Z. CALL TO ORDER - The Study Sessi6n..was called to order by Chairman Lowrey'at
X6:00 p.m.,, in the Conference Room of*Rosemead City Hall, 8838 Valley-Boulevard,
Rosemead, California.
2. ROLL CALL - Present: De Cocker, Cleveland, Lowrey, Ritchie, Mattern
Absent: None
Ex Officio: Carmona, Fernandez
3. MATTERS DISCUSSED - Condominium Ordinance
The discussion began with the consideration of Section 9106.30 - Landscaping.
It was requested by the Commission that "moisture sensors and timers", be added
to Line 13, as_it had been previously agreed. In addition to this, the following
was added to the Landscaping section:
"(d) That the conceptual landscape and irrigation plan shall make use of
moisture sensors and/or timing devices in regard to landscape irrigation
concept for 100% watering to all planted areas."
There was then a discussion regarding the applicability of the standards to
townhomes and commercial condominiums. Mr. Carmona stated that these regulations
would apply to all one-lot subdivisions. He further stated that this ordinance
would regulate all air-space subdivisions. He then explained the differences
of development under the P-D zone.
Also discussed was the requirement of a conceptual, automatic lighting plan.
It was determined by the Commission that this was important in protecting ad-
jacent properties from glare and light shining in their windows at night.
Section 9106.31 - Parking
Commissioner Ritchie requested that the following be added to Line 17, Page 6:

. . .(as defined in Section 9106.27(1). .
He wanted this added to refer anyone reading this ordinance to the definition
of bedrooms in Section 9106.27(1), because the required paiking is regulated by
the number of bedrooms in each unit.
Chairman Lowrey also expressed his concern that the parking requirements may be
to restrictive. However, it was the consensus of the Commission that they should
be allowed to remain as proposed. Also discussed in this regard was the possibility
of designating this as guest parking only.
Commissioner De Cocker then stated that, in regard to garage areas, he would
like to require sprinkler systems in each covered parking space. Commissioner
Mattern then suggested adding "garage" after each reference to a "covered parking
space" for clarity.
There was then a discussion regarding the possibility of separating guest parking
into a separate section. Mr. Carmona then stated that he would re-structure the
entire parking section into appropriate sections. In addition, the Commission
considered the possibility of defining "tandem parking"; however, it was the
consensus of the Commission that this was not necessary.
Section 9106.32 - Storage
The Commission reviewed this section and agreed that it was acceptable as sub-
mitted.

Section 9106.33 - Open Space
The Commission had no comments on this section; however, Commissioner Ritchie
requested a reference to the definition of open space in Section 9106.21(7).
Accordingly, Line 27, Page 6 was amended as follows:

21(7), or any combination thereof. . .
Commissioner Mattern then requested the deletion of the word "and" from the
sentence on Lines 28 and 19. It now reads as follows:
. .exclusive of front yard setback, side yard setback, vehicular accessways,
off-street parking, and private balconies. .
Section 9106.34 - Trash
The Commission requested only one change which was the deletion of "wall" in
Line 9, Page 7 and the insertion of "fence" in it's place. This was done for
clarity and consistency with other sections in this ordinance.
Section 9106.34.5 - Fences
Commissioner Ritchie requested the addition of the following to Line 14, Page 7:

. . .in accordance with Section 9106.25."
Also, the following was added:
"All interior wooden fences shall have steel supports set in concrete."
It was also requested that the word "high" be inserted between "foot" and
"masonry" on Line 13, Page 7. It now reads as follows:
"9106.34.5 - Fences - A six (6) foot high masonry fence shall be constructed.
There was then a discussion regarding the prohibiting of wooden sake or shingle
roofs. Commissioner Mattern then expressed his desire to see this type of
of roofing material forbidden in all zones because of the fire hazards they
present. It was the consensus of the Commission to include this in the
Condominium Ordinance.
Section 9106.39 - Condominium Conversions
This section was discussed with regard to the notification standards set forth by
the Commission and incorporated into the second draft. It was agreed that the
intent of the Commission had been fulfilled in this section.
In addition, Development Submission Standards were discussed. Among the
matters discussed in this regard were the site plans to be submitted and the
C,C, & R's for condominiums.
Also discussed was the recommendation for security locks and systems and whether
or not this should be made a requirement. It was the consensus of the Commission
to make this a recommendation to all developers.
Commissioner Ritchie also requested that a new Section be added, setting forth
all standard conditions that are required of all condominium projects.
There was also a discussion regarding the re-numbering of the sections contained
within this ordinance; however, it was the consensus of the Commission to allow
Mr. Carmona to do this during the writing of the third draft.
4. ADJOURNMENT
There being no further business to come before the Commission, Chairman Lowrey
adjourned the Study Session to the next regular Planning Commission meeting,
April 20, 1981, at 7:30 p.m.
