STUDY SESSION'
JANUARY-28, 1980
MINUTES
1. CALL TO ORDER - The Study Session was called to order by Chairman
Ritchie at 6:30 p.m., in the Conference Room of Rosemead_ City Hall,
8838 Valley Boulevard, Rosemead, California.
2. ROLL CALL - Present: Handy, Lowrey, Ritchie, Cleveland, De Tora
Absent: None
Ex Officio: Dickey, Kress, Sullivan, Christianson,
Fernandez
3. MATTERS DISCUSSED
A. Rules and Procedures for Public Hearings.
There was a short discussion regarding various rules and procedures
for Planning Commission meetings.
Staff was directed to include an explanation of the project to be
developed when notice of subdivisions are sent to property owners.
Staff was also directed to place on future agendas, a short ex-
planation of the procedures for administration of the oath for
persons wishing to address the Commission during public hearings.
B. Zoning Ordinance
The discussion began with a review of the changes made at study
sessions prior to this meeting. It was the opinion of the Commission
that these changes were satisfactory.
The sections of the Zoning Ordinance that were addressed at this
study session were Part L, M-1, Light Manufacturing and Industrial
Zone through Part P, Administrative Zoning Devices.
It was decided by the Commission that they would-allow 200 gallons
of automobile paint thinner to be stored above surface in an M-1
zone. There was also a discussion by the Commission regarding the
problems encountered in the past with regard to automobile paint and
body shops.
After a short review of the O-S, Open Space, and A-1, Light Agricultural
zones, it was agreed that these two sections would remain in the
Ordinance as is.
There was also a lengthy discussion regarding the various uses that
require conditional use permits. Several of these uses were deleted
by the Commission, at the recommendation of staff.
C. Reorganization of the Planning Commission
The Commission discussed the rules and procedures for Planning
commission reorganization and it was agreed that'ireorganization would
take place at the next regular meeting, February 4, 1980.

There being no further business tocome before the Commission, the study
session was adjourned at 9:55 p.m.
