FOLLOWS:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD GRANTING
CONDITIONAL APPROVAL OF PARCEL MAP 14807. (A ONE-LOT SUBDIVISION INTO
THREE SEPARATE PARCELS.)
THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS
Section 1. The Planning Commission of the City of Rosemead does hereby
find and determine that an application was duly filed by Edmond Cheng, requesting
a one-lot subdivision into three separate parcels for property located at 8714 Valley
Boulevard, and 8719 Steele Street; or more specifically known as:
Being a subdivision of a portion of the east one-half of the west
250.79 feet of Lot 2 in Block 5 of Rosemead, Sheet No. 2, in the
County of Los Angeles, State of California, as per map recorded in
Book 21, Page 114 and 115 of Maps, in the Office of the County
Recorder of said County, lying northerly of the easterly prolongation
of the northerly line of Lot 5 of Tract No. 10195, as per map recorded
in Book 128, Page 82 to 84 inclusive of said maps, except therefrom the
northerly 17.00;
and that a public hearing was duly scheduled for May 3, 1982, at 7:30 p.m., in the
Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California;
and that notice of the time, date, place, and purpose of the aforesaid hearing was
duly given; and that a hearing was duly conducted at the aforementioned time and
place.
Section 2. The Planning Commission further finds and determines that this
request is in conformance with the Land Use Element of the General Plan; and,
1. The proposed map is consistent with the applicable General Plan of
the City of Rosemead. There is no specific plan.
2. The design of the proposed subdivision and improvements are consistent
with the applicable General Plan. There is no specific plan.
3. The site is physically suitable for the type of development.
4. The site is.suited•for the proposed density of development.
5. The design of the subdivision will not conflict with public easements.
6. The design.and proposed improvements of the subdivision will have no
adverse environmental effects on fish, wildlife or their habitat, or
cause any public health problems. A Negative Declaration has been
prepared in compliance with Rosemead Resolution 79-77, CEQA, and
the guidelines for the implementation of CEQA.
7. Discharge of wastes from the proposed subdivision will not result in
violation of existing requirements as prescribed by the California
Regional Water Board.
Section 3. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of
the City of Rosemead does approve the request for subdivision of that parcel of land
described in Section 1, subject to the following conditions:

3. The perimeter property lines of the newly created lots will be fenced
or provided with a six foot (6') block wall, as required between
commercial and residential zones, prior to recordation of the parcel

showing how the drainage from Lot 1 will be conducted through Lots 2
and 3.

5. The existing house to remain on 8719 Steele Street shall be brought
into compliance with the building code, and have the exterior painted.
6. An attempt should be made to save the pine tree on Lot No. 3.
7. All structures crossing the proposed common property lines shall
be demolished prior to the recordation of the parcel map.
8. Waive sidewalk requirement contained in City Engineer's Report,
Engineering-Road, Paragraph A.
Section 4. The secretary shall certify to the adoption of the Resolution
and transmit copies thereof to the City. Clerk of the City of Rosemead.
Section 5. This resolution is the result of an action taken by the Planning
Commission on May 3, 1982; by the following vote:

C. Design local streets to have minimum centerline curve radii
which will provide centerline curves of 100 feet minimum length,
except that reversing curves need not exceed a radius of 1500

the length of curve outside of the BCR is used to satisfy this
100 foot minimum requirement
D. Use a minimum centerline radius of 500 feet on a local street
with an intersecting street on the concave side. The length

partially improved, provide additional pavement on the highway

F. Local streets shall be aligned such that the central angles
of the right of way radius returns do not differ by more than
10°.
G. Where ever street grades exceed 6Y., no driveways will be
permitted within the area 25 feet upstream of any catch
basins.

Easements shall not be granted or recorded within areas proposed to be
granted; dedicated, or offered for dedication for public streets or highways,
access rights, building restriction rights, or other easements until after
the final parcel map or tract map is filed with the County Recorder unless
such easements are subordinated to the proposed grant or dedication. If
easements are granted after the date of tentative approval, a subordination
must be executed by the easement holder prior to the filing of the final
parcel map or tract map.
Monumentation of Tract/Parcel Map-boundaries, street centerlines and lot
boundaries is required.
A preliminary title report/parcel map guarantee is needed showing all fee
interest holders; all interest holders whose interest could ripen into a
fee; all trust deeds, together with the name of the trustee; and all ease-
ment holders. The account for this title report should remain open until
the final parcel map is filed with the County Recorder.
A final parcel map of tract map prepared by, or under the direction of,
a Registered Civil Engineer or Licensed Land Surveyor must be processed
through the City Engineer prior to being filed with the County Recorder,
unless the final parcel map is waived by the City.
Prior to submitting the parcel map or tract map to the City Engineer for
his examination pursuant to Sections 66442 or 66450 of the Government Code,
obtain clearances from all affected Departments and Divisions, including a
clearance for the following mapping items: mathematical accuracy, survey
analysis, and correctness of certificates, signatures, etc.
Submit a preliminary parcel map guarantee if grants, dedications, or offers
of dedication are to be made by certificate on the parcel map. A final
parcel map guarantee will be required at the time of filing of the parcel
map with the County Recorder.
The Advisory Agency pursuant to Section 6 of the Subdivision Ordinance hereby
waives the requirement of Section 150 of the Subdivision Ordinance to delin-
eate existing easements of record, except those of the local agency, on the
final tract map or parcel map providing that the owner shall certify by an
affidavit or by a statement made under penalty of perjury pursuant to
Section 2015.5 of the Code of Civil Procedure that all existing easements
of record are shown on the tentative map. If existing easements are not
shown on the final tract map or parcel map a statement showing the existence
and purpose of all easements shall be placed on the map to the satisfaction
of the City Engineer.

