MINUTES
1. CALL TO ORDER - The regular meeting of the Planning Commission of the City
of Rosemead was called to order by Chairman Cleveland at 7:30 p.m., in,the
Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead,
California.
The Pledge of Allegiance was led by Commissioner Handy.
The Invocation was delivered by Commissioner Lowrey.
2. ROLL CALL - Present: Handy, Lowrey, Cleveland, Ritchie, De Tora
Absent: None
Ex Officio: Kress, Dickey, Christianson, Fernandez
3. APPROVAL OF MINUTES - Regular meeting, April 7, 1980

Study Session, April 24,* 1980
It was requested by Commissioner Ritchie that the Minutes be voted upon
separately.
It was moved by Commissioner De Tora, seconded by.COmmissioner Handy, to
approve the Minutes of April 7, 1980, as printed.
Commissioner Ritchie then made a statement with regard to the minutes under
consideration. He stated that he felt that the Minutes should have con-
tained a more detailed description of the matters:'discussed by the Commission
regarding Zone Change 80-117.
Commissioner De Tora and Commissioner Handy allowed their motion to stand.

Noes: Ritchie
Commissioner Ritchie stated that he wished his'no vote to reflect the fact
that he did not believe that the minutes accurately described the action of
that meeting.
It was moved by Commissioner De Tora, seconded by Commissioner Handy, to,
approve the Minutes of April 21, 1980, as printed.

it was moved by Commissioner Handy, seconded by Commissioner De Tora, to
approve the Minutes of the Study Session, April 24, 1980, as printed.

Abstain: Lowrey
Commissioner Lowrey stated that he abstained from voting because he was not
present at the Study Session of April 24, 1980.
4. ORAL COMMUNICATIONS FROM THE AUDIENCE - On items not on the Agenda.
Chairman Cleveland asked if anyone present wished to address the Commission.
No_one came forward.
PUBLIC HEARINGS
Chairman Cleveland requested that anyone present, wishing to address the
Commission with regard to any of the matters scheduled for public hearing
rise and be administered the oath.

5. ZONE CHANGE 80-115: Request by David Tsai and Robert Chang for a change of
zone from R-1, Single-family Residential.to C-3D, medium Commercial,. Design
overlay; and from R-1, Single-Family Residential to P-Parking, for property
located between Valley Boulevard on the north and Steele Street on the
south, and addressed as 8714 Valley Boulevard. (Continued from April 21,
1980.)
The memorandum requesting a continuance was presented by Ms. Christianson..
She informed the Commission that a meeting between the developers and
property owners within a 300-foot radius of the proposed project was
scheduled for may 6, 1980, at 7:30 p.m.
it was moved by Commissioner Lowrey, seconded by Commissioner De Tora, to
continue Zone Change 80-115 to the next regular meeting of the Planning
Commission.

6. CONDITIONAL USE PERMIT 80-185: Request by Mobil Oil Corporation for the
continued use of a service station, located at 3003 San Gabriel Boulevard.
The staff report was presented by Ms. Christianson.
Chairman Cleveland opened the Public Hearing at 7:41 p.m. Seeing no one
wishing to address the Commission, the Public Hearing was closed accordingly.
Chairman Cleveland then referred the matter to the Commission for discussion.
There being no objection to this request, it was moved by Commissioner
De Tora, seconded by Commissioner Handy, to grant Conditional.USe Permit
80-185, subject to the findings and Conditions 1 through 11.

7. CONDITIONAL USE PERMIT 80-186: Request by Alicia Alvarez for the sale of
alcoholic beverages for on-site consumption in conjunction with an existing
restaurant, known as "Casa .Carlos", and located at 9544 Valley Boulevard.
The staff report was presented by Ms. Christianson.
Chairman Cleveland opened the Public Hearing at 7:50 p.m. Seeing no one
wishing to address the Commission, the Public Hearing was closed accordingly.
Chairman Cleveland then referred the matter to the Commission-for discussion.
It was requested of the applicant that Condition No. 2, which addresses it-
self to maintenance of the property, bestrictly adhered to.
It was moved by Commissioner Ritchie, seconded by Commissioner Lowrey, to
grant Conditional Use Permit 80-186, subject to the Conditions and findings.

8. PARCEL MAP 12846: Request by Mark Brown for the subdivision of one existing
lot into two parcels for the purpose of constructing one additional single-
family home, on property located at 3239 Ivar Avenue.
The staff report was presented by Ms. Christianson.
Chairman Cleveland opened the Public Hearing at 7:50 p.m. Seeing no one
wishing to address the Commission, the Public Hearing was closed accordingly.
There was a discussion by the Commission with regard to the modification to

of No. 4, Mapping, of the County Engineer's report, and a reciprocal
maintenance agreement for the driveway.
The Commission also inquired if the applicant understood and agreed to
implement all conditions as set forth.. Mr. Brown stated that he did under-
stand all conditions and would comply with them.
It was moved by Commissioner Ritchie, seconded by Commissioner De Tora, to
approve Parcel Map 12846; subject to all conditions, recommendations and
findings.

9. PC RESOLUTION 80-16.7 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ROSEMEAD RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF ROSEMEAD, A
CHANGE OF ZONE, FROM R-1, SINGLE-FAMILY RESIDENTIAL TO P-PARKING, FOR
PROPERTY LOCATED AT 9300 VALLEY BOULEVARD. (ZONE CHANGE 80-117)
10. PC RESOLUTION 80-17 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ROSEMEAD GRANTING CONDITIONAL USE PERMIT 80-187.
11.. PC RESOLUTION 80-18 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ROSEMEAD GRANTING CONDITIONAL USE PERMIT 79-178.
The Resolutions were read by title only.
It was moved by Commissioner Lowrey, seconded by Commissioner Ritchie, to
waive further reading and adopt Resolutions 80-16, 80-17, and 80-18.

12. ORAL COMMUNICATIONS FROM THE AUDIENCE - On any matter.
Chairman Cleveland asked if anyone present wished to address the Commission.

Mr. Crawford. made inquiry regarding the reasons for the minimum lot size
of 6,000 square feet for R-1 zones.
There was a discussion between Mr.,Crawfordand the Commission regarding
'this matter.
13. MATTERS FROM.CITY OFFICIALS AND STAFF
A. Commissioner Ritchie made a staLement regarding the Minutes submitted
to the Commission'. for approval. He stated that he believed they did-
. not accurately reflect the actions at the meetings because of their
briefness.
B. The secretary polled the Commission to determine their attendance at
the West San Gabriel Valley Planning Council meeting, May 8, 1980.
C. There was a discussion by the Commission regarding the.-'Planning Congress
dinner meeting on may 8, 1980. Also discussed was the conflict of
the Planning Council and the Planning Congress scheduling their meetings
on the same day. The-Commission requested that a letter be written.to
both organizations,-'informing them of the-conflicting-schedules.
Ms. Christianson agreed to do so.
Commissioner Handy also requested that the City Council be invited to
attend the Planning Congress dinner.

Chairman Cleveland adjourned the meeting at 8:05 p.m.
