CALL TO ORDER - The regular meeting of the Planning Commission of the City of Rosemead was called to order by Chairman Cleveland at 7:30 p.m. in the Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California. The Pledge of Allegiance was led by Commissioner De Tora. The Invocation was delivered by Commissioner Handy. 2. ROLL CALL - Present: Handy, Lowrey, Cleveland, Ritchie, De Tora Absent: None Ex Officio: Kress, Dickey, Sullivan, Fernandez 3. APPROVAL OF MINUTES - Amended Minutes, March 3, 1980. It was moved by Commissioner Ritchie, seconded by Commissioner De Tora, to approve the amended Minutes of March 3, 1980, as printed. ROLL CALL VOTE - Ayes: Handy, Cleveland, Ritchie, De Tora Noes: None Absent: Lowrey 4. ORAL COMMUNICATIONS FROM THE AUDIENCE - On items not on the Agenda. Chairman Cleveland asked if anyone present wished to address the Commission. No one came forward. PUBLIC HEARINGS Chairman Cleveland requested that anyone wishing to address the Commission regarding any of the matters scheduled for public hearing, rise and be administered the oath. The witnesses were administered the oath by the secretary. 5. ZONE CHANGE 80-117: Regvest by William Coffman for a change of zone, from R-1, Single-family Residential to P-Parking, for property located at 9271 Steele Street. (Continued from the April 7, 1980 regular meeting.) The Staff Report was presented by Mr. Sullivan. During the presentation, he informed the Commission that in view of the opposition by residents in the area to-the proposed Commercial zone, it was now staff's recommendation that the subject property be rezoned to P-Parking. Chairman Cleveland opened the Public Hearing at 7:37 p.m. PROPONENTS: Mr. William Coffman 3243 North Muscatel Avenue Rosemead, California Mr. Mike Cazares 137 Huntington Drive Arcadia, California Mr. Bob Battles 9307 Steele Street Rosemead, California Mr. Coffman stated that he was the applicant for the zone change. He also expressed his desire to improve the subject property. Mr. Cazares stated that he was employed at Loren Phillips and Associates and he was the engineer for the project. He answered various questions. Planning Commission Minutes April 21, 1980 Page Two Mr. Battles addressed the Commission and stated that he was satisfied with the new recommendation. He also stated that he was of the opinion that this project would be an asset to the neighborhood. Chairman Cleveland closed the Public Hearing at 7:45 p.m. it was moved by Commissioner Handy, seconded by Commissioner De Tora, to approve Zone Change 80-117, subject to the findings and the conditions recommended by staff. ROLL CALL VOTE - Ayes: Handy, Lowrey, Cleveland, Ritchie, De Tora Noes: None 6. ZONE CHANGE 80-115: Request by Robert Chang and David Tsai for a change of zone, from R-1, Single-family Residential to C-3D, Medium commercial, Design Overlay; and from R-1, Single-family Residential to P-Parking, for property located between Valley Boulevard on the north and Steele Street on the south, and addressed as 8714 Valley Boulevard. The Staff Report was presented by Mr. Sullivan. Chairman Cleveland opened the Public Hearing at 7:58 p.m. PROPONENTS: Mr. Robert Chang 328 South Atlantic Boulevard Monterey Park, California Mrs. Mae Canastro 200 West Mission Drive San Gabriel, California Mr. Chang stated that he was the applicant for this project and answered various questions by the Commission. Mrs. Canastro stated that she was the former owner of the property and felt that this project would be an asset to the neighborhood. OPPONENTS: Mr. Loren Wrightmeier 8724 Valley Boulevard Rosemead, California Mr. Dominick Ferulli 8718 Steele Street Rosemead, California Mr. Louis Becnel 8728 Steele Street Rosemead, California Mr. Efren Andrews 8733 Steele Street Rosemead, California Mr. Gene Andrews 6602 Abottswood Lane Rancho Palos Verdes, California Mr. Frank Andrews 8733 Steele Street Rosemead, California All of the witnesses addressed the Commission regarding their opposition to the proposed zone change ..-They cited their belief that the residential character of the neighborhood would be damaged. It was also brought to the attention of the Commission that the residents of the area had presented a petition to Mr. Sullivan, opposing.the..proposed,zone change. Chairman Cleveland closed the public hearing at 8:23 p.m. There was a lengthy discussion by the Commission regarding the concerns of the residents in the area. . Chairman Cleveland called a recess at 8:30 p.m. The meeting reconvened at 8:40 p.m. Planning Commission Minutes April 21, 1980 Page Three ZONE CHANGE 80-115 (continued) There was a discussion by the Commission regarding the possibility of reducing the number of units to be constructed, so that the units would be constructed on the portion of the property already zoned., C-3. Mr. Chang stated that he would not be able to make that decision without speaking to his partners. The Commission agreed that action-on:.this matter would be deferred to allow Mr. Chang an.opportunity to.contact his partners. The Commission continued on with the next matter. 7. CONDITIONAL USE PERMIT 79-178: Request by.Texaco, Inc. for the con- tinued use of a service station located at 3606 North Rosemead Boulevard. The Staff-Report was presented by Mr. Sullivan. Chairman-Cleveland opened the Public Hearing at 8:50 p.m. Seeing no one wishing to address the Commission, the Public hearing was closed accordingly. There was a discussion,by the Commission regarding this service station. It was moved by Commissioner Ritchie, seconded by Commissioner Lowrey, to grant Conditional Use Permit 79-178, subject to the findings and Conditions 1 through 9. ROLL CALL VOTE - Ayes: Handy, Lowrey, Cleveland, Ritchie, De Tora Noes: None At this time, Mr. Chang reentered-the-Council Chambeis and. informed the 7 Commission that he had been cunsuccessful-in,-contacting his.