dedication of local main line sewers and separate house laterals to serve

design requirements.

to determine the final locations and requirements.
The subdivider shall submit an area study to the City Engineer to determine
whether capacity is available in the sewers to be used as the outlet for

The subdivider shall send a print of the land division map to County
Sanitation Districts, with a request for annexation to Sanitation District
No. Such annexation must be assured prior to filing the land
division map.
Sewer reimbursement charges as determined by the City Engineer shall be

Ordinance frontage charges as determined by the City Engineer shall be paid
before filing this land division map.

assessments must be paid prior to filing.
The discharge of sewage from this land division into the public sewer system
will not violate the requirements of the California Regional Water Quality

Prior to the filing of the final map, submit information showing the
distances from the proposed lot lines to the buildings which are to remain.
If such distances will create nonconforming conditions, such lot lines
shall be relocated or the noncomplying conditions of the buildings shall be
corrected prior to the division of land by sale.
Prior to the filing of a final map, submit information showing the location
of all private sewage disposal components which are to remain in use. If any
such private sewage.disposal system is not on the same lot of parcel with the
building it serves, the proposed lot line shall be relocated to so provide,
or a replacement sewage disposal system complying with Plumbing Code require-
ments shall be provided prior to the division of the land by sale.
The relationship of (existing buildings) (private sewage disposal systems)
to the new lot lines will create conditions that do not comply with the City
of La Habra Heights Building Laws. These noncomplying conditions shall be
corrected or the lot lines relocated prior to the division of the land by
sale.
The grading plan must be approved prior to filing of a final map.
A preliminary soil report is required before grading plan approval.
Prior to filing of final map, submit a soil engineer's report on all
building sites in the proposed subdivision.
The tentative map shows that lot lines will occur on the constructed slopes.
For approval of the grading plan, these slopes shall be rearranged so that
the lot line is located at or near the top of the slope, along a drainage
terrace, or at similar acceptable location.
_ If tentative approval of the map is granted with, the condition that a zone
change be obtained, the ordinance granting such change in zone must be
adopted by the City Council prior to issuance of grading and building
permits.
Provide a conceptual grading plan which indicates how each lot/parcel can be
developed to comply with current City ordinances to include buildix~g-setbacks,
off-street parking, street access and compliance with the Grading Development
Standards.

PRIOR TO FILING THE FINAL LAND DIVISION MAP, THE FOLLOWING CONDITIONS MUST BE FULFILLED:
A grading plan must be approved by the City Engineer. This grading plan must
be based on a detailed engineering geology report and/or soils engineering
report and must be specifically approved by the geologist and/or soils
engineer and show all recommendations submitted by them. It must also agree
with the tentative map and conditions as approved by the City of La Habra
Heights. All buttresses over 25 feet high must be accompanied by
calculations.
A detailed engineering geologic report (and soils engineering report) must
be approved by the City Engineer.
All geologic hazards associated with this proposed development must be
eliminated.
or delineate a restricted use area approved by the consultant geologist to
the satisfaction of the City Engineer and dedicate to the City the right to
'prohibit the erection of buildings or other structures within the restricted
use'areas.
Specific recommendations will be required from the consultant(s) regarding
the suitability for development of all lots designed essentially as ungraded
site lots. A report will be filed with the State Real Estate Commissioner
indicating that additional geologic and/or soils engineering studies may be
required for ungraded site lots by the City Engineer.
INFORMATION APPLICABLE TO THIS DIVISION OF LAND:
The subdivider is advised that approval of this division of land is contingent
upon the installation and use of a sewer system.
The Health Department is advised that there is no assurance at this time that
geologic and soil conditions will allow the sustained use of private sewage
disposal on each lot.
The Real Estate Commissioner will be advised that due to adverse geologic
conditions which exist on the land division, a final geologic report approved
by the City Engineer will be filed with the Commissioner concurrently with
the filing of the final land division map.
A geology and/or soils report may be required prior to the approval of
building and/or grading plans.

All lots shall be served by adequately sized water system facilities which
shall include fire hydrants of the-size and type and location as determined
by the Fire Chief.
The water mains shall be of sufficient size to accommodate the total domestic
and fire flows required for the land division. Domestic flows required are
to be determined by the City Engineer. Fire flows required are to be deter-
mined by the Fire Chief.
At the time the final land division map is submitted for checking, plans and
specifications for the water system facilities shall be submitted to the City
Engineer for checking and approval and shall comply with the City Engineer's
standards.
Approval for filing of this land division is contigent upon approval of plans
and specifications mentioned above. If the water system facilities are not
installed prior to the filing of this land division, the subdivider must also
submit a Labor and Materials Bond in addition to either:
(1) An Agreement and a Faithful Performance Bond in the
amount estimated by the City Engineer guaranteeing
the installation of the water system, or
(2) An Agreement and other evidence satisfactory to the
City Engineer, indicating that the subdivider has
entered into a contract with the serving water
utility to construct the water system as required
and has deposited with such water utility security
guaranteeing payment for the installation of the
water system.
There shall also be filed with this Division a statement from the water
purveyor indicating that the proposed water mains and any other required
facilties will be operated by the purveyor and that under normal operating
conditions the system will meet the requirements for the land division.
Easements are tentatively required, subject to review by the City Engineer
to determine the final locations and requirements.

Although there are no Sanitation District facilities within the subject-
project, the sewage flow generated within the development is tributary to the
Districts' Sanita Anita Outfall Trunk Sewer. The Districts' sewer has capacity
for the anticipated flow.
This office has no objection to the finalization of the project as shown.
