NOVEMBER 15, 1982
MINUTES
1. CALL TO ORDER: The regular meeting of the Planning Commission of the City of
Rosemead was called to order by Chairman Ritchie at 7:30 p.m., in the Council
Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California.
The Pledge of Allegiance was led by Commissioner De Cocker.
The Invocation was delivered.by Commissioner Lowrey.
2. ROLL CALL - Present: De Cocker, Schymos, Ritchie, Lowrey, Mattern
Absent: None
Ex Officio: Reisman, Dickey, Carmona, de Zara
3. APPROVAL OF MINUTES: Regular Meeting, November 1, 1982
Commissioner Schymos requested that the roll call vote for the adoption of
PC Resolution 82-33 be amended to show that he voted against the adoption of
the resolution. He further requested that staff be more concientious in the
printing of roll call votes in future minutes.
Commissioner Schymos also requested that Page Three, paragraph 11 be amended to
read as follows:
"Chairman Ritchie asked the applicant if he understood and agreed to all
conditions.
There being no objections by the Commission, the requested amendments were so
ordered.
It was moved by Commissioner Schymos, seconded by Commissioner Mattern, to
approve the Minutes of November 1, 1982, as amended.

4. ORAL COMMUNICATIONS FROM THE AUDIENCE: On items not on the Agenda
Chairman Ritchie asked if anyone present wished to address the Commission.
No one came forward.
PUBLIC HEARINGS
5. ZONE AMENDMENT - Section 9184: Amendment of the Rosemead Municipal Code to
include Sections 9184 (A) to 9184. (A) 5, regulating game arcades in the City
of Rosemead.
The memorandum dated November 8,.1982 was presented by Mr.Carmona, and the
recommendation for approval was made.
Chairman Ritchie opened the public hearing at 7:38 p.m. Seeing no one wishing
to address the Commission, the public hearing was closed accordingly.
Mr. Reisman requested that the second paragraph on Page 5 of the proposed
ordinance be amended by deleting the word, "section", and replacing it with
"ordinance". The paragraph was amended to read as follows:
"The Planning Commission and/or City Council may impose any additional conditions
upon the granting of any Conditional Use Permit, which it determines are necessary
or desirable to effectuate the purposes set forth in this Ordinance."
Chairman Ritchie requested that Page Three, No. 2 be amended so that "d b A"
appears in it's correct form in all four places of this section. The sentence
was amended to read as follows:

. Cumulative period of 30 minutes in any hour, 45 d b A; Cumulative period
of 15 minutes in any hour, 50 d b A; Cumulative period of 5 minutes in any

There being no objections by the Commission, the requested amendments were so
ordered. .
It was moved by Commissioner Mattern, seconded by Commissioner De Cocker, to
approve the filing of a Negative Declaration in this matter with the findings
that, (a) the Negative Declaration was prepared in accordance with the State
and local guidelines for the preparation of.environmental documents; and, (b)
the project could not have a significant adverse effect on the environment.

It was moved by Commissioner Lowrey, seconded by Commissioner Schymos, to
recommend.approval of the draft Arcade Ordinance dated November 2, 1982, as
amended on November 15, 1982, to the City Council of the City of Rosemead.

OTHER BUSINESS
6. EXTENSION REQUEST - PARCEL MAP 14664: Request for a six-month extension of
approval for Parcel Map 14664, for property located at 9341 Glendon Way,
Rosemead, California.
The memorandum dated November 5, 1982 was presented by Mr. Carmona. During the
presentation, Mr.. Carmona informed the'Commission that a final map had been
submitted by'the; applicant and it was in the process of being checked by the
City Engineer's'office. The recommendation for approval of the six-month
extension was made.
There was a discussion by the Commission regarding the original tentative map
reviewed by the Commission, and the possible amendment of Condition No. 3 set
forth on the Staff Report dated December 7, 1981, to specify that the proposed
garage should be constructed on Parcel 1. Chairman Ritchie also asked if a
covenant was being recorded for the maintenance of the driveway.

Mr. Jalalat stated that the flag strip.would belong exclusively to Parcel No. 2.
He also stated that-all the required information and conditions were contained
on the final map, and would be recorded with the map.
There was further discussion by the Commission with regard to the applicant's
intentions to install a fence on Parcel 1, and remodel the existing structure.
It was moved by Commissioner De Cocker, seconded by Commissioner Mattern, to
approve a six-month extension of approval, until May 16, 1983, to Parcel Map
14664.

7. PC RESOLUTION 82-35 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ROSEMEAD, RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF ROSEMEAD, APPROVAL OF
PLANNED DEVELOPMENT REVIEW 82-6, FOR THE ENCLOSURE OF AN EXISTING WALKWAY
BETWEEN EXISTING STRUCTURES LOCATED AT 84.17 EAST MISSION DRIVE, ROSEMEAD,
CALIFORNIA.
Mr. Reisman read the resolution by title only.
It was moved by Commissioner Mattern, seconded by Commissioner Lowrey, to waive
further reading and adopt PC Resolution 82-35.
There was a lengthy discussion by the Commission regarding Commissioner Lowrey's
second to the motion by Commissioner Mattern. Among the matters discussed were
Commissioner Lowrey's absence from the November 1, 1982 regular meeting and the

adoption of resolutions.
At the end of this discussion, Commissioner Lowrey withdrew his second to
Commissioner Mattern's motion.
It was moved by Commissioner Mattern, seconded by Commissioner Schymos, to
waive further reading and adopt PC Resolution 82-35.

8. PC RESOLUTION 82-36 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ROSEMEAD GRANTING CONDITIONAL USE PERMIT 82-250 FOR THE CONTINUED SALE OF
ALCOHOLIC BEVERAGES FOR OFF-SITE CONSUMPTION, ON PROPERTY LOCATED AT 2525 NORTH
SAN GABRIEL BOULEVARD, ROSEMEAD, CALIFORNIA.
Mr. Reisman read the resolution by-title only.
It was moved by'Commissioner Mattern, seconded by Commissioner De Cocker, to
waive further reading and adopt PC Resolution 82-36.

Chairman Ritchie asked if anyone present wished to address the Commission.

10. MATTERS FROM CITY OFFICIALS AND STAFF
A. Mr. Carmona suggested that the vote printed in the certification section of
Planning Commission resolutions be deleted, since'the certification was only
a statement by Mr. Dickey that the resolution had been adopted by the
Planning Commission. He stated that he would discuss this matter with Mr.
Kress and report back to the Commission.
B. Mr. Carmona informed the Commission that the City Council had scheduled a
study session on Economic Revitalization for 8:00 p.m., Tuesday, November 16.
C. Mr. Carmona stated that the Staff Christmas Dinner was scheduled for
Monday, December 20, 1982 which would conflict with the second regular
meeting in December. He suggested to the Commission that the meeting be
cancelled or postponed.
Chairman Ritchie stated that he wished to have two meetings in December, and
suggested a special meeting or study session be held in lieu of the
December 20 regular meeting.
D. Commissioner Schymos reminded the Commission that there was a study session
scheduled for Thursday, November 18, 1982C61.:6:00 p.mi" to` study the _
proposed Zoning Ordinance.
E. Commissioner Lowrey.. requested that the matter of adoption of Resolutions be
clarified and resolved as soon as possible.
F. Chairman Ritchie requested that the members of the Commission review the
proposed Zoning Ordinance by.comparing the proposed ordinance to the
existing ordinance. He further requested suggestions on how best to point
out the various changes to the City Council..
11. ADJOURNMENT
There being no further business to come before the Commission, Chairman Ritchie
adjourned the meeting at 8:20 p.m.'
