A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD,
RECOMMENDING TO THE CITY COUNCIL OF THE CITY OF ROSEMEAD, APPROVAL OF
PLANNED DEVELOPMENT REVIEW 82-6, FOR THE ENCLOSURE OF AN EXISTING
WALKWAY BETWEEN EXISTING STRUCTURES LOCATED AT 8417 EAST MISSION DRIVE,
ROSEMEAD, CALIFORNIA.
THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD HEREBY FINDS, RESOLVES
AND DETERMINES AS FOLLOWS:
Section 1. An application was duly accepted on•.September 13, 1982 from the
California Christian Home, requesting a Planned Development Review, (PDR 82-6), under
Section 9120., et. seq., of the City of Rosemead Municipal Code for the enclosure of
an existing walkway, connecting two existing structures, located at 8417 East Mission
Drive, Rosemead, California.
Section•2. On November 1, 1982, a duly noticed regular Planning Commission
meeting was held, at which time. evidence, both written and oral, was presented to
and considered by the Planning Commission, in connection with Planned Development
Review 82-6.
Section 3. On the basis of evaluation, this project has been determined to
be a Class 1, (8), (11) categorical exemption under the provisions of the California
Environmental Quality Act.
Section 4. The proposed Planned Development, as represented in the
application dated September 9, 1982, (Exhibit "A"), and the Staff Report dated
October 13, 1982, (Exhibit "B"), attached hereto, is consistent with the General Plan
of the City of Rosemead which designates this property.as Private Institution.
Section 5. The proposed Planned Development, as represented in the afore-
.mentioned Exhibits "A" and "B", is compatible with the surrounding area. The subject
property is zoned P-D, (Planned Development). The surrounding properties are
developed as residential and recreational.
Section 6. On the basis of the foregoing findings, the Planning Commission
hereby recommends to the City Council of the City of Rosemead that Planned Development
Review 82-6 be approved.
Section 7. This resolution is the result of an action taken by the Planning
Commission at their regular meeting, November 1, 1982, by the following vote:
AYES: De Cocker, Schymos, Ritchie, Mattern
NOES: None
ABSENT: Lowrey
ABSTAIN: None
Section 8. The secretary will certify to the adoption of this Resolution
and transmit copies to the City Clerk of the City of Rosemead.

issuance of Building Permits for projects within Planned Develop-
ment (PD) zones, plans shall be submitted for review and approval
of the Planning Commission and City Council. (Section 9120.10)

between two (2) existing buildings for security purposes.

PUBLIC HEARING NOTICE: Notice was published in the Sun Independent on October 21,
1982 and 64 notices were mailed to property owners within
300 feet of the subject property on October 22, 1982.

SURROUNDING ZONES
AND LAND USES: Surrounding zoning is residential to the east, south and
north. There is a city park to the west.
ENVIRONMENTAL
ASSESSMENT: This request is categorically exempt, Class 1 (8) (11)
in accordance with the provisions of the California
Environmental Quality Act.
DESCRIPTION OF PROPERTY
AND IMPROVEMENTS: The project site is located on the north side of
Mission Drive between Delta and Earle Avenue, and
extends to Grand Avenue on the north.. The project site
is a continuing care retirement facility, housing 317 residents and employing
121 persons. Full details of all the improvements are indicated on the plot.

REVIEW: The project under review by the Planning Commission is
the construction of a covered passageway which will
connect two existing buildings for security reasons,
and as protection. The passageway is nine feet (9') wide and approximately
eighty feet (80') long between the buildings. The passageway will be constructed
with an exterior of stucco to match the existing buildings. The interior walk-
way will be fire sprinklered. It extends along the Delta Street side of the
facility. There will be a loss of two (2) parking spaces that have been re-
located to the front of the facility, near the main entrance,.(as indicated on
the plot plan.
RECOMMENDATION:
Staff recommends approval of the request as shown on
the plot plan dated September 9, 1982.
