FOLLOWS:

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD GRANTING
CONDITIONAL APPROVAL OF PARCEL MAP 14631. (A ONE-LOT SUBDIVISION INTO
TWO SEPARATE PARCELS)
THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS
Section 1. The Planning Commission of the City of Rosemead does hereby
find and determine that an application was duly filed by Walter W. Schubert, Jr.,
requesting,a one-lot subdivision into two (2)-separate parcels for property located
at 8840 East Grand Avenue; or more specifically known as:
The Easterly 100 feet of the Northerly 16512 feet of Lot 4 in Block 2
of Rosemead, in the City of Rosemead, in,the.County of Los Angeles,
State of California, as per Map recorded in Book 12, Page 194 of. Maps,
in the Office of the County Recorder of said County.
and that a public hearing was duly set for September 21, 1981, at 7:30 p.m., in the
Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California;
and that notice of the time, date, place, and purpose of the aforesaid hearing was
duly given according to law; and that a public hearing was duly conducted at the
aforementioned time and place.
Section 2. The Planning Commission further finds that this subdivision
request is in conformance with the Land Use Element of the General Plan, and:
1. The proposed map is consistent with the applicable General Plan of
the City of Rosemead. There is no specific plan.
2. The design of the proposed subdivision and improvements are consistent
with the applicable General Plan. There is no specific plan.
3. The site is physically suitable for the type of development.
4. The site.is suited for the proposed density of the development.
5. The design of the subdivision will not conflict with public easements.
6. The design and proposed improvements of the subdivision will have no
adverse environmental effects on fish, wildlife or their habitat,. or
cause any public health problems. A Negative Declaration has been
prepared in compliance with Rosemead Resolution 75-28, CEQA, and the
Guidelines for the implementation of CEQA.
7. Discharge of wastes from the proposed subdivision will not result
in violation of existing requirements as prescribed by the California
Regional Water Board.
Section 3. NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission of
the City of Rosemead does approve the request for subdivision of that parcel of land
described in Section 1, subject to the following conditions:
1. The applicant shall comply with all of the conditions as set forth in
the City Engineer's recommendations, (Exhibit A).
2. Sidewalk, curb, gutter, and driveway approach shall be provided along
Grand Avenue for both parcels. Driveways shall be a minimum of 2 inches
AC over 3 inch base, in accordance with the provisions for single-family
residential driveways.
3. Development of the property shall be as set forth on the plot plan.
4. The perimeter property lines of the newly created lots will be fenced
before the lots with completed houses are sold. If a wooden fence is
installed, it shall have steel supports set in concrete.
5. The drainage plan so designed as to provide for the finished or im-
proved areas of the lot to drain to the street, and that those natural
land areas to the rear of the proposed lots are to maintain their
traditional flow.

6. Save trees on rear and center property lines, and wherever else possible.
Section 4. The secretary shall certify to the adoption of the Resolution
and transmit copies thereof to the City Clerk of the City of Rosemead.

approval, or City policies must be specifically approved.in the other condi-
tions of these minutes..
COMPLY WITH THE FOLLOWING CIRCLED CONDITIONS
A Comply with the City Engineer's requirements regarding street and
drainage improvements. _ _
B. Align the centerlines of all local.streets without creating jogs
o£_less than 150 feet.
C. Design local streets.to have minimum centerline curve radii
which will provide centerline curves of 100 feet minimum length,
except that reversing curves need not exceed a radius of 1500
feet'and any curve need not exceed a radius of 3000 feet. Only
the length of curve outside of the BCR is used to satisfy this
100 foot minimum requirement
D. Use a minimum centerline radius of 500 feet on a local street
- with an intersecting street on the concave side. The.lengxh
of curve shall be a minimum of 300 feet.
E. Where an entrance street intersects a highway that is only
partially improved, provide additional pavement on the highway
to allow for a striped left-turn pocket.
F. Local streets shall be aligned such that the central angles -
of the right of way radius returns do not differ by more than
10'.
G. Where ever street grades exceed 6%, no driveways will be
permitted within the area 25 feet upstream of any catch
basins.

