MINUTES
1. CALL TO ORDER - The Study.Session was called to order by Chairman Cleveland
at 6:00 p.m., in the Conference Room of Rosemead City Hall, 8838 Valley
Boulevard, Rosemead, California.
2. ROLL CALL - Present: Lowrey, Cleveland, Ritchie, Mattern, De Cocker
Absent: None
Ex Officio: Dickey, Carmona, Christianson, Fernandez
3. MATTERS DISCUSSED
..A. Area 13A - Del Mar Avenue - -
Mr. Bitterly of Urban Futures stated that the recommendation was for
commercial zoning on Del Mar Avenue, from Hellman Avenue to 3254 Del
Mar Avenue; and from 3250 Del Mar Avenue on, the recommendation was
for R-3, with the exception of 3200 Del Mar Avenue (Angie's Market),
and 3206 Del Mar Avenue, the lot adjacent to the north, which is
located on the corner of Del Mar Avenue and Emerson Place. This
corner is recommended to retain the commercial zoning due to the
recent interest in the revitalization of this commercial corner. Also
discussed in conjunction with Area 13A was the effect the widening of
Del Mar Avenue will have on the traffic in the area.
After aidiscussion of the recommendation, it was the consensus of the
Commission to zone the area as follows: C-3, Design overlay for the
areas recommended fortcommercial zoning and R=3 as recommended by Mr.
Bitterly.
*B. Area 13D - Del Mar Avenue

^er,4" g-^^1 y The remainder of the area from 3319 Del Mar Avenue to
3203 Del Mar Avenue was recommended for R-3. The Commission concurred
with this recommendation.
**C. Area 13B - Del Mar Avenue
The recommendation of the consultants was for commercial zoning from
3012 Del Mar Avenue to 3036 Del Mar Avenue. It was also recommended that
the remainder of the properties, (from 3038 Del Mar to Emerson Place), be
designated for R-3 development.
There was a discussion by the Commission with regard to this recommendation
and it was the consensus of opinion that the recommendation be accepted.
The area recommended for commercial development will be designated C-3,D
and the area recommended for residential development will be designated
as R-3.
D. Area 13C - Del Mar Avenue
The recommendation was for commercial zoning from 3013 to 3027 Del Mar
Avenue and for residential zoning from 33039 to 3159 Del Mar Avenue. The
Commission was in agreement with the recommendation and agreed to desig-
nate the area from 3013 Del Mar to 3027 Del Mar as C-3,D and 3039 to

to 3159 Del Mar Avenue as R-3. It was also decided by the Commission
that the R-3 zoning should be extended to 7764, 7766, 7768, and 7770
Emerson Place.
E. Discussion Regarding the Public Hearings for Adoption of the Land Use
Element
There was a discussion by the Commission with regard to the means in
which the public hearings will be handled.
Mr. Carmona recommended to the Commission that the areas be scheduled
for public hearing according the the anticipated difficulty or opposition
from property owners in the area. He also recommended notification of
public hearings through the mailing of all affected property owners,
advertising in a half-page ad in a newspaper of general circulation in
the City, and posting of the properties that will be affected by the
change in land use designation.
There was a discussion by the Commission regarding the notification
process. The Commission expressed their desire to adopt the same
method of notification to be utilized by the City Council.
F. Preliminary Land.Use Element Document
Mr. Bitterly presented the Commission with a reliminary draft of the
Land Use Element to be adopted. He cautioned the Commission that this
was not the final document and that all of the changes agreed upon by
the Commission had not been included. He also invited comments by the
Commission.
4. ADJOURNMENT
There being no further. business. to come before the Commission, Chairman
Cleveland adjourned the meeting at 9:00 p.m.

*3-B Area 13D - Del Mar Avenue amended to read as follows:
"This area is located directly acorss the street from Area 13A and the recommendation
of the consultants was for C-1 for properties located between Hellman Avenue and
3319 Del Mar Avenue; however, after a discussion by the Commission regarding the
permitted uses of C-1 zoned property, it was agreed by the Commission to designate
this area C-3, Design overlay, and the vacant lot adjacent to the gas station,
facing Hellman Avenue. The remainder of the area from 3319 Del Mar Avenut to
3203 Del Mar Avenue was recommended for R-3. The Commission concurred with this
recommendation."
**3-C, Area 13B - Del Mar Avenue amended to read as follows
"In addition to the designated zoning for this area the alley ways were dis-
cussed. There was also a discussion with regard to the mechanism to be used
for vacation of the alley ways."

1. CALL TO.ORDER - The Study Session.was called to order by Chairman Cleveland
at 9:25:p.m..,.:in.the-Conference.. Room of Rosemead City Hall, 8838 Valley
Boulevard, Rosemead, California.
2. ROLL CALL - Present: Lowrey., Cleveland, Ritchie, Mattern

The discussion began with.a summary of matters discussed in during the con-
sideration of sub-areas.in Area-13, and_sub-area 13D.
Mr. Bitterly then. presented the recommendation for Area 13D. He stated that
much of the area should be designated R-1; however,.various portions were
already developed as R-2. The possibility of designating the corner of Graves
and Del Mar as high density residential was discussed and Mr. Carmona in-
formed the Commission that there was a possibility that a project requiring
commercial zoning would be forthcoming. After further discussion,.,it-.was the
consensus of the Commission to allow this property to remain C-1D.
Also discussed were the various parcels of land owned by the Garvey School
District. The Commission discussed the various possible uses of the land;
as well as the building permit exemptions estended to school districts
utilizing property for school-related structures. The Commission was also
informed that property utilized for. schools were usually designated the same
zone as the most prominent zoning designation of the surrounding area. Mr.
Carmona indicated that school property typically are viewed as containing the
lowest residential intensity designation as a base zone; and further, the
sourrounding area is substantially committed to the R-1 character. It was the
general consensus to zone the school-owned properties as R-1. This will also
allow some control over density in the area should the properties be sold at
a later date.
Commissioner Mattern informed the Commission of notification he had received
regarding the reinstatement of the original soundwall plans proposed by Cal Trans.
Mr. Carmona also summarized the report given to.the Commission regarding the
General Plan, Land.USe Element and Housing Element.
There was also a discussion regarding the various methods which could be utilized
during the public hearing phase of the Land Use Element Update.
The Commission was also polled by the secretary regarding their attendance at the
Southern California Planning Congress dinner, October 9, 1980.
The Commission then discussed the scheduling of a date for the next study session.
It was decided that this should be done at the next regular meeting, October- 20,
1980.
There being no further business to come before the Commission, Chairman Cleveland
adjourned the Study Session at 10.:10 p.m.
