A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD
GRANTING A ZONE VARIANCE AND APPROVING A DESIGN REVIEW FOR A PROPOSED
PROJECT FOR PROPERTY LOCATED AT 2703 STINGLE AVENUE, ROSEMEAD,
CALIFORNIA. (ZONE VARIANCE 81-94 AND DESIGN REVIEW 81-4)
THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES HEREBY:RESOLVE AS
FOLLOWS:
Section 1. The Planning Commission of the City of Rosemead does hereby
find and determine that an application was filed by Alfredo T. Ganzon, application
and attachments dated February 24, 1981, to request,zone-variances to Sections
9114.3, 9104.4, and 9121.24, exception on materials for required wall, and five
(5) foot sideyard setback, and specifically described within said application;
and a project review under Design Review provisions, for property located at:
2703 Stingle Avenue, Rosemead, California;
and that a public hearing was duly scheduled for March 16, 1981, at 7:30 p.m., in
the Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead,
California; and that notice of the time, date, place, and purpose of the aforesaid
hearing was given according to law; and that a hearing was duly held at the afore-
mentioned time and place.
Section 2. The Planning Commission further finds that facts do exist as
required by Section 9171., et. seq., of the Rosemead Zoning Code, justifying the
granting of a zone variance, and supporting the design review concept.
Section 3. The Planning Commission further finds:
1. That the granting of the application for variances would not con-
stitute the granting of a special privilege inconsistent with the
limitations upon other properties in the vicinity and zone in which
the property is situated.
2. That the granting of such variance will not be materially detrimental
to the public health or welfare, or injurious to the property or
improvements in such zone or vicinity in which the property is located.
3. There are special circumstances applicable to the subject property
including size, shape, topography, location or surroundings which
would justify.a variance from the strict application of the zoning
ordinance.
4. That the granting of such application will not adversely effect the
comprehensive General Plan.
Section 4. Based on the aforementioned findings, the Planning Commission
hereby grants the zone variance.with respect to the property described in Section 1
of this Resolution, subject to the following conditions:
1. Removal of the existing single-family residence. It will deter from
the overall design of the property and, in accordance with Section
9121.4, C, "Any part of a building, structure, or land occupied by
a non-conforming use which is changes to or replaced by a conforming
use shall not, therefore, be used or occupied by a non-conforming
use."
2. The metal building shall be provided with an increased (2 foot)
overhang and an eight (8) inch facia gutter around the entire
periphery. .
3. Provide a muted color roof (i.e.,Calmond, cocoa brown, etc.) to eliminate
reflective qualities and provide an improved visual effect.
4. That the owners shall provide decorative, color-coordinated shutters
or window treatment, which shall be approved by the Planning Depart-
ment prior to the issuance of building permits.
5. The landscaped area along Stingle shall be provided with a ground
cover of Natal Plum (5 gallon), and a 24-inch box Hollywood Juniper.
This area and all landscaped areas within Phase II shall be fully
sprinklered and maintained at all times.

6. At the time of incorporation of Phase II of this project, the
applicants shall resubmit for design approval in.accordance with
Section 9119.
7. Phase II project area to be maintained free from litter, debris,
and weeds, and shall not be used for storage.
8. Building to be constructed a minimum of five (5) feet from the
front property line, with landscaping as shown on the approved
plot plan.
9. A new, 6-foot chain-link fence shall be installed along the north
and south property lines.
10. A new chain-link fence shall be located across the property,
approximately 65 feet from the front property line, as shown on
the approved plot plan.
Section 5. Based on a design review of the project concept plans dated
February 24 1981, the Planning Commission hereby approved the design concept for
Phase I of this project.
Section 6. This action shall become final and effective ten (10) days
after this decision by the Planning Commission unless within such time, a written
appeal is filed with the City Clerk for consideration by the City Council, as
provided in the Zoning Ordinance.
