REGULAR MEETING
JULY 21, 1980
MINUTES
1. CALL TO ORDER - The regular meeting of the Planning Commission of the City
of Rosemead was called to order by Chairman.Cleveland at 7:30 p.m. in the
.Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead,
California.
The Pledge of Allegiance was led by Commissioner Lowrey.
The Invocation was delivered by Commissioner Mattern.
2. ROLL CALL - Present: Handy, Lowrey, Cleveland, Ritchie, Mattern
.Absent: None
Ex Officio: Carmona, Fernandez
3. ORAL COMMUNICATIONS FROM THE AUDIENCE - On items not on the Agenda.
Chairman Cleveland asked if anyone present wished to address the Commission.
No one came forward.
OTHER BUSINESS
4. PC RESOLUTION 80-23 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ROSEMEAD GRANTING CONDITIONAL USE PERMIT 80-190.
5. PC.RESOLUTION 80-24 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
. ROSEMEAD GRANTING CONDITIONAL USE PERMIT 80-184 AND ZONE VARIANCE 80-88.
Mr. Carmona read the Resolutions by title only.
It was moved by Commissioner Handy, seconded by Commissioner Ritchie, to
waive further reading and adopt PC Resolution 80-23 and PC Resolution 80-24.

6. ORAL COMMUNICATIONS FROM THE AUDIENCE - On any matter.
Chairman Cleveland asked if anyone present wished to address the Commission.
No one came forward.
7. MATTERS FROM CITY.OFFICIALS AND STAFF
A. Commissioner. Ritchie made-a statement regarding the election of the
vice-Chairman at the last regular meeting. He stated that he wished to
change his vote to a "yes" vote for Commissioner Lowrey.
Staff was directed to amend vtheirecord'to show- ;that rCommissioner.:Lowrey
was elected by a unanimous vote.
8. ADJOURNMENT
There being no further business to come before the Commission, Chairman!,
Cleveland adjourned the meeting to the Study.Session, at 7:40 p.m.

JULY 21, 1980
MINUTES
1. CALL TO.ORDER---The Study Session was called to order;by Chairman Cleveland
at 7:45 p.m., in the Conference Room of Rosemead City Hall, 8838 Valley
Boulevard, Rosemead, California.
2. ROLL CALL - Present: Handy, Lowrey, Cleveland, Ritchie, Mattern
Absent: None
Ex Officio: Dickey, Carmona, Fernandez
3. MATTERS DISCUSSED
The first order.of.business was a tour of the areas of concern. The Commission
.___,boarded the van at 8:00 p.m. and returned.to City Hall at 8:30 p.m.
The consultants then presented a slide presentation and their recommendations
for the various areas.
AREA NO. 1 - GRAND. AVENUE: This area.is recommended for R-3 to encourage the
development of apartments/condominiums. It was pointed out by the consultants
that the sewage problems in this area could be corrected by requiring developers
in install sewers at the time their projects are being constructed.
AREA NO. 2 - MISSION.DRIVE.TO WEST CITY BOUNDARY: It is the recommendation^of
the consultants that this area remain R-3 to encourage the construction of
apartment dwellings, because the street is of sufficient size to accommodate
the additional traffic!
AREA NO. 3 - VALLEY BOULEVARD TO WEST CITY BOUNDARY: This area is presently
zoned M-1 and recommended for C-3 because it is presently developed with
commercial, rather than manufacturing uses. "
AREA NO. 4 MUSCATEL AVENUE - VALLEY TO NEVADA: Since. there are deep lots in
this area, it is the recommendation of the consultants to%zone this area R-1.
It is also recommended that the development of private streets be encouraged.
AREA NO. 5 - ROSEMEAD:BOULEVARD - VALLEY TO MARSHALL: Presently this area is
zoned R-3 and it is the recommendation of the consultants that this area re-
main as-such, due to the high density residential character of the area.
AREA NO. 6 - ROSEMEAD BOULEVARD - MARSHALL TO GLENDON WAY: Present zoning is
C-3; however, due to the existing residential character of the area, the
recommendation is to rezone this area R-3.
There was also a discussion regarding the feasibility of zoning this area as
R-3D to allow the Planning Commission to retain control of the type of develop-
ments proposed for this area. The Planning Director was directed to supply
the Commission with an example of an ordinance that requires design,,review
of a multiplezresidential project.
The Commission also scheduled the next study session for August 18, 1980,
immediately following the regular meeting.
4. ADJOURNMENT-
There being no further business to come before the Commission, Chairman Cleveland
adjourned the meeting at 9:40 p.m.
