MINUTES OF THE ADJOURNED MEETING DATE

AUGUST 30, 1988
The Adjourned Meeting of the Rosemead city council was called to
order by Mayor Bruesch at 7:07 p.m. in the Conference Room of City
Hall, 8838 E. Valley Boulevard, Rosemead, California.
The Pledge to the Flag was led by Mayor Pro Tem McDonald.
The Invocation was delivered by Mayor Bruesch.
ROLL CALL OF OFFICERS:
Present: Councilmen DeCocker, Taylor, Mayor Pro Tem McDonald,
and Mayor Bruesch
Absent: None - Councilman Imperial entered at 7:12 p.m. having
notified staff that he would be detained.
II. REQUEST FROM THE GARVEY COUNCIL PTA TO HOLD THE CARNIVAL AN
ADDITIONAL DAY THROUGH SEPTEMBER 5, 1988
MOTION BY COUNCILMAN TAYLOR, SECONDED BY MAYOR PRO TEM MCDONALD
that this item be approved. Vote resulted:

Absent: Imperial
Abstain: None
The Mayor declared said motion duly carried and so ordered.
I. INFRASTRUCTURE MANAGEMENT REPORT
John Maulding, City Engineer, introduced the various members of
the Willdan & Associates staff who were responsible for the
compilation of this report. Mr. Maulding commended the City Council
for its foresight in having such a plan developed.
Alfonso Rodriguez, Deputy City Engineer, gave a brief explanation
of each of the elements of the report. Mr. Rodriguez summarized by
stating the report provided an inventory to the City; identified and
characterized storm drains; presented the conditions of various
areas; suggested how to address outlined issues of concern;
prioritized projects; and suggested that the plan be reviewed and
updated on an annual basis.
Mayor Pro Tem McDonald stated his approval of the report and its
benefit to the City.
Mayor Bruesch asked about a flow chart showing the schedule of
work; what standards are used for deciding which streets should have
left-turn pockets; the water pressure at Amarillo Mutual Water
Company; and the requirements for underground utility districts. Mr.
Bruesch was primarily concerned with the location of utility lines
adjacent to or over possible emergency evacuation sites, such as the
high schools.
Frank G. Tripepi, City Manager, stated that staff would contact
the Southern California Edison Company for the locations of their
lines.
Left-turn phasing off of Walnut Grove Avenue onto valley
Boulevard and Garvey Avenue was discussed by Mayor Bruesch and
Councilman DeCocker.
Mr. Bruesch also complimented the Willdan staff for this report.

MOTION BY MAYOR PRO TEM MCDONALD, SECONDED BY COUNCILMAN TAYLOR
that the City Council accept and approve the Infrastructure
Management Report. Vote resulted:
Aye: DeCocker, Taylor, Bruesch, McDonald, Imperial
No: None
The mayor declared said motion duly carried and so ordered.
There being no further action to be taken at this time, the
meeting was adjourned at 8:05 p.m. The next regular meeting is
scheduled for September 13, 1988 at 8:00 p.m.
