PC - 1981-19 - Conditional Use Permit Provision to Allow Limited Retail Second-Hand Thrift Stores WithinThe CBDPC RESOLUTION 81-19 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD, RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF ROSEMEAD, ADOPTION OF A CITY-WIDE ZONING AMENDMENT, ESTABLISHING A CONDITIONAL USE PERMIT PROVISION TO ALLOW LIMITED RETAIL SECOND-HAND THRIFT,STORES WITHIN THE CBD (CENTRAL BUSINESS DISTRICT) ZONE. THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, a Public Hearing was duly set and conducted in the Council Chambers of Rosemead City Hall, May 4, 1981, at 7:30 p.m., and notice of the time, date, place, and purpose of the hearing was given according to law; and, WHEREAS, at said Public Hearing the Planning Commission determined the following to be in order: Section 1. The zoning amendment is in harmony with the elements and objectives of the General Plan. Section 2.' The change of zone is desirable for the public convenience. Section 3. That a Negative Declaration was prepared in accordance with the California Environmental Quality Act and in accordance with Rosemead Resolution 79-77, and that the project will not have a significant effect on the environment. THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES RECOMMEND TO THE CITY COUNCIL AS FOLLOWS: Section 1. The Zoning Ordinance of the City of Rosemead shall be amended/ modified as described in Exhibit "A" attached hereto and incorporated herein by this reference. Section 2. The secretary shall certify to the adoption of the Resolution and transmit copies thereof to the City Clerk of the City of Rosemead. ADOPTED this 18th day of May 1981. Dickey ecretary PROPOSED ZONING ORDINANCE ADDITION TO CONDITIONAL USE PERMIT ORDINANCE Section 9181.1 ADDITION: 30. Limited Retail Thrift Stores shall be allowed only within the CBD (Central Business District) zone, and shall be subject to the following qualifications, standards of operation, and such other conditions deemed reasonably necessary to protect the health, safety, and welfare of the general public. A. Qualifications for limited retail thrift store status: 1. The business must be operated by a bonafide, tax- exempt (Internal Revenue.Code.§ 501(c)(3) status) non-profit organization. 2. No more than one store of this type shall be allowed within 600 foot radius of another ---B. Standards of operation: 1. Merchandise offered for retail sales shall be obtained through donations only. *2. Used rzetaj-= merchandise shall be restricted to apparel items and small household appliances, (e.g., toasters, lamps, etc.) *3.
