1. CALL TO ORDER - The regular meeting of the Planning Commission of the City of
Rosemead was called to order by Chairman Ritchie at 7:30 p.m., in the Council
Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California.
The Pledge of Allegiance was led by Commissioner Mattern.
The Invocation was delivered by Commissioner De Cocker.

3. APPROVAL OF MINUTES - Regular Meeting, June 21, 1982
It was moved by Commissioner Lowrey, seconded by Commissioner Mattern, to approve
the Minutes of June 21, 1982 as printed.

PUBLIC HEARINGS
*5. CONDITIONAL USE PERMIT 81-240: Request by the Church in Los Angeles for an
amendment to the conditions of approval in the granting of Conditional Use Permit
81-240, which allows the establishment of a church on property located at
2454 North San Gabriel Boulevard and 2451 Gladys Avenue, Rosemead, California.
The staff report dated June 29, 1982 was presented by Mr. Carmona and the
recommendation for denial was made. During his presentation, Mr. Carmona
addressed the Commission with regard to the scope of the modifications proposed
in this request.
Chairman Ritchie opened the public hearing at 7:38 p.m.
The witnesses were administered the oath by the secretary.

Mr. Wang addressed the Commission regarding the reasons for the requested in-
crease in capacity. He cited building economy and use of the structure as two
of the reasons. Further, he stated that since the services would be conducted
in three different languages, the attendance at the church would probably be
increased. Mr. Wang also explained the increased off-street parking, and
answered questions by the Commission with regard to the reduction of the play
area and the clarification of the sizes of the proposed parking spaces.
Mr. Hardy further clarified the reduction in space by adding that the space
reduction had occurred in the landscaped area rather than the play area. In
addition, he stated that the 400 seating capacity was only a five year projection
of future attendance.

Mrs. Olea addressed the Commission with regard to her opposition to the in-
creased number of classrooms and seating capacity due to the additional noise
that would be generated by the increased number of persons attending services.
Mrs. Olea also requested clarification of the number of persons projected to
attend the church, including the children. This number was estimated to be
450 to 460 persons.
Mrs. Ochoa stated her objection to the church. She also requested further
information regarding the mease of transportation to be used by the church
members, and stated her belief that the additional fumes from the exhaust of
the additional cars will be detrimental to the surrounding residents. She
also expressed her concern that the patrons of the church would eventually
find it necessary to utilize Gladys Avenue for ingress and egress to the
property.
REBUTTAL:
Mr. Hardy stated that the Rapid Transit District bus line passed in front of
the church and many of the members were planning to utilize this as a means
of transportation to attend services. In addition, Mr. Hardy stated that the
noise attenuation had been dealt with in the original proposal, and those
plans had not changed.
Chairman Ritchie closed the public hearing at 8:05 p.m.
There was a discussion by the Commission regarding the applicability of small
car parking to a church use, and the Commission's past policy of not allowing
small car parking in church-related parking lots. Also considered was the in-
clusion of the children in the required person/parking space ratio.
Further, during the discussion the Commission considered the maximum seating
capacity under the Uniform Building Code. The Commission was informed that the
maximum seating capacity under the U.B.C. would be approximately 396 persons.
During the discussion, the Commission reached the consensus that small car
parking was inappropriate for church parking lots due to problems with enforce-
ment.
It was moved by Commissioner Mattern, seconded by Commissioner Lowrey, to
deny the request for a modification to Condition No. 8 contained in Conditional
Use Permit 82-240.

6. MODIFICATION TO SECTION 8110: Request by Michael R. Robledo for a waiver of the
sidewalk requirement for property located at 3632 Delta Avenue.
The memorandum dated May 27, 1982 was presented by Mr. Carmona and the recommendation
for approval was made.
It was moved by Commissioner Mattern, seconded by Commissioner De Cocker, to
approve the request for a waiver of the sidewalk requirement for property
located at 3632 Delta Avenue:

7. EXTENSION REQUEST - RELOCATION 82-E: Request by Cam Thi Dunaway for an extension
of the time approved for Relocation 82-E, located at 8825 Glendon Way.
The memorandum dated June 28, 1982 was presented by Mr: Carmona and the
recommendation for approval of a thirty day extension was made.

