A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD,
GRANTING CONDITIONAL USE PERMIT 81-240 FOR THE ESTABLISHMENT OF
A CHURCH ON PROPERTY LOCATED AT 2454 SAN GABRIEL BOULEVARD AND
2451 GLADYS AVENUE, ROSEMEAD, CALIFORNIA.
THE PLANNING COMMISSION OF, THE CITY OF ROSEMEAD DOES HEREBY RESOLVE
AS FOLLOWS:
Section 1. The Planning Commission of the City of Rosemead does hereby
find and determine that an application was duly filed by the Church of Los Angeles
requesting the establishment of a church at 2454 San Gabriel Boulevard and
2451 Gladys Avenue, or more particularly known as:
Portion of Lots 3 and 5, Richard Garvey's Addition No. 2 to that
Tract known as the Garvey Ranch, M.R. 70-69-71, L.A. County AMB;
and that a public hearing was duly scheduled for April 5, 1982, at 7:30 p.m., in
the Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead,
California; and that notice of the time, date, place and purpose of the aforesaid
hearing was duly given; and that a public hearing was duly conducted at the
aforementioned.time and place.
Section 2. The Planning Commission further finds and determines that
facts do exist as required by Section 9180., et. seq., of the Ordinances of the
City of Rosemead, justifying the granting of a ,conditional use permit.
Section 3. The Planning Commission further finds:

1. The project is in harmony with the elements and objectives of the
General Plan.
2. The project will not be detrimental to the surrounding properties.
3. The project is desirable to the public convenience.
4. A Negative Declaration was prepared for this project, pursuant to
the provisions of the California Environmental Quality Act.
Section 4. Based on the aforementioned findings, the Planning Commission
hereby grants a conditional use permit with respect to the property described in
Section 1, subject to those conditions as described in Exhibit "A", attached hereto.
Section 5. This action shall become final and effective ten (10) days
after this decision of the Planning Commission, unless within such time, a written
appeal is filed with the City Clerk for consideration by the Rosemead City Council,
as provided in the Zoning Ordinance.
Section 6. This resolution is the result of an action taken by the Planning
Commission on April 5, 1982, by the following vote:

EXHIBIT "A"
PC RESOLUTION 82-13
1. This project shall be developed in accordance with the plot plan
set forth as Exhibit A and dated March 25, 1982.
2. Apply for permits for all driveway approaches. San Gabriel Boulevard
driveway shall be developed to the commercialstandard of 30 feet.
3. Parking area shall be paved with .4 inches AC over 4 inch base, or
6 inch concrete, with all spaces delineated.
4. Gladys Avenue shall be used for emergency access only. The Gate to
be subjectto approval of the Fire Department and not to be used
otherwise.
5. Provide stamped concrete,.15 feet in width at the property line on
boththe San Gabriel Boulevard and Gladys Avenue driveways.
6. All on-site lighting shall be situated so as not to reflect on the
residential properties to the south.
7. Automatic irrigation system shall utilize both timing and moisture
sensing devices, and be provided in all landscaped areas.
8. The sanctuary shall be limited to a maximum of 250 fixed seats, or
limited to 250 people.
9. Applicants shall obtain all necessary building permits for any
improvements, additions and/or new construction on the property.

10. Speed bumps shall be installed per City Engineers standards.

11. Install a trash bin and trash bin enclosure on the northeast corner
of the property. .
12. The drainage design and design of the wall shall be subject to
review by the City Engineer, and a report by the City Engineer
shall be submitted to the Planning Commission.
13. All trees shall be approved by the Director of Parks and Recreation.
14. Residence shall- be subject.to the Health and Safety Code.
15. All utilities shall be underground.
16. All wooden posts shall.have.steel supports set in concrete.
