PC - Minutes 09-04-80J i+ AMENDED - .OCTOBER..6,..1980 CITY OF ROSEMEAD 8838 VALLEY BOULEVARD -ROSEMEAD, CALIFORNIA PLANNING COMMISSION STUDY SESSION SEPTEMBER 4, 1980 MTNTITFS 1. CALL TO ORDER: The Study Session was called to order by Chairman Cleveland in the Conference Room of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California. 2. ROLL CALL - Present: Handy, Lowrey, Cleveland, Ritchie, Mattern Absent: None Ex Officio: Gutierrez, Carmona, Fernandez 3. MATTERS DISCUSSED:- Land Use Element, Areas 13., 14, and 15 The discussion began with the presentation of two additional areas of con- cern.and the findings of studies conducted by Mr. Carmona and Mr. Bitterly. The two new areas of concern are: Mission Drive, in the vicinity of Rosemead Boulevard (Area 14); and, Garvey Avenue, in the vicinity of Rosemead Boulevard (Area 15). AREA 14.- Mission Drive The recommendation is to change the zoning of this area to R-3, with the exception of the northeast corner of Muscatel and Mission, (presently zoned C-1 and developed with a convenience market); and the northwest corner of Muscatel and Mission, (presently zoned C-1 and developed with a residential use). The Commission concurred with the recommendation. It was also determined that the northeast corner of Muscatel and Mission should remain C-1, and the northwest corner should be changed to R-1. Also, the areas north of the convenience market will be designated as R-1. There was also a discussion regarding the southwest corner of Rosemead Boulevard and Mission Drive, and the areas west, fronting on Mission Drive. The Commission considered what type of zoning would be most suitable, since it is presently partially commercial and residential. No decision was reached on this area. AREA 15 Garvey Avenue Mr. Bitterly and Mr. Carmona stated that much of this area is developed with industrial uses; however, many abutt.residential areas. It was recommended that this area.be designated as M-1 with a Design Overly, to control the appearance and to minimize the detrimental effects on the adjacent residential areas as much as possible. Commissioner Ritchie inquired regarding the possibility of stating in the Zoning Ordinance that any M-1 area abutting a residential area would be subject to design review by the Planning Commission. Mr. Carmona agreed to investigate this possiblity. AREA 13 - Southwest corner of the City It was recommended. to the Commission that,. because of.the large size of the area, it be divided into smaller sections and each section be studied separately. The area from Hellman Avenue to the San Bernardino Freeway, between New Avenue and Del Mar Avenue was discussed. In this discussion, the Commission considered re-zoning the_area.of Columbia Street to R-1, to reduce the traf- fic congestion in the area. However, the possibility of designating this area as high-density residential was also considered, and.it was pointed out that high-density developments would provide off-street parking, thus alleviating the traffic:.congestion on Columbia Street. The Commission did not reach a decision on this matter. The recommendation.isto designate this area as R-1, to promote .the improvement of the existing properties in the area. The-Ee ins ea The development of high-density residential along New Avenue in Monterey Park was discussed and the.Commission requested that staff contact the City of Monterey Park to request information on this area. In addition, staff was directed to supply the Commission with a summary of Zoning laws, and to. investigate the legality of the P-Parking zone. The Commission.then.scheduled the next study session for September 18, 1980, at 6:00 p.m., in the.Conference Room. 4. ADJOURNMENT There being.no.further business.to come before the Commission, Chairman Cleveland.adjourned.the.meeting.to the Study Session, September 18, 1980 as 6:00 p.m. *Amended by the Planning Commission, October 6, 1980, to read as follows: Hellman Avenue to Emerson Avenue, between New and Del Mar was also dis- cussed.