It was moved by Commissioner De Cocker, seconded by Commissioner Lowrey, to
approve a thirty day extension to Relocation 82-E.
Commissioner Schymos requested that a specific date be included in the motion.
There was a short discussion by the Commission regarding the date to be
specified as the completion deadline. It was the consensus of the Commission
that the new expiration date be specified at August 16, 1982.
Commissioner De Cocker then stated that he wished to restate his motion.
It was moved by Commissioner De Cocker, seconded by Commissioner Lowrey, to
grant an extension of approval to Relocation 82-E, until August 16, 1982.

8. PC RESOLUTION 82-20 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF

PARKING LOT ON PROPERTY LOCATED AT 4705 NORTH ROSEMEAD BOULEVARD, ROSEMEAD,
CALIFORNIA.

It was moved by Commissioner Lowrey, seconded by Commissioner Mattern, to
waive further reading and adopt PC Resolution 82-20.

9. PC RESOLUTION 82-21 - A.RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ROSEMEAD GRANTING CONDITIONAL,APPROVAL OF DESIGN REVIEW 82-8, FOR A PROPOSED
NINE-UNIT APARTMENT BUILDING TO BE CONSTRUCTED AT 8852 MARSHALL STREET,
ROSEMEAD, CALIFORNIA.
Mr. Kress read the resolution by title only.
Chairman Ritchie requested an amendment to Condition No. 11, as follows:
11. That the project shall be developed in accordance with the development
plans dated June 11, 1982, (Reference: File, Design Review 82-8), and
accept the driveway ramp of 17% from the street, with the grade transition
between Buildings 1 and 2 so that the first floor level of Units 8 and 9
shall not exceed 3 feet from the existing, adjacent grade.
There being no objections by the Commission, the amendment to Condition No. 11
was so ordered.
It was moved by Commissioner Lowrey, seconded by Commissioner De Cocker, to
waive further reading and adopt PC Resolution 82-21, subject to the amendment
to Condition No. 11.

GROVE AVENUE, ROSEMEAD, CALIFORNIA.

12. ORAL COMMUNICATIONS FROM THE AUDIENCE - On any matter

Mr. Nunez inquired regarding the status of the Garage/Yard Sale Ordinance.
Chairman Ritchie informed Mr. Nunez that the Planning Commission would be
conducting alpublic hearing on this matter at the July 19, 1982 regular
meeting. He further advised Mr. Nunez that he may appear at that time and
address the Commission regarding the adoption of this ordinance. In addition,
Chairman Ritchie informed Mr. Nunez that he could obtain a copy of the proposed
ordinance from the Planning Department prior.to the date of the public hearing.
13. MATTERS FROM CITY OFFICIALS AND STAFF
A. Mr. Carmona polled the Planning Commission regarding their attendance at
the Southern California Planning Congress meeting scheduled for July 8, 1982.
B. Mr. Carmona addressed the Commission with regard to the American Planning
Association (APA). He requested that the Commission consider joining this
group, and stated that if any of the members wished to join, they should
advise him.
C. Commissioner Schymos requested the scheduling of a study session to consider
regulation of video game arcades. There was then a discussion regarding the
possible extension of the moratorium on this type of use. Mr. Kress stated
during the discussion that the City Council could extend the moratorium
a total of eighteen (18) months.
D. Commissioner Mattern requested that in future design review applications,
it be made a matter of Planning Commission policy that the proposed location
of mailboxes be included in the plans submitted to the Commission. There
being no objections by the Commission, the implementation of this policy
was so ordered.
E. Commissioner Lowrey-requested that the Planning Commission be provided with
copies of Traffic Commission minutes. There being no objections by the
Commission staff was directed to provide the requested minutes to the
Planning Commission.
F. Mr. Clanton of the Traffic Commission addressed the Commission regarding the
Traffic Commission's consideration and recommendation for the resolution of
the traffic problem at the intersection of Grand Avenue and Rosemead
Boulevard.
G. Chairman Ritchie suggested that a study session be scheduled for August 4,
1982 at 6:00 p.m. to consider video game arcades.
H. Staff was directed to provide the.-Commission with a draft of the R-3 zone
amendments for their consideration at the next regular meeting, July 19,
1982.
14. ADJOURNMENT
There being no further business to come before the Commission, Chairman Ritchie
adjourned the meeting at 8:45 p.m.

*Chairman Ritchie informed the applicants that within ten (10) from this
hearing, the applicants may appeal the Planning Commission decision to
the City Council.
