an Executive Session at 10:30 p.m.
