CC - 09-13-88• APPROVED MINUTES OF THE REGULAR MEETING CITY OF ROS~MEAD ROSEMEAD CITY COUNCIL DATE e SEPTEMBER 13, 1988 DY The Regular Meeting of the Rosemead City Council was called to order by Mayor Bruesch at 8:02 P.M. in the Council Chambers of City Hall, 8838 E. Valley Boulevard, Rosemead, California. The Pledge to the Flag was led by Councilman DeCocker. The Invocation was delivered by Pastor Paul Bengston of the Neighborhood Covenant Church. ROLL CALL OF OFFICERS: Present: Councilmen DeCocker, Imperial, Taylor, Mayor Pro Tem McDonald, and Mayor Bruesch Absent: None APPROVAL OF MINUTES: AUGUST 23, 1988 - REGULAR MEETING MOTION BY COUNCILMAN DeCOCKER, SECONDED BY MAYOR PRO TEM McDONALD that the Minutes of August 23, 1988, be approved. Vote resulted: Yes: DeCocker, Taylor, Bruesch, McDonald, Imperial No: None The Mayor declared said motion duly carried and so ordered. APPROVAL OF MINUTES: AUGUST 30, 1988 - ADJOURNED MEETING MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILMAN IMPERIAL that the Minutes of the Adjourned Meeting of August 30, 1988, be approved. Vote resulted: Yes: DeCocker, Taylor, Bruesch, McDonald, Imperial No: None The Mayor declared said motion duly carried and so ordered. Mayor Bruesch requested that "Left-turn phasing off of Walnut Grove Avenue onto Valley Boulevard and Garvey Avenue was discussed by Mayor Bruesch and Councilman DeCocker" be added to the Minutes of the Adjourned Meeting of August 30, 1988. There being no objection, this was so directed. PRESENTATIONS Resolutions honoring Deputy Peter J. Loomis and Team Leader Rafael Estrada of the Los Angeles County Sheriff's Department were presented for their outstanding dedication and expertise which resulted in saving a boy's life. A Resolution was presented to Mr. Newell of the Ingleside Hospital proclaiming the week of October 2 through October 8, 1988, as "MENTAL ILLNESS AWARENESS WEEK." A Resolution was presented to Eleanor Christopher of the Alhambra/San Gabriel Chapter of the Daughters of the American Revolution proclaiming the week of September 17 through September 23, 1988, as "CONSTITUTION WEEK." A Resolution was presented to Lucinda Sepulveda proclaiming September 16, 1988, as "NATIONAL POW/MIA RECOGNITION DAY." I. ORAL COMMUNICATIONS FROM THE AUDIENCE A. Anthony Navarro, 8111 E. Garvey Ave. Space 9, representing the Greeley Mobile Lodge, stated that the elderly and handicapped cannot afford recent increases in their space rent and asked for relief from the City Council. CC 9-13-88 Page #1 B. Donald Lackey, 8834 E. Garvey Avenue, representing Golden State Mobile Homeowners Chapter 1621, stated that excessive property values in the City of Rosemead are forcing space rent increases that seniors on fixed incomes cannot meet. Mr. Lackey asked that the City consider the taking over from Sacramento of the enforcement of mobile home residency laws. Mr. Lackey added that some tenants have been coerced by the owner into signing rental agreements that they cannot afford. C. Margaret Glancy, 8111 E. Garvey Avenue, representing the Golden State Mobile Homeowners League, presented a petition bearing over two hundred names of concerned residents requesting aid from the City Council for exorbitant increases in space rental fees by absentee property owners. D. Margaret Tustison, 8111 E. Garvey Avenue, representing the Golden State Mobile Homeowners Association, asked for assistance from the City Council for all Rosemead senior citizens who need relief from high rents. E. Clarence Hannon, 1515 E. 1st Terrace, San Dimas, representing a mobile home association, asked for a 90-day moratorium on any rent increases and the institution of a mediation board to solve mutual grievances. F. Leroy Young, 7533 E. Garvey Avenue, stated that mobile home park tenants should be allowed first choice to buy the land if it is offered for sale and asked that the City Council not discriminate against mobile home park owners when rents are too high everywhere. Mr. Young also asked that the mail box on Prospect Avenue be relocated to its original location. G. Cleo Young, 7533 E. Garvey Avenue, spoke against any form of rent control by government agencies. H. Craig Denton, 3026 Bartlett, representing Del Rey Mobile Home Park, stated the opinion that most mobile home space rents were under $200 in the city of Rosemead. These persons were again referred to the appropriate State agency governing mobile home parks with the additional suggestion that the group acquire the services of an attorney to represent