PC - 1981-13 - Granting Conditional Use Permit 81-217 At 8515 Garvey Ave_l% PC RESOLUTION 81-13 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD, GRANTING CONDITIONAL USE PERMIT 81-217 FOR THE PLACEMENT OF A TEMPORARY TRAILER ON PROPERTY LOCATED AT 8515 GARVEY AVENUE, ROSEMEAD, CALIFORNIA. THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS FOLLOWS: Section 1. The Planning Commission of the City of Rosemead does hereby find and determine that an application was duly filed by the C.F. Bolster Company, to re- quest the placement of a temporary trailer, for use as office space, on property located at: 8515 Garvey Avenue, Rosemead, California; and that a Public Hearing was duly scheduled for April.6, 1981, at 7:30 p.m., in the Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California; and that notice of the time, date, place and purpose of the aforesaid hearing was given according to law; and that a Public Hearing was duly conducted at the afore- mentioned time and place. _ Section.2. The Planning Commission further finds and determines that facts do exist as required by Section 9180, et. seq., of the Ordinances of the City of Rosemead, justifying the granting of a conditional use permit. Section 3. The Planning Commission further finds: 1. The project is in harmony with the elements and objectives of the General Plan. 2. The project will not be detrimental to the surrounding properties. 3. The project is desirable to the public convenience. 4. On the basis of evaluation, this project has been determined to be a Class Nine Categorical Exemption under the provisions of CEQA. A Notice of exemption was filed with the County Clerk. Section 4. Based on the aforementioned findings, the Planning Commission hereby grants a conditional use permit with respect to the property described in Section 1 of this Resolution, subject to the following conditions: 1. This permit shall be granted for a period of one (1) year. Any request for an extension to this period must be directed to the Planning Com- mission, in writing, no later than thirty (30) days prior to the ex- piration date. 2. The applicant shall apply for all appropriate building, electrical, and other applicable permits relative to the installation of the trailer. Within thirty (30) days, the toilet facilities shall be connected to sewer laterals. 3. The present trailer used for office space must be removed from the property, and this vacated space must be cleared of all foliage and debris, and be maintained in a litter-free state. If this spot is to be used for parking, it shall be paved as per City of Rosemead standards. 4. Parking requirements shall be met as per Rosemead%Municipal Code Section 9122.9. A. parking plan shall be submitted for approval to the Director of Planning. 5. Applicants shall install decorative aluminium or metal skirting on all four sides of the trailer to screen foundation blocks, and provide adequate stairs and safety railings. 6. The dimensions of the trailer to be installed cannot exceed 20' X 56', or 1,120 square feet. 7. Any damage to City sidewalks, curbs, or driveway due to the removal or installation of trailers shall be repaired within thirty (30) days after the installation of the trailer on it's foundation. All appropriate City Road Permits shall be applied for. PC Resolution 81-13 Page Two 8. Within ten (10) days of approval, the applicant shall sign a notarized Affidavit of Agreement to all conditions setforth herein. 9. The trailer shall be set back twelve (12) feet from the south wall bordering Garvey Avenue. Section S. This action shall become final and effective ten (10) days after this decision by the Planning Commission unless within such time, a written appeal is filed with the City Clerk for consideration by the Rosemead City Council, as provided in the. Zoning Ordinance. Section 6. The secretary shall certify to the adoption of this Resolution and shall transmit copies of same to the applicant and Rosemead City Clerk.
