STUDY SESSION

1. CALL TO ORDER: The Study Session was called to order by Chairman Ritchie at
6:00 p.m., in the Conference Room of Rosemead City Hall, 8838 Valley Boulevard,
Rosemead, California.
2. ROLL CALL - Present: Ritchie, Mattern, Schymos, Lowrey, De Cocker
Absent: None
Ex Officio: Kress, Tripepi, Gutierrez, Carmona, Christianson, de Zara
3. MATTERS TO BE DISCUSSED
A. ECONOMIC REDEVELOPMENT
Mr. Tripepi began his presentation by explaining to the Commission the
importance of the economic redevelopment program, and the reasons why such
a program is necessary in the City of Rosemead. He also informed the
Commission that the City Council had adopted this program due to the loss
of revenues caused by Proposition 13.
In addition, Mr. Tripepi stated the importance of stimulating revenues
through large commercial developments in the City. He stated that in order
to attract this type of venture, the City would have to become competitive
with other cities. There was a discussion regarding the role the new
Montebello Regional Shopping Center would have in bringing in revenue to
the City of Rosemead, and the areas in which the revenue dollars are dis-
tributed.
Mr. Tripepi addressed the Commission with regard to their role in making
the economic redevelopment program a success. He stated that they would be
responsible for reviewing each potential project, and that there were many
areas within the City that could accommodate the type of projects desired
by the City of Rosemead. In addition, he stated the importance of flexibility
in the required parking, and other such standards so as not to discourage
developers from establishing their projects in the City.
It was suggested by Ccmmissioner Schymos that an Economic Redevelopment
Committee be formed. Mr. Tripepi then explained some of the problem:; en-
countered in the past with this type of committee. However, he expressed
his hope that this type of committee could be forried in the future, and
that representatives from the Traffic and Planning Commissions would be
able to sit on the committee.
Mr. Tripepi closed his presentation by inviting members of the Planning
Commission to contact him should they have any questions regarding this
matter.
B. CONDOMINIUM ORDINANCE
The discussion regarding the condominium ordinance began immediately after
Mr. Tripepi's presentation.
It was the consensus of the Commission that certain portions of the Ordinance
needed clarification and that they would review it to determine which parts
they wished to amend.
The review began with Section 9106.20 and concluded at Section 9106.25.
It was agreed by the Commission that the following amendments be incorporated
into the new draft:
Page 1, Section 9106.20: Amendment of Line 3 to change "community apartments"
to "community apartment projects".

Section 9106.20, Page 1: Addition of a new sub-title, "Permitted Uses"
between Lines 9 and 10.
Deletion of .(Condominium Ordinance). from Line 15.
Section 9106.21,_Page.l: Deletion of .(100 square feet). " from _
Lines 26 and 27.
Section 9106.21, Page 3: Deletion of definition of "roof" from Line 4
and replacement with the definition of "roof" contained in the County of
Los Angeles Building Code.
Deletion of and pedestrians. from Line 6.
Section 9106.23, Page 3: Amendment of the title from "Lot Areas" to
"Lot Standards" on Line 13.
The addition of a new subsection entitled""Residential Projects" between
Lines 13 and 14.
Amendment-of Lines 14 through:,16 to read:
"The minimum lot or parcel area shall be 20,000 square feet for a residential
condominium project and shall have a minimum street frontage of 100 feet with
a minimum depth of 100 feet as measured from the center line of the property."
The incorporation of Lines-18.through 20 into a new sub-section entitled
'.'Density".
The incorporation of the portion of Line 16 beginning with "Commercial. .
into a new section entitled, "Commercial/Industrial Lot Areas", and reading
as follows:
"Commercial condominiums shall consist of a minimum of 40,000 square feet
and shall have a minimum street frontage of 100.feet with a minimum 16t
depth of 100 feet as measured from the center line of the property."
Section 9106.24, Page 3: The deletion of, "The definition of 'bedroom' is
contained in Section 9106.21(1)." from Lines 25 and 26; and the addition of
the following sentence in it's place:
"A bedroom shall be a minimum of 120 square feet and not less that 10 feet
wide."
Section 9106.25, Page 3: Deletion of.the quotation marks from the word
"grade" on Line 30, and the insertion of . as defined hereinafter in
the Section. . between "grade" and "to".
Section 9106.25, Page 6: Addition of . as depicted and defined in Section
9106.( . to the end of Line 6, after "alley or public way".
In addition to the amendments contained herein, the Commission also con-
sidered Section 9106.28 Parking. There was a lengthy discussion regarding
the guest parking requirement. Commissioner Schymos suggested that two
guest parking spaces be required for each dwelling unit containing 3 or
less bedrooms. In addition he suggested that the guest parking spaces be
designated for the exclusive use of assigned units. He stated his opinion
that this would alleviate the need for policing by the condominium association.
The Commission was polled on each matter and it was the consensus of the
Commission to raise the required number of guest parking spaces in Section
9106.28 to two per dwelling unit containing three bedrooms or less; and
not to require the designation of the guest parking spaces to an assigned
unit.

The Commission then discussed the scheduling of another study session to
continue the review of the Condominium Ordinance. It was the consensus
of the Commission to conduct another study session on February 16, 1982
immediately following the regular meeting, and to schedule a tentative
date for February 17, 1982 at 7:00 p.m., in the event the review was not
completed on February 16, 1982.
4. ADJOURNMENT
There being no further business to come before the Commission, Chairman Ritchie
adjourned the study session at 10:05 p.m.
