A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD, RECOMT;IEND-
ING TO THE CITY COUNCIL OF THE CITY OF ROSEMEAD, ADOPTION OF A CITY-WIDE
ZONING AMENDMENT ESTABLISHING STANDARDS AND PROCEDURES FOR THE USE OF
MOBILE HOMES/MANUFACTURED HOUSING IN RESIDENTIAL ZONES WITHIN THE CITY OF
ROSEMEAD, AND DELETIONS OF EXISTING ORDINANCE EFFECTING R-1 AND R-3 ZONES
WHEREAS, a Public Hearing was duly set and conducted in the Council
-Chambers of Rosemead City Hall April 20, 1981, at 8:00 p.m., and notice of
the time, date, place, and purpose of the hearing was given according to
the law,
WHEREAS, at said Public Hearing the Planning Commission determined
the following to be in order:
Section 1.' The zoning amendments are in harmony with the elements
and objectives of the General Plan.
Section 2. The change of zone is desirable for the public convenience.
Section 3. That a Negative Declaration was prepared in accordance
with the California Environmental Quality Act and in accordance with
Rosemead Resolution 79-77, and that the project will not have a significant
effect on the environment.
THE PLANNING COMMISSION OF.THE:CITY OF.ROSEMEAD DOES RECOMMEND TO THE-CITY
COUNCIL:AS FOLLOWS:
Section 1. The Zoning Ordinance of the City of Rosemead shall be
amended/modified as described in Exhibit "A" attached hereto and incorpo-
rated herein by this reference.
Section 2. The secretary shall certify to the adoption of the Resolution
and transmit copies thereof to the City Clerk of the City of Rosemead.

D:4OBILEHOIMES/AIANUFACTURED HOUSING ON LOTS ZONED
FOR SINGLE-FAMILY DWELLINGS.
SECTION 9123.1. Designation on Lots for Mobi.lehomes.
Pursuant to the authority granted in Section 65852.3 of the
Government Code, the City Council hereby determines the following
described lots to be compatible for mobilehome use and'on that
basis authorizes such mobilehome use only on the following
described lots within the City:
A.. All-lots which meet both the minimum lot width
(Section 9105.7) and lot area (Section 9105:6) and which
are presently or hereafter classified as R-2.
SECTION 9123.2., Applicability of All Conventional
Development Standards to Mobilehomes and the Lots on Which Thev
Are Placed. All development standards applicable to the zone
designation of the lot shall apply without regard to whether the
proposed dwelling is conventional or a mobilehome as that term
is defined in Section 65352.3 of the Government Code.
SECTION 9123.3. Design Review by Planning Commission.
Prior to the installation of a mobilehome on a lot desingated
for such use, an application for design review shall be submitted
to the Planning Department, accompanied by a filing and processing
fee in an amount established by City Council Resolution.
A. Application Requirements. Applications for a
mobilehome design review shall include the following:
(An application will be considered incomplete and will not
be set for review by the Planning Commission until all of
the required information is on file in the Planning Depart-
ment.) .
1. The applicant shall submit evidence that the
proposed mobilehome was constructed after July 1, 1976,
and was issued a HUD insignia of construction by the
U.S. Department of Housing and Urban Development, and
has not been altered to make it ineligible for HUD
certification.
2. The applicant shall submit a plot plan which
shall show existing structures on the lot, proposed
mobilehome placement, all proposed accessory structures,
all driveways and parking areas.
3. The applicant shall submit photographs of
commercial quality showing all four sides of the mobile-
home and drawing(s) indicating any proposed elevation
changes.
4. The applicant shall specify: mobilehome manufac-
turer's name, model name/number, model year, length and
width, roof pitch, roofing materials, width of eave
overhang, type of siding.
5. The applicant shall submit a statement of
proposed plan and specifications for the foundation
system. .
6. For previously used and/or occupied mobile-
homes or manufactured housing, the applicant must submit
a pest and termite report indicating the absence of all
pests and rodents in the proposed dwelling.

1. Roof overhang. A mobilehome may be required
to have porches and eaves or roofs with eaves, when
in the opinion of the Planning Commission, such improve-
ments are necessary to make the mobilehome compatible
with the dwellings in the area.
2. Roof material and design. A mobilehome shall
have a roof with a pitch of not less than two (2)
vertical rise for each 12 inches of horizontal run
and consisting of composition or other material cus-
tomarily used for conventional dwellings.
3. Exterior finish. A mobil.ehome shall be covered
with an exterior material customarily used on conven-
tional dwellings. The exterior covering material shall
extend to the ground, except that when a solid concrete
or masonry perimeter foundation is used, the exterior
covering material need not extend below the tope of the
foundation.
C. The Commission shall review the above-referenced
aspects of the proposed mobilehome and shall approve the
same if it determines that the proposed mobil-ehome is not,
in it's exterior design and appearance, pursuant to the
criteria of subsection B hereof, so at variance with the
appearance of other existing buildings or site developments.

SECTION 91'93.4. Appeals. The applicant or any person
aggrieved by the decis.Lon of the Planning Commission may file an
appeal to the City Council on any ruling by the Planning Commis-
sion by filing a written request on forms provided by the
Planning Department. Said appeal. shall be accompanied by an
appeal fee in an amount set by City Council resolution. The appeal
shall be filed within fifteen (15) days after such hearing, setting
forth alleged inconsistency or nonconformity with procedures or
criteria set forth in, or pursuant to, this Code.
Said filing shall suspend any permit until final action.
The City Council shall hold a hearing on said appeal
and shall render it's decision thereon within forty (40) days
after the filing thereof. The City Council. may approve, disapprove,
or modify the decision of the Planning Commission, and the City
Council decision shall be final and conclusive.
SECTION 9123.5. Application for Determination of
Compatibility of Mobilehome Use of any Lot Zoned for Single-
Family Dwellings. Application may be made to the Planning Depart-
ment for a determination by the Planning Commission and City Coun-
cil that a particular lot zoned for single-family dwellings is
compatible for.mobilehome use. Such an application will be pro-
cessed as, and shall require the same fees as., a change of zone
classification request, .
A determination on compatiblity'of mobilehome use shall
be based on the following criteria:
A. That the proposed use is in character and is
compatible with the surrounding properties.
B. That,the'proposed use will not be detrimental
to the surrounding properties.
C. That the proposed use is in harmony with.the
elements and objectives of the. General Plan.
