STUDY SESSION
SEPTEMBER 18, 1980

1. CALL TO ORDER - The Study Session was called to order-by Chairman
Cleveland at 6:00 p.m., in the Conference Room of Rosemead City
Hall, 8838 Valley Boulevard, Rosemead, California.
2. ROLL CALL - Present: Lowrey, Cleveland, Ritchie, Mattern
Absent: Handy
Ex Officio: Carmona, Christianson, Fernandez
3. MATTERS DISCUSSED
The subject of the Study Session was the Land Use Element, Area 13.
The discussion began with the breaking-down of Area 13 into smaller
sub-areas, designated as Area 13A, 13B, 13C, and 13D.
AYaa 13A
This area included the northwest corner of Area 13, from Del Mar
Avenue to New Avenue, and from the San Bernadine Freeway to Garvey
Avenue. There was a discussion by the Commission regarding the flood
control problems existing in the area.
Also discussed was the area, of Columbia Street. Since this area is
developed as R-2, and the neighborhood is generally not in need of
programs to encourage the improvement of property,'it was recommended
by the consultants that this street be allowed to remain R-2. There
was also a discussion regarding the Deep-Lot Ordinance, and the re-
mainder of the. area, from Columbia Street to the San Bernardino Freeway.
The possibi.lity_.of designating this area as high-density residential
was discussed by the Commission.
The discussion of Area 13A also included the recommendation for Del
Mar Avenue, (R-3), which was amended since the lots are too small
for development under the R-3 regulations, and the area has been
desingated as having possible flood control problems. The discussion
also included the problems associated with the high percentage of rental
units in the area. In addition, it was,pointed out to the Commission
that the Housing Element could be a useful tool in the resolution of
problems of this nature in the area.
Araa IIR
The Commission was.informed.of the flood control problems in this area,
and this was discussed, as well as the sewage problems in the,vicinity
of Emerson Place and Falling Leaf. There was a discussion regarding
the possibility of designating this area as R-1. The exceptions to the
R-1 designation would be as follows: the City park, the properties
fronting on Del Mar Avenue,. and one parcel on San Gabriel Boulevard,
(street address is 3343 San Gabriel Boulevard). It was the consensus
of opinion that the areas, except the City park, should be considered
after more information had been gathered and passed on.to the Commission.
Araa IIr
Considered in. this area was the current state of the homes and the
possible improvements to the area in the future. Again, the problem
of high percentages of rental units in the area.was discussed in con-
junction with this area. The possibility of..splittingblocks and-desig-
nating the zoning according to the specific needs of. the streets and areas
was also discussed by the Commission.

Among the streets discussed for. this type of zoning was Denton,-up to the
Commercial strip.on Garvey, considered for R-l designation; and Strathmore
up to the-same commercial strip on Garvey-Avenue was considered for R-2
designation.
The Commission then scheduled the next study session for October 6, 1980,
immediately following the regular meeting.
4. ADJOURNMENT
There being no further business to come.before the Commission, Chairman
Cleveland adjourned the,.study session to.the regular meeting, October 6, 1980,
at 7:30 p.m. .
