CALL TO ORDER - The regular meeting of the Planning Commission of the City of Rosemead was called to order-by Chairman Cleveland at 7:30 p.m., in the Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California. The Pledge of Allegiance was led by Commissioner Handy. The Invocation was delivered by Chairman Cleveland. 2. ROLL CALL - Present: Handy, Lowrey, Cleveland, Ritchie, Mattern Absent: None Ex Officio: Reisman, Dickey, Carmona, Fernandez 3. APPROVAL OF MINUTES - Regular Meeting, September 2, 1980 Study Session, August 28, 1980 Commissioner Mattern stated that on Page. 3 of the September 2, 1980 Minutes there were two items_designated'.as,.No. 8. Staff was directed to make the appropriate change. It was moved by Commissioner Lowrey, seconded by Commissioner Mattern, to approve the Minutes-of September 2,:.1980, subject to the amendment requested by Commissioner Mattern. ROLL CALL VOTE - Ayes: Lowrey, Cleveland, Ritchie, Mattern Noes: None Abstain: Handy It was moved by Commissioner Mattern, seconded by Commissioner Lowrey, to approve the Minutes of the Study Session, August 28, 1980, as printed. Chairman Cleveland asked if anyone present wished to address the Commission. No one came forward: PUBLIC HEARINGS 5,. CONDITIONAL USE PERMIT 80-195: Request by Kil Bae for the sale of alcoholic beverages for off-site consumption in conjunction with an existing convenience market, known as "7/11", and located at 8807 Mission Drive. The Staff Report dated September 15,:.1980 was presented by. Mr. Carmona, and the recommendation for approval.was made. He also stated that the gate on the trash enclosure had been installed.at the time of :the second staff inspection. Chairman Cleveland opened.the Public Hearing at 7:45 p.m: There being no one wishing to address the Commission with regard to this matter, the Public Hear- ing was closed accordingly. There was a discussion by the Commission with regard to the installation of slats in the chain-link fence on the east property line. It was stated that at the time of approval. f=-a.previous conditional use permit, it had been determined that the fence did not belong to.the subject property, and the previous ap plicant had been relieved of the responsibility. It was then-the decision of the Commission to add the following condition:. 7. If the fence on the east property line belongs to the subject property, the applicant shall install slats in the chain-link fence. VARIANCE 80-92 AND CONDITIONAL USE PERMIT 80-196: Request.by.Trojan Marketing Company for a Zone Variance to therminimum lot size, setback, landscaping, and parking requirer: ments for service stations; and the continued use of -a service station located at 8548 Valley Boulevard. The Staff Report dated September 15, 1980 was presented by Mr. Carmona and the recommendation for approval was made. Chairman Cleveland opened the Public Hearing.at 7:52•p.m: Seeing.no one wishing to address the Commission with regard to this-matter, the Public Hearing was closed accordingly. There was a discussion by the Commission with regard to the repair of auto- mobiles on the site and the landscaping requirement. It was stated by Mr. Carmona that presently automobile repairs were not conducted on the premises; however, should the owners of the station wish to do so at a later date, staff did not wish to restrict the use of the service bays. Also, no recommendation was made for the installation of landscaping on the site, since there did not appear to be a..sufficient..area_for installation-of landscaping. It was,moved by Commissioner.Ritchie, Zone Variance 80-92. Use Permit 80-196, by staff. ROLL CALL VOTE - Ayes: Handy, Lowrey, Noes: None seconded.by Commissioner Lowrey, to .subject to the conditions recommended Cleveland, Ritchie, Mattern 7. TENTATIVE TRACT 39996: Request by Nina Kuo for the subdivision of a parcel of land located at 8902-8910 Marshall Street, for the purpose of constructing a fourteen-unit condominium project. The Staff Report dated September 15, 1980. was presented by Mr. Carmona. He in- formed the Commission of the .changes.in the design and grading plans, and also expressed-staff's concern. with the potential sewage and water problems. Chairman Cleveland.opened the Public Hearing at 7:55 p.m. PROPONENT: Mr. Michael Mueting Nelson Engineering 408 South Rosemead Boulevard Pasadena, California Mr. Mueting stated that he was representing the applicant and also stated that the conditions were agreeable to his client. Chairman Cleveland closed the Public Hearing at 8:01 p.m. There was a discussion by the Commission.regarding. the liens the City had placed on the property, the possible problems with trash pick-up within the development, and the differences between the approved plan and the plan under consideration. It was the opinion of the Commission that more information and a grading plan '-c-.