Easements shall not be granted or recorded within areas proposed to be
granted, dedicated, or offered for dedication for public streets or highways,
access rights, building restriction rights, or other easements until after
the final parcel map or tract map is filed with the County Recorder unless,
such easements are subordinated to the proposed grant or dedication. If
easements are granted after the date of tentative approval, a subordination
must be executed by the easement holder prior to the filing of the final
parcel map or tract map.
Monumentation of Tract/Parcel Map. boundaries, street centerlines and lot
boundaries is required.
A preliminary title report/parcel map guarantee is needed showing all fee
interest holders; all interest holders whose interest could ripen. into a
fee; all trust deeds, together with the name of the trustee; and all ease-
ment holders. The account for this title report should remain open until
the final parcel map is filed with the County Recorder.
A final parcel map prepared by,.or under the' direction of,
a Registered Civil Engineer or Licensed Land Surveyor must be processed
through the City Engineer prior.to being filed with the. County Recorder,
unless the final parcel 'map is waived by the City.
Prior to submitting the parcel map or tract map to the City Engineer for
his examination pursuant to Sections 66442 or 66450 of the Government Code,
obtain clearances from all affected Departments and Divisions, including a
clearance for the following mapping items: - mathematical accuracy, survey
analysis, and correctness of certificates, signatures, etc.
Submit a preliminary parcel map guarantee if grants, dedications, or offers
of dedication are to be made by certificate on the parcel map. A final .
parcel map guarantee will be required at the time of filing of the parcel
map with the County Recorder.
The Advisory Agency pursuant to Section 6 of the Subdivision Ordinance hereby
waives, the requirement of Section 150 of the Subdivision Ordinance to delin-
eate existing easements of record, except those of the local agency, on the
final tract map or parcel map providing that the owner shall certify by an
affidavit or by a statement made under penalty of perjury pursuant to
Section 2015.5 of the Code of Civil Procedure that all existing easements
of record are shown on the tentative map. If existing easements are not
shown on the final tract map or parcel map a statement showing the existence,
and purpose of all easements shall be placed on the map_ to the satisfaction
of the City Engineer. ' ° i

Califorria 90802, telephone 435-7741, shall be notified prior to commence-
ment of work within the natural drainage courses affected by this project.

TENTATIVE MAP DATED
Prior to the filing of the final map, submit information showing the
distances from the proposed lot lines to the buildings which are to remain.
If such distances will create nonconforming conditions, such lot lines
shall.be relocated or the noncomplying conditions of the buildings shall.be
corrected prior to the division of .land by sale. .
Prior to the filing of a final map, submit information showing the location -
of all private sewage disposal components which are to remain in use. If any
such private sewage disposal system is not on the same lot or parcel with the
building it serves, the proposed lot line shall be relocated to so provide,
or a replacement sewage disposal system complying with Plumbing Code require-
ments shall be provided prior to the division of the land by.sale.
The relationship of (existing buildings) (private sewage disposal.systems)
to the new lot lines will create conditions that do not comply with the City
of La Habra Heights Building Laws. These noncomplying conditions shall be
corrected or the lot lines relocated prior to the division of the land by
sale.
The grading. plan must be approved prior to filing of a final map.
A preliminary soil report is required before grading plan approval.
Prior to filing of final=map, submit a soil engineer's report on all
building sites in the proposed subdivision.
The tentative map shows that lot lines will occur on the constructed slopes.
For approval of the grading plan, these slopes shall be rearranged so that
the lot line is located at or near the.top of the slope, along a drainage
terrace, or at similar acceptable location.
If tentative approval of the map is granted with the condition that a zone
change be obtained, the ordinance granting such change in zone must be
adopted by the City Council prior to issuance of grading and building.

developed to comply with current City ordinances to include building setbacks,
off-street parking, street access and compliance with the Grading Development
Standards.
