A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY-OF ROSEMEAD
GRANTING CONDITIONAL USE PERMIT 81-226, FOR THE ESTABLISHMENT OF
A DOG KENNEL/DOG GROOMING SHOP ON PROPERTY LOCATED AT 9734 ABILENE
STREET, ROSEMEAD, CALIFORNIA.
THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE
AS FOLLOW:
Section 1. The Planning Commission of the City of Rosemead does hereby
find and determine that an application was duly filed by John and Bernardette
Russo requesting the establishment of a dog kennel/dog grooming shop on property
located at:
9734 Abilene Street, Rosemead, California;
and that a public hearing was duly scheduled for June 15, 1981, at 7:30 p.m., in
the Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead,
California; and that notice of the time, date.; place:), and.purpose of the aforesaid
hearing was-iduly,given; and that-a public hearing was duly conducted at the afore-
mentioned time and place.
Section 2. The Planning Commission further finds and determines that
facts do exist as required by Section 9180, et. seq., of the Ordinances of the
City of Rosemead, justifying the granting of a conditional use permit.
Section 3. The Planning Commission further finds;
1. The project is in harmony with the elements and objectives of the
General Plan.
2. The project willnotrbe detrimental,to.the surrounding. properties.
3. The project is desirable to the public convenience.
4.- On the basis of evaluation, this project has been determined to be
a Class Nine Categorical Exemption under the provisions of CEQA.
A Notice of Exemption was filed with the County Clerk.
Section 4. Based on the aforementioned findings, the Commission hereby
grants a conditional use permit with respect to the property described in Section 1
of this Resolution, subject to the following conditions:
1. The applicants shall secure an approved Certificate of occupancy from
the City of Rosemead Building Department.
2. Applicants shall comply with all requirements of the Los Angeles
County Animal Control Department, relevant to obtaining the license.
3. This property shall comply with Sections 5401-5415 of the Rosemead
Municipal Code which deals with the storage, collection, and dis-
posal of trash, rubbish, and debris.
4. Due to the commercial nature of the property, the concrete driveway
shall be repaired to alleviate cracks.
5. Building permits shall be secured for any future alterations to the
existing structure.
6. Applicants shall sign a notarized Affidavit of Agreement to the
above conditions within ten (10) days of approval of the Conditional
Use Permit, and submit it to the Planning Department.
7. A proper, working drainage system from the floor of the dog runs
shall be directed into the sewer system.
8. All drainage associated with the dog runs shall be directed to the
public right-of-way.
9. This conditional use permit is granted for a period of three (3)
years, at which time it may be reviewed by the Planning Commission
for renewal without benefit of a public hearing.

Section 5. This action shall become final and effective ten (10) days
after this decision by the Planning Commission, unless within such time, a written
appeal is filed with the City Clerk for consideration by the Rosemead City Council,
as provided in the Zoning Ordinance.
Section 6. The secretary shall certify to the adoption of this Resolution
and shall transmit copies of same to the applicant and Rosemead City Clerk.
