MINUTES
1. CALL TO ORDER - The regular meeting of the Planning Commission of the City
of Rosemead was called to order by Chairman Cleveland at 7:30 p.m. in the
Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead,
California.
The Pledge of Allegiance was led by Chairman Cleveland.
The Invocation was delivered by Commissioner Lowrey.
2. ROLL CALL - Present: Handy, Lowrey, Cleveland, Ritchie, Mattern
Absent: None
Ex Officio: Kress, Dickey, Carmona, Christianson,,Fernandez
3. APPROVAL OF MINUTES - Regular Meeting, October 20, 1980
Commissioner Mattern stated that Item No. 5 was incorrect in that the
Commission had amended Condition No. 5 as follows:
5. Interior private streets shall be constructed with a minimum of 4" of
AC over 6" base, or 6" of concrete.

+There being no objections.by the Commission, staff was directed to amend the
Minutes as requested by Commissioner Mattern.
It was moved by Commissioner Mattern, seconded by Commissioner Lowrey, to
approved the Minutes of October 20, 1980, subject to the amendment requested
by Commissioner Mattern.

4. ORAL COMMUNICATIONS FROM.THE AUDIENCE - On items not on the Agenda
Chairman Cleveland asked if anyone present wished to address the Commission.

"5. ZONE CHANGE 80-121: Request by Chevron Land and Development Company for a
change of zone, from A-1, Light Agricultural to C-3&, Medium Commercial,
Pes4gn -^r^'a5,, for the area generally bounded by the Pomona Freeway on
the north, Arroyo Drive on the south, and west of San Gabriel Boulevard.

The Staff Report dated October 20, 1980 was presented by Mr. Carmona and the
recommendation for approval was made.
Chairman Cleveland opened the Public Hearing at 7:38 p.m.
The witnesses were administered the oath by the secretary.

AMENDMENT TO ITEM NO. 9 - EXTENSION REQUEST - TENTATIVE TRACT 37012
Addition requested by Commissioner Ritchie as follows:
There was a discussion by the Commission with regard to the driveway standards
for this project. It was requested that the following be added to Condition No.
2d.:
All interior private streets shall be constructed with a minimum of 4 inches
AC over 6 inch base or 6 inches of concrete.

Mr. Rippy stated that he was representing the applicants and addressed the
Commission with regard to the proposal for a shopping center.
Mr. Donahue stated that he lived in the area and was concerned with the
increase in the traffic the proposal may have in this area. He also ex-
pressed his concern with flood control problems due to the removal of
natural vegetation in the area, and the Environmental Impact Report. He
also requested that a Design Overlay zone be imposed on the area to allow
for control of proposed uses in the future.
Chairman Cleveland closed the Public Hearing at 7:50 p.m.
There was a discussion by the Commission with regard to Mr. Donahue's
tesitmony. It was the consensus of the Commission to impose a Design
Overlay,-in addition to the C-3 zoning. Staff was directed to make the
appropriate change.

6. CONDITIONAL USE PERMIT 80-201: Request by Tomei Shogi Company, Ltd. for
the establishment of a dog kennel on property located at 9739 Abilene
Street.
The Staff.Report dated November 3, 1980, was presented by Mr. Carmona and
the recommendation for approval.was made.
Chairman Cleveland opened the Public Hearing at 7:58 p.m.
The witnesses were administered the oath by the secretary.

Mr. Chaves stated that he was representing the applicants. and expressed
their willingness to comply with all conditions as set forth.
Mrs. Baws expressed her agreement with. the conditions of the Staff Report,
especially the installation of the wall, and stated her belief that this
new dog kennel would be an asset to the neighborhood-and community.
Chairman Cleveland closed the Public Hearing at 8:10 p.m.
There was a short discussion by the Commission with regard to.the proposal.
It was moved by Commissioner Ritchie, seconded by Commissioner Mattern, to
grant Conditional Use Permit 80-201, subject to the conditions set forth
in the Staff Report.

7. TENTATIVE TRACT 40720: Request by Wayman O. Wilkes for the subdivision of
an existing parcel of land for the purpose of constructing a ten-unit con-
dominium project on property located at 3202-3210 Walnut Grove Avenue.

Mr. Johnson stated that he was present to represent the applicant. He re-
quested that his name be added to the mailing list for this project so that
he could receive notice of the public hearings.
Mr. Hermann stated that he was representing Mrs. Eleanor Parker, who resides
at 3158 Walnut Grove Avenue. He expressed his concern. with the increase in
traffic due to the increased density in the neighborhood.
There was a short discussion by the Commission regarding the continuance of
the Public Hearing. The witnesses were advised by the Commission that this
matter would be continued at the next regular meeting, November 17; 1980.
It was moved by Commissioner Lowrey, seconded by Commissioner Handy, to
continue the consideration of Tentative Tract 40720 at the next regular meeting
on November 17, 1980.

8. EXTENSION.REQUEST -.PARCEL MAP 12390: Request by H.M. Scott and Associates
for an extension of approval for a project located at 8801 East Garvey Avenue
which was previously approved by the Planning Commission on November 5, 1979.
The memorandum requestingthe extension was presented by Mr. Carmona.
Chairman Cleveland opened the Public Hearing at 8:10 p.m. Seeing no one
wishing to address. the Commission with regard to this matter, the Public
Hearing was closed accordingly.
Commissioner Mattern requested that this matter be continued to allow the
Commission time to investigate the possibility of opening another driveway
on this property.
It was the consensus.of the. Commission to continue the consideration of the
matter at the next regular meeting, November 17, 1980.
* 9. EXTENSION REQUEST,- . TENTATIVE TRACT 37012: Request by Gene-Jac, Inc. for
an extension of approval for a project located at 2626-2644 Walnut Grove
Avenue, which was previously approved by the Planning Commission on May 7,
1979.
The memorandum requesting an extension was presented by Mr. Carmona, and the
recommendation for approval.was made.

Chairman Cleveland-asked if anyone present wished to address the Commission.

Mr. Herman addressed the Commission with regard to the nuisance created by
the car carriers used.in conjunction with L.A. Auto Auction.
Staff was directed to refer this matter to the City of Rosemead Traffic
Commission for their investigation.
16. MATTERS FROM CITY OFFICIALS AND STAFF
A. Commissioner Ritchie-_i-nformed the Commission of the new legislation
..signed by Governor Brown which would allow mobile homes in residential
zones. He also requested that staff supply the Commission with any
additional information pertaining to this bill.
B. The Commission was polled by the secretary to determine their attendance
at the Southern California Planning Congress Dinner.Meeting, November 13,
1980.
17. ADJOURNMENT
There being no further business to come before the Commission, Chairman Cleveland
adjourned the meeting at 8:30 p.m.