- associates After a short discussion it was the decision of the Commission to continue this matter.-to the next regular meeting. u_ Chairman Cleveland then reopened the Public Hearing for Zone Change 80-115. 8. CONDITIONAL USE PERMIT 80-187: Request by L.C. Huang and Lu Lin Hui Mei for the sale of alcoholic beverages for off-site consumption in conjunction with an existing liquor store, known as "Mr. T's Liquor", and located at 8,720 East Garvey Avenue. The Staff Report was presented by Mr. Sullivan. Chairman Cleveland opened the Public Hearing at 9:01 p.m. `,Mrs.) Kay•Perris and Mr. Jason Phang addressed the Commission on-behalf of the applicants. Mrs. Perris expressed her concern with regard to Condition No. A_ After a short discussion, Condition No. 4 was amended to read as follows: "4. The structure shall remain free of graffiti." It was moved by Commissioner Lowrey, seconded by Commissioner Handy, to approve Conditional Use Permit 80-187, subject to the findings and the amendment to Condition No. 4. ROLL CALL VOTE - Ayes: Handy, Lowrey, Cleveland, Ritchie, De Tora Noes: None OTHER BUSINESS 9. RELOCATION 80-A: Relocation of an accessory structure to 4814.Muscatel Avenue. The Staff Report was presented by Mr. Sullivan. ADDRESSING THE COMMISSION: Mr. Claude Pfifer Ms. Sally Harris Mr. Mary Gilliam 4814 Muscatel Avenue 4747 Fendyke 4747 Fendyke Rosemead, California Rosemead, California. Rosemead, California Ms. Harris and Ms. Gilliam addressed the Commission regarding their opposition to this relocation. They stated that they had gone through great expense to improve their home and felt that the relocation of the structure would be detrimental to the.'.value of their property. Mr. Pfifer addressed the Commission with regard to the improvements he had made in the structure. He also answered questions by the Commission. Mr. Whitkey, of 4804 Muscatel Avenue, Rosemead, addressed the Commission in favor of"Mr..Pfifer's request. He stated his.opinion that Mr. Pfifer had improved the subject property. There was a discussion by the Commission and during the course of this discussion, Condition No. 1 was amended to read as follows: "1. The structure shall be inspected by a licensed extermination company and should corrective measures be necessary to rid the structure of termites or dry rot, they shall be completed within thirty (30) days and a report of the work should be submitted to the Planning Department." It was moved by Commissioner De Tora, seconded by Commissioner Handy, to approve Relocation 80-A, subject to the amendment to Condition No. 1. MODIFICATION TO SECTION 8110: Request by Santiago Perez for a waiver of the sidewalk requirement for property located at 3148 North Heglis, Rosemead. The memorandum was presented by Mr. Sullivan. Chairman Cleveland asked if anyone present wished to address the Commission. Mrs. Santiago Perez 3148 North Heglis Rosemead, California Mrs. Perez stated that she was the applicant's wife. She addressed the Commission regarding the reasons for the request. There was a discussion by the Commission. It was moved by Commissioner Handy;.seconded_by Commissioner Ritchie, to grant the request for a modification to Section 8110 and waive the side- walk requirement for property located at 3148 North Heglis. PC RESOLUTION 80-13 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD GRANTING CONDITIONAL USE PERMIT 80-182. 12. PC RESOLUTION 80-14 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD GRANTING CONDITIONAL USE PERMIT 80-183. 13. PC RESOLUTION 80-15 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD, RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF ROSEMEAD, A CHANGE OF ZONE, FROM R-1, SINGLE-FAMILY RESIDENTIAL TO M-1, LIGHT MANUFAC- TURING AND INDUSTRIAL, FOR PROPERTY LOCATED AT 2703 STINGLE. It was moved and seconded to waive further reading and adopt Resolutions 80-13,80-14, and 80-15. ROLL CALL VOTE - Ayes: Handy, Lowrey, Cleveland, Ritchie, De Tora Noes: None 14. PC RESOLUTION 80-12 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DENYING CONDITIONAL USE. PERMIT 80-179. The Resolution was read by title only. It was moved by Commissioner Ritchie, seconded by Commissioner De Tora, to waive further reading-and adopt Resolution 80-12. . ROLL CALL VOTE - Ayes: Lowrey, Cleveland, Ritchie, De Tora Noes: Handy Chairman Cleveland declared the motion for adoption of Resolution 80-12, duly carried. 15. ORAL COMMUNICATIONS FROM THE AUDIENCE - On any matter Chairman Cleveland asked if anyone present wished to address the Commission. No one came forward. 16. MATTERS FROM CITY OFFICIALS AND A. Commissioner Ritchie reminded the Commission that there was a study session scheduled for April 24, 1980, at 7:00 p.m. B. Commissioner De Tora made an inquiry regarding the removal of campaign signs. C. There was a short discussion regarding the Trade Fair scheduled for April 26, 1980. D. The secretary polled the Commission regarding their attendance at the West San Gabriel Valley Planning Congress meeting, April 24, 1980. 17. ADJOURNMENT There being no further business to come before the Commission, Chairman Cleveland adjourned the meeting at 10:00 p.m.