them against infractions by their park owners. The Mayor directed staff to obtain information on various forms of senior housing, including rent subsidies for trailer owners, for presentation at a future study session. A five-minute recess was called at 9:20 p.m. and the meeting was reconvened accordingly. II. PUBLIC HEARINGS None III.LEGISLATIVE A. RESOLUTION NO. 88-45 - CLAIMS & DEMANDS The following resolution was presented to the Council for adoption: RESOLUTION NO. 88-45 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $576,084.43 NUMBERED 1090-1120 AND 22528 THROUGH 22632 MOTION BY COUNCILMAN IMPERIAL, SECONDED BY MAYOR PRO TEM McDONALD that Resolution No. 88-45 be adopted. RESOLUTION NO. 88-46 - FUEL EFFICIENT TRAFFIC SIGNAL MANAGEMENT (FETSIM) PROGRAM GRANT APPLICATION The following resolution was presented to the council for adoption: RESOLUTION NO. 88-46 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AUTHORIZING A FUEL EFFICIENT TRAFFIC SIGNAL MANAGEMENT PROGRAM GRANT APPLICATION MOTION BY MAYOR PRO TEM McDONALD, SECONDED BY COUNCILMAN IMPERIAL that Resolution No. 88-46 be adopted. CONSENT CALENDAR (CC-H REMOVED FOR DISCUSSION) CC-A CLAIM AGAINST THE CITY - RICHARD WINTER/LOS ANGELES COUNTY Recommendation: Rejection CC-B CLAIM AGAINST THE CITY - ALEX DOMINQUEZ Recommendation: Rejection CC-C RECEIPT AND AWARD OF BID - 31st HOME HANDYMAN BID PACKAGE TO OAKRIDGE DEVELOPMENT IN THE AMOUNT OF $37,170.00 CC-D REQUEST FOR WAIVER OF CARNIVAL PERMIT FEES BY GARVEY PTA CC-E AMENDMENT TO RESIDENTIAL REHABILITATION GUIDELINES - SENIOR CITIZEN HOME WEATHERIZATION PROGRAM CC-F EXTENSION OF AGREEMENT FOR SPORTS LIGHTING TO AMTECH LIGHTING SERVICE CC-G EXTENSION OF AGREEMENT FOR STREET TREE MAINTENANCE TO EVAN'S TREE SERVICE MOTION BY COUNCILMAN TAYLOR, SECONDED BY MAYOR PRO TEM MCDONALD that the foregoing items on the Consent Calendar be approved. CC-H APPROVAL OF WORDING ON VIETNAM VETERANS' MEMORIAL Councilman Imperial asked that the wording on this memorial include veterans of other wars beside the Vietnam conflict. Councilman Taylor expressed the opinion that it should be limited to Vietnam, as designed, because of the logistics involved if all wars are included and the possibility that someone might be overlooked. MOTION BY COUNCILMAN TAYLOR, SECONDED BY MAYOR BRUESCH that the wording of this memorial remain to include the Vietnam conflict. Vote resulted: Yes: DeCocker, Taylor, Bruesch, McDonald, Imperial No: None The Mayor declared said motion duly carried and so ordered. Councilman Imperial asked the record to show that while he would prefer honoring all veterans, he does want respect shown for the Vietnam veterans. Mr. Imperial stated that possibly in the future, other veterans could be added. CC 9-13-88 Page #3 V. MATTERS FOR DISCUSSION & ACTION A. DISCUSSION OF PROPOSITION 73 It was recommended that this item be returned on the September 27, 1988 agenda, with proposals and examples of alternate formats for a newsletter/calendar that would eliminate names and pictures of elected officials and comply with the portion of Proposition 73 relating to mass mailings of newsletters by becoming a community service publication. B. OF LORICA STREET This item was ordered to be returned on a future agenda when the Auto Auction moves to their new storage lot location and the number of vehicles and hours of use are known. C. TRAFFIC COMMITTEE MOTION BY COUNCILMAN IMPERIAL, SECONDED BY MAYOR PRO TEM McDONALD that this item be tabled pending receipt of traffic study reports from the large employers in the city of Rosemead regarding reduction of trip-ends for their employees. This item was ordered to be returned on a future agenda when copies of those individual plans have been formulated and received. MEMBERSHIP - UNITED STATES OF MAYORS MOTION BY COUNCILMAN IMPERIAL, SECONDED BY MAYOR PRO TEM McDONALD that the Council continue membership in this organization. Vote resulted: Yes: DeCocker, Bruesch, McDonald, Imperial No: Taylor The mayor declared said motion duly carried and so ordered. VII. MATTERS FROM OFFICIALS A. COUNCILMAN IMPERIAL 1. Requested a listing of the locations°of"'"`all alcoholic beverage licenses in the City with the thought of an ordinance creating a moratorium on the issuance of such licenses. VIII.ORAL COMMUNICATIONS FROM THE AUDIENCE A. Juan Nunez, 2702 Del Mar Avenue, stated that advertising signs were being posted on certain barricades in the City, and noted that some City trash receptacles were not being emptied on a timely basis.
