FOLLOWS:
A RESOLUTION OF THE PLANNING COMMISSION.OF.THE CITY OF ROSEMEAD GRANTING
CONDITIONAL APPROVAL OF DESIGN REVIEW 82-8 FOR A PROPOSED ADDITION TO AN
EXISTING MOTEL LOCATED AT 8711 VALLEY BOULEVARD, ROSEMEAD, CALIFORNIA.
THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS
Section 1. The Planning Commission of the City of Rosemead does hereby
find and determine that an application was duly filed by Hari Alipuria, requesting
approval of the design of a proposed addition to an existing motel, located at:
8711 Valley Boulevard, Rosemead, California;
and that a public hearing was duly scheduled for June 7, 1982, at 7:30 p.m., in the
Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California;
and that notice of the time, date, place and purpose of the aforesaid hearing was
duly given; and that a public hearing was duly conducted at the aforementioned time
and place.
Section 2. The Planning Commission further finds and determines that facts
do exist as required by Section 9119., et. seq., of the Ordinances of the City of
Rosemead, justifying the granting of approval of the design review application.
I Section 3. The Planning Commission further finds:
1. The plans indicate proper consideration for the relationship between
the proposed building and site developments that exist or have been
approved for the general neighborhood.
2. The plan for the proposed building and site development indicates the
manner in which the proposed development and surrounding properties
are protected against noise, vibrations, and other factors which may
have an adverse effect on the environment, and the manner of screening
mechanical equipment, trash, storage, and loading areas.
3. The proposed building or site development is not, in it's exterior
design and appearance, so at variance with the appearance of other
existing buildings or site developments in the neighborhood as to
cause the nature of the local environment to materially depreciate
in appearance and value.
4. The proposed building or structure is in harmony with the proposed
developments on land in the general area, especially in those instances
where buildings are within or adjacent to land shown on the General
Plan as being part of the Civic Center or in public or educational
use, or are within or immediately adjacent to land included within
any precise plan which indicates building shape, size, or style.
5. The proposed development is in conformity with the standards of this
code and other applicable ordinances in so far as the location and
appearance of the buildings and structures are involved.
6. The site plan and the design of the buildings, parking areas, signs,
landscaping, luminaries, and other site features indicates that proper
consideration has been given to both the functional aspects of the site
development, such as automobile and pedestrian circulation, and the
visual effect of the development from the view of the public streets.
7. A Negative. Declaration was previously adopted-for this project, pursuant
to the provisions of the California Environmental Quality Act.
Section 4. Based on the aforementioned findings, the Commission hereby
approves the design review application, with respect to the property described in
Section 1. of this resolution, subject to the following conditions:
1. Applicants shall develop the property in accordance with the approved
plot plan.
2. All appropriate permits from the Building Department shall be applied
for and comply with all requirements of said permits.

3. In an effort to alleviate any detrimental effects to the neighboring
properties for the short term of construction, no construction shall be
done between the hours of 8:00 p.m. and 7:00 a.m. on weekdays, including
Saturdays and all day on Sunday and federal holidays. Further, this
project shall be subject to all provisions of Chapter III-Noise Control.
4. Bumper stops shall be installed where the parking is 90 degrees to a
property line or building.
5. Parking for registration shall be marked as such.
6. Only 25% of the motel units shall contain kitchen facilities.
7. All interior landscaping shall incorporate a mature theme, be fully
sprinklered, with the utilization of timers and moisture sensors, and
maintained at all times.
8. Specimen type trees, (e.g., 24-inch box), to be placed at 15-foot
intervals along the easterly property line to relieve the solid face
of the motel.
9. Because of the length of the driveway, some form of visual relief
(such as stamped colored concrete or textured material) shall be
provided at various locations along the central driveway--to meet the
approval of the Planning Director.
10. All interior lighting of the parking areas shall be directed away from
the adjacent residential uses.
11. The existing free-standing sign is non-conforming because of it's
projection over the right-of-way. In accordance with Rosemead Municipal
Code Section 9934., Signs, this sign shall be replaced with a con-
forming sign within the proscribed period set forth in Section 9934.(B).
The new sign shall be subject to the Planning Director's review and
approval.
12. Applicant shall sign a notarized Affidavit of.Agreement, agreeing to
all conditions, within ten (10) days of approval.
13. Written Fire Department approval for access to the property shall be
obtained.
14. Delete Parking Space No. 49 and label the space "Loading Area" to
provide access to the equipment enclosure area and trash access.
15. Repaint the existing office structure within six (6) months of
completion of the proposed addition to the same colors and materials
of the project as a whole.
Section 5. This action shall become final and effective ten (10) days
after this decision by the Planning Commission unless within such time, a written
appeal is filed with the City Clerk for consideration by the Rosemead City Council,
as provided in the Zoning Ordinance.
Section 6. The secretary shall certify to the adoption of this Resolution
and shall transmit copies of same to the applicant and Rosemead City Clerk.