-- would be needed before they could render a decision, since there were substan= tial changes in the condominium plan. It was moved by Commissioner Ritchie,-seconded-by Commissioner Lowrey, to continue consideration of Tentative Tract39996 at the next regular meeting, October 6, 1980. PC.RESOLUTION 80-15 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD RECOMMENDING TO THE CITY. COUNCIL OF THE CITY OF ROSEMEAD, A CHANGE OF ZONE, FROM R-1, SINGLE-FAMILY RESIDENTIAL TO M-1, LIGHT MANUFACTURING, FOR PROPERTY LOCATED AT 2703:.STINGLE AVENUE, ROSEMEAD, CALIFORNIA. (ZONE CHANGE 80-118, AS-AMENDED). Commissioner Mattern stated that he believed PC Resolution 80-28 and PC Resolution 80-31 were in error. He stated that there were three conditions of approval for Conditional Use Permit 80-193, and requested that the third condition:,. which stated that the Conditional Use Permit was granted for a period of three years be added to PC Resolution 80-28; and also that Condition No. l in-.PC Resolution 80-31 be amended to reflect the fact that only the sign facia was.to be removed, and the poles would be allowed to remain. Staff;.was directed to make the appropriate changes. Resolutions 80-28, 80-29, 80-30, 80.-31, and 80-15 (Amended) were read by title only. It was moved by Commissioner Mattern,.seconded by Commissioner Lowrey, to waive further reading and adopt Resolutions 80-28, 80-29, 80-30, 80-31 and 80-15 (Amended), subject to the amendments. Chairman Cleveland asked if anyone present wished to address the Commission. No one came forward. 14. MATTERS FROM CITY OFFICIALS-AND STAFF A... It was requested by Commissioner.Mattern that staff contact Cal Trans re- garding the maintenance of the freeway off-ramps. B. Commissioner Ritchie inquired as to.the legality. ofithe revolving sign on Palm's Restaurant. C. Commissioner Ritchie also stated.that the Commission.had considered two tentative tract maps on Walnut.Grove and he was concerned because the Commission was to have considered the drainage plan prior to hearing by the Rosemead City Council. He also stated that it was his understanding that property owners in the area were to have been notified of the con- sideration by the City Council, and that no such notice had been delivered. D.1 Commissioner Handy stated that the corner lot of River Avenue and Garvey Avenue was being used for the.storage of trucks; however, the lot had not yet been paved. He requested that staff contact the property owner and inform him of the parking lot paving requirement. E. Mr. Carmona supplied the Commission.with a memorandum regarding the types of development in the City of Rosemead. F. Commissioner Mattern requested that the City investigate the prohibition of wood shingle roofs, and the possibility of prohibiting this type of roof in the City of Rosemead for future developments. G. Commissioner Lowrey inquired regarding the Smoke.Detector Law currently in effect-in the County of Los Angeles. 15. ADJOURNMENT There being no further business to come before the Commission, Chairman Cleveland adjourned the meeting at 8:30 p.m. Y 1 1 CITY OF ROSEMEAD 8838 VALLEY BOULEVARD ROSEMEAD, CALIFORNIA PLANNING COMMISSION STUDY SESSION OCTOBER 6, 1980 MINUTES 1. CALL TO.ORDER - The Study Session.was called to order. by Chairman Cleveland at 9.:.25_p..m..,:in-.the..Conference_~Room of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California. 2. ROLL CALL - Present: Lowrey, Cleveland, Ritchie, Mattern Absent: -Handy Ex Officio: Gutierrez, Carmona, Fernandez 3. MATTERS DISCUSSED The discussion began witha summary of matters discussed in during the con- sideration of sub-areas in Area:.13, and.sub-area 13D. Mr. Bitterly then. presented the recommendation for Area 13D. He stated that much of the area should be designated R-1; however „ various portions were already developed as R-2. The possibility of designating the corner of Graves and Del Mar as high density residential was discussed and Mr. Carmona in- formed the Commission that there was a possibility that a project requiring commercial zoning would be forthcoming. After further discussion,-it-.was the consensus of the Commission to allow this property to remain C-1D. Also discussed were the various parcels of land owned by the Garvey School District. The Commission discussed the various possible uses of the land; as well as the building permit exemptions estended to school districts utilizing property for school-related structures. The Commission was also informed that property utilized for.schools were usually designated the same zone as the most prominent zoning designation of the surrounding area. Mr. Carmona indicated that school property typically are viewed as containing the lowest residential intensity designation as a base zone; and further, the sourrounding area is substantially committed to the R-1 character. It was the general consensus to zone the school-owned properties as R-1. This will also allow some control over density in the area should the properties be sold at a later date. Commissioner Mattern informed the Commission of notification he had received regarding the reinstatement of the original soundwall plans proposed by Cal Trans. Mr. Carmona also summarized the report given to the Commission regarding the General Plan, Land Use Element and Housing Element. There was also a discussion regarding the various methods which could be utilized during the public hearing phase of the Land Use Element Update. The Commission was also polled by the secretary regarding their attendance at the Southern California Planning Congress dinner, October 9, 1980. The Commission then discussed the scheduling of a date for the next study session. It was decided that this should be done at the next regular meeting, October. 20, 1980. 4.. ADJOURNMENT There being no further business to come before the Commission, Chairman Cleveland adjourned the Study Session at 10:10 p.m.
