PLANNING COMMISSION
STUDY SESSION
AUGUST 28, 1980
MINUTES
1. CALL TO ORDER - The study session was called to order by Chairman Cleveland
at 6:00 p.m, in the Conference Room of Rosemead City Hall, 8838 Valley
Boulevard, Rosemead, California.
2. ROLL CALL --Present: Lowrey, Cleveland, Ritchie, Mattern
Absent: Handy
Ex Officio: Dickey, Carmona, Fernandez
3. MATTERS DISCUSSED
The subject of the study session was the Land Use Element, and more specifically
Area 13, which consists of the southwest corner of the City.
Mr. Bitterly presented the Commission with a set of maps illustrating the
existing land use, the zoning, and the problems and issues in Area 13.
There was-a.discussion by the Commission regarding the possibility of desig-
nating a portion of this area, (Del Mar Avenue, south of Garvey to the southern
City boundary), as high density residential to promote the development of con-
dominiums and apartments. Also discussed was the area of Columbia Street, and
the effects of designating this area as R-1 to control the development of the
area,.and_to encourage.the property..owriers-in this area to upgrade their pro-
perty. Also discussed was the effects of a low-cost home improvement program,
such as home improvement loans, to encourage the upgrading of the properties
in this area.
The Del Mar.Avenue Street Widening Project was also discussed in conjunction
with Area 13.
It was the consensus of opinion that the area under consideration should be
designated R-.l, and the consultants were directed to provide the Commission
with a statement outlining the recommendation.
The Commission then discussed the scheduling of the next study session. It
was decided to hold the next study session.on.September 4, 1980, at 6:00 p.m.,
in the Conference Room.
4. ADJOURNMENT. _
There being no further business to come before the Commission, Chairman
Cleveland adjourned the Study Session at 8:15 p.m.
