PC - 1981-09 - Zone Variance 81-93 At 1515 Walnut Grove AvePC RESOLUTION 81-9 FOLLOWS: A RESOLUTION OF THE PLANNING,COMMISSION OF THE CITY OF ROSEMEAD GRANTING A ZONE VARIANCE AND APPROVING A DESIGN REVIEW FOR A:PROPOSED PROJECT FOR PROPERTY LOCATED AT 1515 WALNUT GROVE AVENUE, ROSEMEAD, CALIFORNIA. (ZONE VARIANCE 81-93) THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS Section 1. The Planning Commission of the City of Rosemead does hereby find and determine that an application was filed by Caaifornia Federal Savings and Loan Association, application, and attachments dated February 18, 1981, to request zone variances to Section 9122.9 A, D, and E, Parking Requirements and specifically des- cribed within said application; and a project review under Design Review provisions, for property located at: 1515 Walnut Grove Avenue, Rosemead, California; and that a public hearing was duly scheduled for March 2, 1981, at 7:30 p.m., in the Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California and that notice of the time, date, place, and purpose of the aforesaid hearing was duly given; and that a hearing was duly held at the aforementioned time and place. Section 2. The Planning Commission further finds that facts do exist as re- quired by Section 9171., et. seq., of the Rosemead Zoning Code, justifying the granting of a zone variance, and supporting the design concept which includes a co-generating facility. Section 3. The Planning Commission further finds: 1. That the granting of the application for variances would not constitute the granting of a special privlege inconsistent with the limitations upon other properties in the vicinity and zone in which the property is situated. 2. That the granting of such variance will not be materially detrimental to the public health or welfare, or injurious to the property or im- provements in such zone or vicinity in which the property is located. 3. There are special circumstances applicable to the subject property in- cluding size, shape, topography, location or surroundings which would justify a variance from the strict application of the zoning ordinance. 4. That the granting of such application will not adversely effect the comprehensive General Plan. Section 4. Based on the aforementioned findings, the Planning Commission hereby grants the zone variance with respect to the property described in Section 1, subject to the following conditions: 1. That after Phase No. I is constructed and employee trip origins are known, that car pooling policies and/or programs be adopted. 2. That a letter verifying the approximate anticipated employee numbers, (by shift), for Phase I and II be submitted to the Planning Department. 3. That prior to application for building permits of Phase No. IT con- struction, a random survey be conducted over a 3-month period to estab- lish the small/large car ratio of Cal Fed parking facility users, and that certification of the approximate (within 5%) 55% ratio be verified by the Director of Planning. 4. Small car parking spaces shall be a minimum of 8 feet by 14 feet. Section 5. Based on a design review of the project concept plans dated February 26, 1981, the Planning Commission hereby approves the design concept for Phase No. I and II. Section 6. This action shall become final and effective ten (10) days after this decision by the Planning Commission unless within such time, a written appeal is filed with the City Clerk for consideration by the City Council, as provided in the Zoning Ordinance. ri PC Resolution 81-9 Page Two • ADOPTED thisl6th:day of March , 1981.
