A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD
GRANTING CONDITIONAL USE PERMIT 82-243, FOR THE ESTABLISHMENT OF A
PRE-SCHOOL ON PROPERTY LOCATED AT 3220 DEL MAR AVENUE, ROSEMEAD,
CALIFORNIA.
THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE
AS FOLLOWS:
Section 1. The Planning Commission of the City of Rosemead does hereby
find and determine that an application was duly filed by James Yang, DBA Angeles
Christian Pre-school, requesting the establishment of a pre-school for a maximum
of 77 children, on property located at 3220 Del Mar Avenue; or more specifically
known as:
Lot 1 of Tract No. 1276;
and that a public hearing was duly scheduled for April 5, 1982, at 7:30 p.m., in
the Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead,
California; and that notice of the time, date, place and purpose of the aforesaid
hearing was duly given; and that a public hearing was duly conducted at the
aforementioned time and place.
Section 2. The Planning Commission further finds and determines that
facts do exist, as required by Section 9180., et. seq., of the Ordinances of the
City of Rosemead, justifying the granting of a conditional use permit.
Section 3. The Planning Commission further finds:
1. The project is in harmony with the elements and objectives of the
General Plan.
2. The project will not be detrimental to the surrounding properties.
3. The project is desirable to the public convenience.
4. A Negative Declaration was prepared for this project, pursuant to
the provisions of the California Environmental Quality Act.
Section 4. Based on the aforementioned findings, the Planning Commission
hereby grants a conditional use permit with respect to the property described in
Section 1, subject to those conditions as expressed within Exhibit "A", attached
hereto.
Section 5. This action shall become final and effective ten (10) days
after this decision by the Planning Commission, unless within such time, a written
appeal is filed with the City clerk for consideration by the Rosemead City Council,
as provided in the Zoning Ordinance.
Section 6. This resolution is the result of an action taken by the
Planning Commission on April 5, 1982, by the following vote:
AYES: De Cocker, Ritchie, Lowrey, Mattern
NOES: None
ABSENT: Schymos
ABSTAIN: None
Section 7. The secretary shall certify to the adoption of this Resolution
and shall transmit copies of same to the applicant and Rosemead City Clerk.

Conditions
1. That a six foot.(6') block wall be constructed completely around the property,
except for that portion facing Del Mar Avenue.
2. That any play equipment of over three feet (3') in height be to the western
one-half (15) of the northern Playground II area.
3. That an application be made and approved by the State Department of Social
Welfare, and that a copy of the license to operate be given to the Planning
Department for the city record, and that a copy of the application to the
State be submitted to the Planning Department.
4. That all play areas shall be landscaped or provided with a suitable covering
approved by the State and Planning Department.
5. That the applicants shall obtain all necessary business licenses; as well as
all necessary building permits for any improvements, additions, and/or new
construction on the property.
6. That the license is approved for a two (2) year period and may be reviewed for
renewal by the Planning Commission without benefit of a public hearing, upon
the request of the applicant.'
7. Remove or demolish existing building and construct a block wall fence to city
standards prior to any new construction.
8. Lot survey to establish property lines.
9. Trash bin and enclosure shall be located inside Playground Area I, as designated.
Enclosure to the approval of the Planning Department.
10. Playground Area I is not required by state law.
11. All utilities shall be underground.
12. Fire sprinkler system to be installed to the approval of the Los Angeles
County Fire Department.
13. Parking area to be paved to current City standards, 4 inches of AC over 4-inch
base, or 6 inches of concrete, and parking area to be double striped.
14. Dedicate five feet (5') of right-of-way to the city for street widening, and
shall offer said dedication at the close of escrow and prior to the issuance
of building permits.
15. Drainage plan is to be submitted to the City Engineer and a report be submitted
to the Planning Department.
16. Paved area shall drain to Del Mar Avenue. No ponding shall be allowed in the
play area.
17. Building design and construction materials shall be approved by`the Planning
Department.
